Have Samsung Galaxy J3 2017 (stock ROM)...Create /system/csc/others.xml file because it not exist on my Galaxy j3. Tipe the "Code" and restart the phone. PERFECT ! Now I have a very nice recording icon activated in call time. Recording calls are pointed in SD/ Call director file. Have One UI 1.1 and Pie 9 ). Thank you very much.

Every Android device from Samsung has a folder called csc under system directory. This folder contains some XML files that keep the configuration codes for country and carrier based customization options. If you have root access on your Samsung phone or tablet, you can access this directory and edit those XML file to enable or disable the features that are available or unavailable on your device. In other words, by editing the XML files present in the csc folder, you can easily personalize your device by adding features like your native language pack, screen rotation control, infinite scrolling on home screen, turn on/off camera shutter sound and so on.

In the csc folder there are only two xml files, a database file and a dat file..... others are folders....
two xml files are customers.xml and others.xml in Hyperion 8

Yep, there are dozens of csc edits, some useful, some not so useful (or they don't pertain to our phone). Download the text file, from the OP of the thread, you linked, if you're feeling adventurous, and see what hidden features, you can discover.
Don't forget to backup, first.
I think they fixed it after 4.4.4 update. I tried it on my phone and it works without modifying anything.

-Enabled manual rotation option in gallery
-Enabled continuous music while using camera
-Enabled scheduled messaging option in messaging app
-Enabled exit buttons in default browser
-Enabled 2nd symbol keys on stock keyboard
-Enabled Sort app draw alphabetically
-Enabled Dialer search matches numbers in contacts and call logs along with contacts
-Enabled Extend speed dials to 100
-Enabled Extend Contact name lenth Limit to 1280
-Enabled Show your hardware revision in Settings->About (same as dialing *#12580*369#)
Instillation :

Enable deleoper options ( by tapping frequently on the "build number" in Settings > About )
Enter the Developer options (Settings > Developer options )
You can see the new options for that !

this is a csc feature so auto recording is not possible, if you want auto recording you can use Apps
