Why are these in my phone? My phone has been acting weird for over a week now. Please help me remove and find out who did this! I have a feeling i know but need help with proof.

My brother picked up a galaxy s3 cheap last week and this message stays on the screen. Also the any sim card he puts in it doesn't work.
