MIUI 12 global update for the global and Indian variants is expected to be out in the next month (Octobor) during phases.
These futures are confirmed on Redmi 9 :

And for all other futures excepted to arrive with first MIUI 12 update to Redmi 9 global & Indian

In order to flash fastboot roms you must have an unlocked bootloader.
MIUI 9 Global Developer 7.11.2 - was released .. http://en.miui.com/thread-979520-1-1.html
We will have to wait a little bit more to the official Global STABLE version..
For now they released only the Recovery file (this update is done in the updater app)... The fastboot file is off right now so if you're in MIUI 8 you have to wait. (or trying the Chinese fastboot files which I do not recommend for most people as it comes only in english/chinese and doesn't have Google Play Services (not sure if Uber will work)). Or you can flash the global fastboot which is version 7.10.19.
And I found the Xiaomi.eu Global Modded Rom (which is multilanguage)
It has some RAM improvements and other tweaks that the Global hasn't..
