Google either choose simplification or flat out removed the setting. As for why in some sense it makes things simpler for developers and virtually most (not all obviously). Linked two articles out of the multiple google search results below that pertain to the question.
I maybe totally going out on a limb to guess (and I am, not something I am to fond of doing honestly) since GPS/Location services only turns on when it is needed maybe the option was unnecessary?
Granted the choice would be nice, but so far I haven't seen anything in my usage that shows GPS location is a battery killer. In fact I get a lot more active use out of my phone now as it is then I did previously on Oreo, which is rather nice IMHO.

The option seems to be there.
On the Pixel phones you can enable it via "developer options" -> "featured flag"
Samsung decided to ditch this feature flag, why i don't know.
But with tasker and my unrooted S9 i could enable the battery saving mode.
Although you can't verify i think it works.
As i use Life360 which triggers the GPS when opened and haven't seen the GPS icon since i toggled to battery saving mode.
So as lomg as it works i'm happy.

In the past, when I have had devices with GPS when I start up the app that uses it, GPS starts automaticaly and stops when you close the app.
now whenever I use Google maps or such I always forget to star GPS first is there a setting?.
I just leave the GPS on all the time. My observation is that it doesn't do anything unless an app uses it. My settings are:
Use wireless networks - not checked
Use GPS satellites - checked
Use assisted GPS - unchecked
I have all three options checked for quicker gps locks...
I never have GPS enabled unless I need it. I have the toggle on the home screen in my power control Widgets config.
I am wondering though, why would you have location by wireless networks not enabled?

I don't use location by wireless networks because I will not agree to Google's terms of service to do so. By agreeing you allow Google to collect location info from your phone even when there are no apps using any location services. I honestly think that this is why some people have battery issues when they leave GPS on. I do not see any way to opt out of this collection of information even if you turn use wireless networks off.
I don't use the assisted GPS because it states on the settings page that the GPS is more accurate without it.
I see the same battery life with GPS on or off.
The whole point is battery life, I dont use the gps all the time and I have a mugen 1800 battery but that still need charging after about 6 hours even with gps off.
But to go back to my original question is there a setting or app to allow the turning on of gps when its needed

You can use tasker to automate turning on the GPS when you run specific apps.
As I wrote before I leave GPS on all the time with no adverse effect on battery life. I honestly believe that you only have issues with the GPS and battery life (when not using nav) if you accept the Google terms of service for location by wireless networks. Even if you then turn off that settings there is no way to revoke the permissions you give Google so they can use your GPS in the background for their data collection.
Interesting mine says uncheck to reduce network usage. What froyo are you running? But network usage is the main battery life consumer on my phone, I may go a couple days with that unchecked to see what the effects are even though I have no problems with my battery life.

So I understand that the GPS icon is always going to be on in ICS (super useful design), but i've noticed this morning that mine is also constantly in the transmitting state, ie: (+) ) ) ). I can't figure out why, since I don't have any apps that should be using GPS on right now. It didn't start off this way, and I haven't installed anything.
I'm just concerned that it's draining battery.
I've got my GPS enabled all the time, but the icon only shows up when it's actively in use. might be a deeper problem.
Check Facebook and any weather Widgets you gave set to use current location.

On every other phone I've seen, just having them enabled but not currently used results in just the GPS (location icon), which looks like a crosshair: (+), and then if something, like a navigation program or facebook is using your location service, it turns into (+) ) ) ) --crosshair with waves coming out of it.
Mine's always in the latter state, even when I go to task manager and make sure there's nothing that SHOULD be using it ...

On the SGS3 as well as the SGS2, the crosshair icon was only on if GPS was active (i.e. navigation was on or Facebook or something else actively using the GPS) I ALWAYS had mine enabled, so that when I needed it active, I would not need to perform an unnecessary step. Sounds to me like you have either an app that is causing it to remain active all the time, or there is something wrong with your phone.
I have the same issue, it shows that the GPS is constantly in use (not just the E911 service). Any thoughts on why that is?

yes I'm on verizion. It goes away when i turn off location services, but I was wondering if i'll lose battery if those services are on
Anyone using smarthome devices that are using the geolocation of the phone to be triggered?
I have Phillips hue and Netatmo welcome and cannot see me when coming home except if my screen is opened and also open google maps and update manual my location.
Tried giving access to these apps not to sleep or use battery optimization but still nothing.

I use a Tado system and I have noticed on the odd occasion it doesn't know I'm home with this phone, though setting the app to be exempt from throttling of data and exempt from power management seems to almost have resolved the issue.
Could you please share how to do that of throttling of data?

Has this been resolved by anyone?
I too have the Tado and it only updates my location when I open Maps and physically click on the blue dot to zoom in on my location or e.g. start navigating.
I've tried all the obvious like disable maps and tado battery optimisation, allow background data and what have you. On the Mate 10 pro this worked flawlessly btw so this has to be m20p related...
Together with the not too good curved screen (letters/graphics falling off), green tint, poor face and fingerprint recognition this is for me a reason to maybe get rid of this phone...
So you have already gone to:-
Battery settings, more battery settings, turn on "stay connected when device sleeps"
I use TADO with Mate20x AL00 and that fixed it for me.
Also make sure you have toggled the app power settings then it should be ok.

What app power settings toggle do you mean, under special access, battery optimization?
In the meantime I've put Automate to work (https://play.google.com/store/apps/details?id=com.llamalab.automate&hl=en) and made this little flow that seems to be a good work around. Starting Tado in the last block is there now only to check if it works, nothing else.
Update: this is a workflow that works really well. Let me know if you want more info.

The flow
So whenever I left wifi area or turn off the wifi soon after the mobile data gets automatically turned off, the icon of it shows not just for specific app.
Even when I turn off the data saver, it doesnt help.
This is very bothersome as I will miss alot of stuff.

Anyone experiencing or heard such problem with Huawei Phone? Need help.
Are you talking about missing notifications?
If you enable Developer Options (settings/system/about phone...then press build number 5 times) then in Developer Options there is an option you can tick to always keep mobile data active. I use it for faster network switching and it doesn't have much of an impact on data use or battery drain.
But if you are talking about missing notifications that might not solve your problem.
You want to remove any apps that need timely notifications from battery optomization in the power settings. Make sure after you choose to manually manage the apps that they are allowed to run at startup and remain running in the background. (All 3 options should be allowed).
If that doesn't solve your problem then you might also need to remove Google Play Services from automatic power management since that service is normally responsible for syncing Android phones.
Huawei has more aggressive power management than most Android phones which provides great battery life but also annoys many people because they can miss important notifications.

No, the entire data just cut off after leaving wifi even thou the mobile data was on prior to leaving the wifi spots or just turning off the wifi. Does that make sense? I have had so many different phone this has never happend to me. I even turn off the data saver mode too.

If I turn that option on in dev mode "always leave the mobile data on" even when the wifi is on (even when wlan is active) does that mean it may sometimes suck up my mobile data while wifi is on, i dont want that.

Ok after tons of digging found the problem. a function i have never seen on previous phones.
basically you go to mobile data setting and go to more and then (wlan/mobile switcher) go in there and thats where the problem is.
I now select switch to mobile data.

I don't see that setting. Does this fix the fact that when you use hotpsot the phone is incapable of any data? I can't use hotspot at the same time as data on the phone itself.
Any one know how to find feature keep wifi during sleep on android pie?
I have S8+ on oreo and still have it but my S9+ on pie doesn't have. Because I think keep wifi always on maybe drain the battery gradually.

If you can not find a setting try using the search feature within the settings menu. This will come in handy due to a few toggles/options being moved to different spots.
Wifi power saving mode was moved to Developer Options.
Description of the toggle isn't clear, but this is the only power saving setting for WiFi I see.

Thank you for your help. I have already turn that one on. The one I wanted to find name "keep wifi during sleep" (maybe) I have searched through all the settings but couldn't find it. I even tried to do adb shell but it didn't help. If you any solution, please let me know.

That's the only setting I see that deals with WiFi power saving. Last I knew it was moved under developer options, I can try looking later to see if I can find it again
But let me ask this because what you write makes it sound like you want WiFi to turn off when the phone sleeps because it may drain the battery gradually if it is on all the time. If that is the case the only other setting I can find that would come close is "turn on WiFi automatically" under adaptive WiFi.
From the way it looks the default setting is to have WiFi enabled all the time, but as for power drain it is not anything at all significant or noticeable. I myself can still get a full days of use with the phone and still have power to spare and active usage.

Yes, it is exactly the same one I linked in the image above.
The only difference is mine is located inside developer options and not under the WiFi Advanced menu (as depicted in the image you posted)

Sorry, my bad.. I took another look at your image and the answer is no, the option is not present in or on my phone. I am running the snapdragon G965U and Android Pie so if your running the Exynos model I am not sure if the menu layout/options are different... Side thought on the matter, it might help if people start indicating the chipset on the phone in case it does matter in some way.
I did google search it a bit and it would seem that the WiFi sleep is no longer used, it is either always on, selectively turns on based on location, adjusted pending on usage patterns, or always off (if WiFi is turned off).
I personally do not use "Turn on WiFi automatically" or "WiFi power saving mode" because they caused more problems then they did good for me. With WiFi enabled and having mobile data on all the time I have suffered no ill effects or any noticeable impact to my battery consumption, so IMHO I would just leave your WiFi enabled if you use it.

I think maybe because of Android pie that make that make it different. Anyway thanks for your help.
Google has removed this feature since Android 8 and the WiFi is now always on.
That's stupid, but that's Google...
There is an application in the Store to deactivate WiFi during sleep, but it's not so efficient and need to stay in memory.
(this no WiFi sleep is the main reason I return back to Android 7 on my tablet.)
The default seems to be Wifi always on. However, on my Galaxy Note 8 with Android Pie, the wifi still disconnects whenever the phone sleeps. Turning the Wifi power saving mode on or off does not change this.
