How to do that? Any instruction? I see that many devs are adding security patches to they's custom rom. Please help!

I wanted to learn how to develop patches for the kernel of a Nexus 4. But i'm a complete beginner in all this. Could someone give me guidance on how to develop the patches to add additional features to a kernel, or from where I can learn this from. Please note that i'm not asking how to ADD a patch to a kernel but how to DEVELOP a patch.
Or is there any other way to develop a kernel based on someone else's kernel? As in a step by step guide in DEVELOPMENT?

My question - let's say I have a rom on my device that is no longer maintained by the developer, is there any way through which I can manually update Android security patches or maybe maintain the rom myself??
** considering that I don't have any custom kernel available or its no longer updated at all.

I want to build a Android Pie custom kernel for my device, Huawei Mate 10, but I think that my questions can work for Android Pie from other vendors.
I have downloaded the correct Pie kernel source for my device model from vendor, and I have been able to build and flash it, and it's working fine.
The vendor's kernel source has 2018-11-01 security patch level applied.
At this point I have questions about security patch level. I have searched for information, but I have not found what I am looking for:
How can I download security patches? There is some zip file with all the patches for every security level? For example, I want to patch kernel source with security patch level 2018-12-01: https://source.android.com/security/bulletin/2018-12-01. I have not been able to find downloadable patch files, or instruction for patch the kernel sources.
Can anyone help me to define a procedure?

Hello everyone, long time lurker hoping for some guidance.
I have a Samsung Galaxy Note 4, yes I know it is old.
I am trying different ROMs, RR & LOS, although there are pros to each.
I do not require root, and just a few basic apps, but I would like the best option for device security.
Between versions 16 and 17 of RR and LOS, I can get 1 but not the other, i.e If security patches are up to date I have no SELinux enforced, and vice versa
Is there a way I can 'patch' SELinux into RR or LOS???

If anyone would kindly be able to give a brief run down of the functions and importance of the choices please;
SELinux - protects apps being naughy.. is this a problem if I only install a select trusted apps?
Android Security Patches - What exactly do they protect against?
Build signature - I understand that is because it is not an 'Official' ROM, but how important?
