So on my phone, I have a sim card pin setup when you turn it on. After you incorrectly enter the pin number 3 times, it locks you out until you call your service provider. So I called my service provider, who gave me a PUC (pin unlock code) code and told me that there should be an option that says enter your puc or something like that. But there wasn't, so the assistant asked me to enter it in the emergency dialer. When I hit dial after entering the PUC, it said that it was not an emergency dialer. According to the assistant, it should have automatically accepted the code, bringing me to the issue of the unlock menu. On stock, when you enter in *2945#500#, it should automatically accept the code, but on custom roms, it doesnt. I believe the two issues are related, but I would like to confirm this first. And maybe this might be sort of a request to the devs asking if they can include the unlock menu (i have read that it is not implemented as it is useless to most people) since now I have to get a new SIM card (not that it is the devs' fault, but it would be useful for people like me).
Or you could borrow a dumbphone and use that to unlock your sim (unless you get to keep your old number if you get a new one).
I have yet to experience needing a PUC on my sim on this phone on this ROM.

just tried that but it didnt work. probably because my sim card has been locked permanently
if a simcard is locked, than its locked and can only be unlocked by a PUK code.
You can order a new SIM card from network provider, its possile i know if the PUK is locked too because of to many failed trys.
even if i break the code to use the SIM card again, you cant make calls nor use
the contacts on the SIM - the network provider is checking the SIM status and
locks it again.

thanks for the reply.
but does the PUK code have anything to do with the unlock menu or those hidden codes in general? i know that on stock froyo, some codes are accepted automatically in the regular dialer. on custom roms, these codes are not accepted in the regular dialer at all. the emergency dialer did not accept the PUK code just like how the regular dialer did not accept the other codes (such as *2945#500#) and i was told that it was supposed to accept the code.
sorry, i never used hidden menus and dont know if its implemented in android source
or its a extra feature by manufacturers like LG, HTC,Samsung etc.
As i know the PUK is only for unlock the SIM when the chip is locked and can only be entered on a lockscreen keypad.
finally solved the puk issue. on my phone it did not ask for me to input the puk code. then i inserted my sim card in my dad's phone (same phone except running on stock froyo). now it asked me for a puk code. if only custom roms had this functionality of accepting these codes...
OK guys the title explains my predicament. I live in Costa Rica and am currently with the I.C.E for any of you that may be from here. I purchased a used S2 from a guy that bought it from Claro. So the first thing I did was get rid of the stock and I flashed everything like I wanted which is:

NOW here's the deal, my network icon has full bars but with an R for roaming. The phone works fine, I somewhat have data connectivity although SLOW, BUT when I go to APN settings there is nothing there NOR will it let me save a new APN, BUT I do get the 3G and H icons depending on where I am, I just can't program in a new APN or get rid of the Roaming icon no matter what ROM I flash, kernel or radio combination...
I have tried automatically and manually selecting my networks also, no dice...
I have of course already gone to *#*#4696#*#* and changed settings and tried all the variants but currently have it on WCDMA preferred.
I have also gone to *#2263# and tried all those variants but left it on WCDMA All Channels.
So I am more than open for any suggestions.
Go to Sammobile.com & search for stock firmware for your country/carrier (or just your country if they don't have any carrier specific firmware for your region), flash this firmware via Odin following whatever instructions Sammobile have for firmware downloaded from their site.
Once you've done that, check your APN setting & see if you have full connectivity. If for whatever reason your APN settings are blank (if you only end up downloading/flashing a country specific firmware only, for example), call your carrier for the APN settings and then enter these manually.
First thing you do when you have these problems is go back to stock & see if you can reproduce the problem or whether going back to stock fixes same

Well on stock firmware is where I originally have the problem, that's the reason I began flashing ROMs and radios. IF I use a SIM from the original carrier which is Claro then all is well. BUT if I use a SIM from one of the other two carriers then the phone signal says roaming and I can't save any APN settings, no matter if I'm on stock firmware or any of the other ROMs or radio combinations that I have tried.

So do you have baseband & IMEI in settings/about phone ? That issue of not being able to save APN settings with those other carriers sounds to me like a SIM or network issue. My first thought was it's a problem with the baseband, hence I suggested to flash a stock rom. But if that was the issue, you probably wouldn't be able to enter APN details for any sim/carrier.
Actually, now that I think about it. You know what it sounds like ? That the phone is network locked to your original carrier. That would explain everything.
If your phone *should* be locked (like you're on a contract where you only 'own' the phone at the end of the contract, etc), then I guess you can either pay the original carrier to unlock it. Or you can try one of the many unlock methods you can read about on here/apps you can get on the Market. Or if it shouldn't be locked yet it is, maybe ask the original carrier to unlock it.
You could also try flashing a specific rom for one of the other carriers, but I'm pretty sure that phone is network locked.

Ok just to clarify... all that makes sense, but what is ODD to me is that I don't think the phone is locked... I have full phone capabilities. I can make and answer calls, send texts, I even have full internet capability (even if I can't save any APN settings and there are none to be seen in the menu to choose from), I have the full speed of what I'm paying for from my carrier... the phone just won't let me SEE what APN settings it's using and in the signal it says R for roaming, but in networks it shows that it's connected to MY network...
Yes my IMEI does come up, BUT when I try one of those unlock apps I always get the message that it was unable to unlock it, but it's working with my carrier.

OK. So we're pretty sure it isn't locked. That is really weird that it won't let you enter APN settings (regardless of which rom you're using), but you still have internet connectivity. Again, showing your network as the network connected to, yet showing up as roaming on the taskbar, is weird.
I've gotta say I"m pretty much stumped then. Haven't read a similar situation on here in the 4 mths I've been following the Q&A section of the board pretty much every day. Sorry I can't be of more help
Hopefully someone better qualified that me reads your post & can help. If you don't get a reply in a day or two, give it a bump.

Ok MistahBungles I got an update for ya... I decided to download a different firmware package (the PDA and Phone match mine but not the CSC), it's for Claro Argentina, BUT the ROM isn't branded when I booted it (the ROM the phone came had a CLARO boot logo (another reason I started looking for a different ROM)) and THIS ROM automatically has my APN settings in the menu without me doing a thing and the R in the signal is gone....
So now my question is how do I go about flashing the ROM I wanna use which is CheckROM but not lose my new found freedom (I ask because I'm not sure if this is a simple radio issue)

The Phone maybe Network Locked.(Not sim locked) As taken from gsmlocker.com:
Q. What sorts of locks are there?

- lock phone to SIM
- lock phone to OPERATOR (network lock)
- lock phone to CODE (product lock = offer lock)
If your phone is locked to the sim you cannot use any other sim than the one you have: SIM broken makes phone useless.
If your phone is locked to an operator, you can use any SIM from this operator in your phone. You can switch between contract and prepaid as you wish, but not to a different operator.
If your phone is locked to a code, the phone checks a special "password" (GID) on the SIM that must match your phone. Providers often use different passwords for contract and prepaid.

OK I get your point BUT the phone if fully functional, I'm using a SIM from a different carrier, I have a data connection, make and receive calls, the whole nine yards, it just won't let me see what APN setting it's using and the R symbol is in the signal... once again, IT IS allowing the use of a different SIM from another carrier
Yes its the same as me! I have the R showing as well.(if you put the Claro sim in the R will disappear yes?)

Yes when I use a CLARO SIM the R disappears....
BREAKTHROUGH... I think that I have found the culprit... since I live in Costa Rica I use Market Enabler... apparently whatever it changes is causing the problem, which is weird because I have 3 other android devices, I use the same app on all of them and don't have this issue... NOW I'm really scratching my head... guess I need to contact the dev?
Ahhh. So Market Enabler is changing the CSC which is causing the network settings to disappear/barf.
Nice work finding the source of the problem Yeah tell the dev. Hopefully they can find some sort of fix/workaround so you can still use Market Enabler.

Well I just through and installed and tried ALL the market unlocking apps and they all apparently do the same thing and causing the same result, my phone thinks it's roaming, so now the head scratcher is why my other Android devices don't behave in the same way? This is my only Samsung. The others are Dell Streaks.

Sorry to bump this up, but I'm having the exact same problem. I was wondering if you ever figured out how to fix it.
I have a HTC Sensation and it happened to me right after I upgraded my custom kernel version to a newer one.
I never installed Market Enabler nor Market Access but when I check the SIM info it shows incorrect MNC and MCC values which
I can't change... they won't save in the system options.
I thought maybe my SIM card is screwed up, so I'm thinking of getting a new one from my service provider.
I just have to check it on a different phone first.

Ok, forget it. My SIM card was having issues, got a new one from my carrier. Everything is working fine now.
I am having some issues making the switch and needed some help.
I purchased my Galaxy S2 from AT&T awhile back, rooted and installed task650's AOKP rom after I had issues with the ICS update, and have been running the latest build happily ever since with no problems. After my contract was up I got an unlock code from AT&T, purchased a sim from AIO and installed it. The phone booted up and never asked for the unlock code. I am able to make and receive calls and texts, but mobile data doesn't work. WiFi works just fine. I installed and ran GalaxSimUnlock and Galaxy S Unlock. Both programs indicated my phone was unlocked.
Is this an issue with AIO? The signal bars say AT&T on the phone, but I just assumed since AT&T owns AIO this was normal. Do I need to install a different rom and try to unlock again? I am going to try and track down a sim from a different carrier and see if that works. I have tried dialing *#7465625# to check the unlock status, but it returns the error "connection problem or invalid mmi code".
I have searched for answers, but I am clueless. Any help would be appreciated. Thanks!
Sounds like your APN settings are not configured correctly with your new sim. Go into your APN settings and let us know what is set.

Here are screenshots of the only settings I could find.
I went on aio's site and found how to manually enter APN settings.
Followed the directions and all seems to be working now! Thanks for pointing me in the right direction!

Hang on to that unlock code. When I moved from AT&T to Net10, my phone didn't ask me for an unlock code either. Net10 and AIO both use AT&T networks. But when I went to Canada and bought a local SIM there, it asked me for the code. Luckily, I had saved it.
Purchased a A10e sm-a102u from someone. It originally was a sprint variant. Seller said it worked on cricket. She had me and sprint 3 way call to tell me they unlocked it, and a dialer code removed sprint provisioning (splash screen?) Ended up still locked to sprint sims. I found a menu hack (changeCSC apk) via applying a theme to open carrier selection inside legal info menu. I tried switching it to XAA and XAS, which allowed it to recognize my Mint Mobile sim card. This also allowed APN editing. Now the phone works to call and mms over wifi only. No mobile network and it says emergency calls only.
The build number ends in -ATE5.
The default apns are t mobile
In download mode it says carrier- BST.
Its like its half unlocked?? What am i missing? My Mint sim works in a unlocked LGv20
I recently purchased a refurbished phone Samsung Galaxy S21 5G. I just got it yesterday, and found that I am not able to use my mobile network. The sale said it is factory unlocked, and according to the descriptions, it should work just fine with my US Mobile SuperLTE network as well. When I switched on the phone, I see Verizon on the screen and so, I assume that it was locked to Verizon in the past.
When I tried to change the network settings, specifically the APN settings, I get the message "Access Point Name settings are not available for this user." The three dots on the top with reset to default is also greyed out along with Network mode in the previous page. When I click Network Operators and try to connect to the network manually, I am only able to connect to Verizon Wireless and no other. But, calling and messaging seems to work fine. Is it that the unlock process has not been completed properly? Did any of you face the same problem before? It would be great if there is something that I could do to unblock the APN settings as the rest of the phone works really well. The specific model is SM-G991U.

So, you need to go into the settings menu and find about phone, software info. What you want to find is the CSC information.
It will basically look something like this: XAA / XAA-XAA / XAA (or some other letters like VZW or ATT or TMB etc etc.
What taht will tell you is very helpful in determining what rom the phone is running and what kind of device it was originally. Find that in your device and post it and people will help you to figure out what it means.

So the csc info is complicated, I'm no expert on it. But it does look like the OYN indicates it's a multi csc rom. It does have XAA as a part of the code, and that indicates it's 'open' for that specific part. But all the others are VZW. So it's running a vzw rom, obviously.
Your sim US Mobile uses both verizon and t-mobile networks. So it working for calls and texts makes sense, as a vzw phone. You could use patched Odin and flash a different (open) rom, but first you should verify that the device really is unlocked from vzw.
Best way to do that would probably be to insert another carriers sim card and see if it can make calls / texts. If not, it's not unlocked. But are you saying everything works now except mobile data? IOW, no internet access?
I had an international sim card at hand and I put it in. Interestingly the APN settings are no longer blocked. But, I do get a notification from setup wizard saying the inserted sim is not from Verizon and some services may not be available. But, messaging still seemed to work and I was also receiving 4G.

Oh then yer okay. That message from verizon can be gotten rid of a couple of ways; 1) use adb commands to disable the specific packages 2) use patched Odin and flash a different rom
VZW is the only rom I think that does that, and it's very annoying. I don't remember exactly which packages have to be disabled, but search google and use xda and vzw in keywords and u should find it.
The 2nd option would be my choice. It would do away with vzw crap and with an open rom you may find volte and vowifi will work also.

Thank you so much for your reply. That sounds great! To just give it a try, I tried putting in a TMobile sim and phone restarted to install software for TMobile. After that the APN settings were unlocked and now I am also able to connect to the internet using my US Moblile sim. The only problem is the the network mode is greyed out.
This rom I think only recognizes network from major telecom providers. So, just flashing with an unlocked rom would just help to unlock all the features and also remove telecom specific crap. I will try to flash it today.

I also just flashed the stock firmware which is fully unlocked. And there is no bloatware from telecom OEM's. I am now able to use the network and set the APN's, but the Network Mode is still greyed out. Is it possible to know why? I am guessing that if the phone is fully unlocked, I should be able to change the Network Mode. Is there any other info that I can give you to help understand what is happening? I do not see vowifi as well.
