I have this Radio Version 1.46.00.10 and i want to downgrade it to 1.16 version,i've tryed the downgrade and everything went like clockwork,the only problem is when i go to check my Radio version under Device information there is still written version 1.46.00.10!!Now i'm wondering how come?Why anything changed?Does anyone had my same problem?I got a Softbank X01HT

Radio version > 1.27 have HTC_BOOT v0108 which not alllow downgrade to lower version radio.

You have version 1.46. That the reason it not allow to downgrade.

My current version is 3.03.0000 XE.
On official HTC website I found only this ROM: _HTC HD2_RUU_Leo_S_HTC_WWE_EastEurope_3.14.479.2_Radio_15.42.50.11U_2.15.50.14_LEO_S_Ship which contains SPL 3.03.000 XE.
Where can I find older stock ROM? The device was bought in Poland.

Well this can be solved by downloading and installing the right ROM version.
Go to the HTC webpage > Support > Downloads > Your device HD2 > Enter Your S/N and download and use these ROM.

What I meant was that I already tried to upload a version without EastEurope, and did not succeed. I did`t know that it must be "EastEurope".

Actually its an excellent idea not to update.. Since 1.40 does not have any RUU for it, but your's does
