Can I directly flash on pie stock rom?

I need help! . I have tried several fresh installs and I get the same results every time. After spending much time setting everything up, the phone will hang every time it is restarted. after the OS loads, phone will hang displaying the words "phone is starting" on the screen. At that point, the only thing I am able to do is pull down the quick-setting tiles and access those features but I cannot access any functions on the phone itself. I know this is a problem with the rom because I have tried many other custom ROMs on this x4 and they work fine. I need help because I really want to use this ROM as it is my favorite. If anyone can help me or have seen this problem before, please let me know. Thank you
