Answer:
Bootctl 1.1 can boot in any rom (like miui and some AOSP) expect for Bootctl 1.2 roms like Pixel Experience which bootctl 1.2 build boots them

because of this commit, present on Pixel Exp. and ROMs with NetErnels Kernel (and some others)
