I have latest Feb update and watching YouTube or other media volume automatically maxes. Annoying as hell

When I have my sound turned off and then launch YouTube I cannot get my media volume to increase. Only if I force close or reset device then turn all volume levels up then launch YouTube will it work.
So....vol off - launch app no sound
Vol on - launch app works fine
I have ics on my Razr, when you hit the volume toggle it jumps roughly 7% higher or lower.
I want a more finite control on my audio.
I have PowerAmp along with 60 flac albums on my maxx and its annoying to have the audio too quiet to hit the volume button and its too flucking loud.
a 2-3% jump in volume would be almost perfect.
I can adjust the gain on powerAmp, but depending on the recording it easily can get back to too quiet or too loud.
Any thoughts ?

I noticed the volume jumping on ICS as well, however it only lasted a few minutes and so far my volume control has been fine otherwise. Try disabling the built in equalizer?

Already had the eq turned. Off.
Its not that the volume is jumpy, but rather the 7% increments the volume button press does.
Lets say the songs a little too quiet at 49% hitting the volume up one click will jump it to 56% for example and then its too loud.
Sometimes the phone will beep, even with headphones/headset while adjusting media volume in a music app or youtube. Restarting the phone makes this stop for a while. It's beeping like it normally does when you adjust ringer volume but it happens with media volume sometimes. Once it starts, it wont stop happening with adjustments until restarted. Any ideas whats going on and how to fix this?

Does anyone can confirm this? Ive experience it on my phone when it play games at 70% volume to max even headset are plugged and even its on speaker. It does not vibrate when its below 50% volume

I'm experiencing it when I'm watching a video on facebook and the volume is set to Max. I look into the menu settings there is no option to turn it off is that a bug?
Yes, it vibrates while watching videos in high volume. I returned it...
They have issued a patch. I think it's part of the 4d sound thingy from Honor Play lol
When you play music, slide the notification panel. There is an app notification which drains the battery with icon like vibration. Slide that to the left or right and setting will appear. You can disable it there. Now I don't know how to enable it again.

Occasionally, when watching media such as youtube in landscape mode at low volumes ( under 50%), the phone will more predominantly play music out of one speaker or the other, raising the volume past the 50 % threshold seems to fix the speakers back to normal till the issue happens again, any thoughts ?
