Strange... For me the factory reset solved the problem.
I don't have the tablet with me... Tonight I will upload it for you.
Solved, removed walkman with titanium, and factory reset

I installed substrate theme from play store and tested with some themes, and nothing happens.
I'm rooted and granteed permissions.
I'm on stock rom

Install a theme, then reboot your device and it will be there to apply

I have managed to install it (investigating) but they don't look good on the top of the screen.
I discovered swift installer themes and with this app everything looks good

Substratum not working
Substratum or Substratum lite, nothing is able to apply any theme on my Mi A3. Installed a custom rom "Pixel Experience". Still doesn't work.
