Can you give us some details about what you did?
Here enters in bootloop too after flashing (by the book, as written in the OP), but wasn't able to format userdata from fastboot.
LE: I actually was able to successfully install the ROM using the Mauronofrio TWRP.

From eu rom to MIUI 12.0.3.0 with twrp flash zip,install rom+gapps ok,boot ok.
Camera and usb thetering does not work.
Flashing with miflash MIUI 12.0.3.0,install rom+gapps ok,reboot, bootloop on twrp.
Reformat data bootloop on twrp,wipe cache +dalvik bootloop on twrp.
wipe all bootloop on twrp.
Reinstall rom+gapps format data,reboot,bootloop on twrp.

Flash V12.0.3.0 base Fw + rom + gapps + magisk via LRTwrp , wipe dalvik cache and reboot system. Tada... All Works, great rom thx
