Project Elixir is another aftermarket AOSP ROM which basically offers minimal UI enhancement & close to Stock Android ROM with great performance, security and stability. Most of the OEMs' these days will provide slow and untimely updates, but we don't do that here. We closely follow Google to bring the latest updates to our users, and even prolong support for devices that have been declared obsolete by OEMs. Our ROMs' source code is open-source, secure, stable, and outstanding. Your experience while using Project Elixir will be butter smooth without compromising the quality of the Android experience. NOTE: It is STRONGLY recommended to fully wipe your device before flashing and please avoid restoring system apps and system data with Titanium Backup (or with any backup/restore app) as this can cause stability issues that are very hard to debug, restoring regular apps is fine. If you believe you know what you're doing - then fine, go ahead, but please don't complain if you experience any strange behavior.
CLEAN FLASH (Moving From A12 to A13)
- Reboot device into fastboot mode.
- Flash the recovery.img provided -cmd fastboot flash boot <recovery.img>.
- Reboot device into recovery -cmd fastboot reboot recovery or press volume-up + power button.
- Format/factory reset.
- Sideload rom.zip -cmd adb sideload <rom.zip>.
- Reboot.

Does this have the anti-rollback update which is seen in pixel phones which prevents flashing android 12 roms once you flash android 13 (if you do it will end up in brick) ??

No. You can (clean) flash any other rom in TWRP or via fastboot after this one just fine.

I flashed the provided boot.img in fastboot then rebooted to recovery then while flashing via sideload i get the error cannot read "filepath/****.zip"
ive downloaded the package twice, there was no error in download. even 7zip is able to open it.
so i had to reboot with the new boot.img into 12.1, it seems provided boot.img has magisk installed ( asked me to install magisk once i booted) then i uninstalled magisk completely from magisk app.
Any help would be really appreciated,

I had the same problem. Try to download an adb from 2022, worked for me.

Working great but poor battery life, I hope it will be fix
