Can I unlock bootloader, flash twrp but keep the original ROM?
I want to root the phone too, but keep the original ROM.
Will I receive OTA after that?

you can unlock and have twrp and root ofc. but you won't receive ota updates anymore. There is a guide for both having magisk and receiving OTAs but it did not work for me. Anyway I am using pixel xp rom and I like it. Will not use stock anymore

This is the original v10a rom. It has an unlockable bootloader and can be easyily rooted. Which should be a prerequisite. But custom roms may not work with the antique baseband rom.
Would be better to update to 4.1.2 first. V20a had an unlockable bootloader and native App-to-SD. In later v2x roms the bootloader may again not be unlockable to prevent rooting. Via OTA you will get v20h or the latest v20o or p roms. I had unlocked the bootloader and rooted when v20c came via OTA.
I would recommend unlocking immediately. But rooting prevents successful OTA, other ways of flashing still work.

Oops. Didn't notice that earlier, because Tapatalk got gang raped and beaten up by its makers. I'm still an unhappy user now.
First unlock bootloader, as the latest roms may prevent this.
Then update to the latest rom via OTA, with LG's service flash tool or their sync suite. Then it should be at least v20h. At least for Artas CM11 you need v20o or p. There is a link somewhere in the two Artas Cm11 threads. After you reached the final level of stock rom evolution, you can root, install a recovery, and try custom roms.

Can't be done without unlocking bootloader. You can use HTC Sync to update to latest official ROM for your device; it will flash the current ROM from your workstation. Note that doing so will wipe your device.
If you want to run anything other than stock, you need to unlock bootloader. The only way to unlock bootloader is with Sunrise, and that costs $25.

If it is stock recovery I got an update file that works but it is RETBR for the XT1650-03

You can try to use the update file via recovery. Because you use a stock, you can use the official OTA file.

You only need to flash back the (correct) stock ramdisk to remove Magisk. Then you can patch the OTA updates normally and afterwards re-root it again by flashing the (updated) ramdisk with Magisk again.
I am using twrp so I can't update ota but I can flash whole new update through Huawei firmware Finder

I am currently on 13.0.2.0 SKEINXM and i hate global rom , I want miui dialer and messages app to come pre-installed , so I found that Indonesian rom has miui dialer and messages pre installed , so how do I flash Indonesian rom on top of my global rom without unlocking bootloader ?

I don't think there is a way to flash roms without unlocking the bootloader. You need it unlocked for the adb and the fastboot commands to work.
There is a way to install through the ota update system, but I'm not sure how stable or safe it really is.
Why do you not want to unlock the bootloader? You don't need to have a rooted phone for flashing roms, rooting and unlocking the bootloader are 2 seperate things.
For warranty reasons if you really want to have a locked bootloader, you can unlock it and then flash and then lock it back again.
