Persistant notifiction problems android 9 - Android Q&A, Help & Troubleshooting

Hello, So this is an awkward question to get across. I have a moto g6 play that is receiving persistent, yet random notification vibrations . It is running stock android 9. occasionally I see a downloading symbol flash up on the screen when this random notification happens but it goes to fast to respond to. I would like to make these notifications shut up for good if possible.
Things I have done: Following some advice on stack overflow I used an adb shell command

dumpsys vibrator | awk '/opPkg:/{print $NF}'
to display vibration events and list the app that is issuing the command. This shows me that the app "android" is making the requests. I used the "applications info" from the playstore and it shows the "android" app as android system.
So the "android system" app is consistently but randomly pushing notifications that do not show up but still makes the phone vibrate. The app does not show up in the apps list.
Any advice on how to shut it up, or if it is related to the system downloading something several times a day would be great.

Processing of push notifications not working

Hi,
on my LG G2 (KitKat) I run Light Manager and Notifier Pro, both worked, but now after I tried to speed up my phone I broke something. I still receive push notifications (and in the settings i allowed the apps to access the notifications (here a new item just called "notification" without icon occured, checking it has no effect)) but they do not react on the notifications any more. So no special notification led signs or banners (like heads up) are shown.
Which service could be broken/ which settings could be wrong?

Auto Accepting a Notification

A service I use automatically sends me a push notification every time I sign in. The notification shows up in my notification bar, where I can quickly press "Yes", then "Confirm" which is getting annoying. I want develop a tweak to watch my notification center for this confirmation notification, and automatically accept and confirm it. I have some experience with the Android SDK and developing android games using Unity, but I wasn't sure where to start on this project. I tried looking for similar tweaks that would fix my problem, but I came up empty handed. Can someone point me in the right direction and get me started?

System UI Notifications Blocked - TouchWiz

I have a weird problem. I got the Note 8 a little while ago, and everything was fine for a while. However, I one day noticed that the phone didn't show a notification when DND was on, or charging information in the notification shade when plugged in. After lots of searching, I've found that the System UI app in Settings is set to not show notifications. When I try to press the notifications in the app details, it takes me to a panel that just says System UI, and when I press it, it goes straight back to the app details, but what looks like in a new page. It's pretty much a loop, and I cannot seem to turn the notifications back on. Does anyone know how to fix this without having to reset the device? Thanks!
Download and install SystemUI Tuner, grant the permissions over ADB, then in Miscellaneous enable Power Notification Controls and then you can re-enable them.

ahhhhhhhhhhh i am looking so hard for a way to have what you have, i hate system notifications mostly because now with the oreo update it keeps bugging me to confirm that i want to disable the data when i use the quick toggle, it s an annoying popup, and i do not have that option avabile for oreo in the solution posted above

Cannot disable Heads-Up Notifications with recent Samsung UI update from 2.0 to 2.1

This is killing me, and given the original thread is labeled "Lollipop", I thought i would start a more relevant thread subject so people can find it. The problem is in the new Samsung UI 2.1 update re-enables pop-up notifications, and the old method below doesn't "fix them" like it has since Lollipop. My hopes are that someone knows how to disable these in UI 2.1. They just kill me when I am trying to type messages and a window keeps popping up over my work with incoming messages. Stupid and so GD iOS'ish it's ridiculous!! The answer before UI 2.1 was the simple command "adb shell settings put global heads_up_notifications_enabled 0" which Samsung must have changed the control variable. I am really hoping someone technical can tell us the new way to disable these annoying pop-ups again which we've been able to do so since Galaxy S5!
I've been asked by a lot of friends on how to disable those notifications which pop up on the top of your phone's screen. They are mistakenly called "pop-up notifications", but their real name is Heads-Up notifications and can be really useful, but sometimes they are extremely annoying. Specially if you need to use a button or something that is located on the top of the screen right when the notification appears. Some ROMs do allow to turn them off in the Settings, but most of them don't.
So in this thread (which is my first here on XDA) I'm gonna put all the info I gathered during my research about disabling the Heads-Up notifications. These methods will COMPLETELY disable them for all applications while MAINTAINING regular notifications in the status bar. All of these methods are free. Some require a rooted device and some don't.
1- ADB method (using your computer) [FREE]
Before trying this method, make sure you have installed Android ADB in your computer, that your phone is connected AND that you have "USB debugging" option enabled in the phone Settings.

a) Open a terminal and check if the device is connected using the following command:

It looks like this is now available in the app and the adb hack isn't needed any longer. It would still be nice to apply a global default with this hack rather than changing each app individually. It's there, under "Message notifications" and is called "Show as Pop-up".

Yeah! There's the option to change it.
For example on the Samsung Message app:
Go to notification settings, tap in "General Notifications" (tap on the letters, donĀ“t tap the toggle switch) and then you would find the option "Show as pop-up".
You have to do it individually for each app, in FB messenger and Whatsapp is a little different, but you would find "show as pop-up" by tapping in the letters in each option in the notification settings.

This option to change it manually for individual app has been there since Android 9 in Samsung. But that's a pain! Every time you install a new app you have to disable it. The option to completely disable heads up notification would be nice for the One UI 2.1

Phone app notifications about "Background processing"

My Pixel 3 shows frequent "Background processing" notifications from the Android Phone app. I have tried to silence them by long-pressing the notification and then toggling background processing to off, but they always keep coming back.
The notification settings might be getting reset every time the Phone app is auto-updated, which is probably very frequent. Seems like a serious UX oversight, and I would love to get rid of it.
This is also driving me nuts. Tried to disable "background processing" notifications for the phone app... Won't even let you toggle to disable.
Is the Phone app pre-installed in your Android system?
Is there something wrong with your Android system security? You'd better have a full security check.
It's a Pixel, of course the Phone app is pre-installed. And there is nothing wrong with the OS security. This problem existed on Android 10 and transferred over after upgrading to Android 11.
And 2-3 weeks ago, I started receiving a similar notification from the Wellness app, can't disable that one either.
