The only app I can find is the one that charges local rate for Skype to Skype calls. Haven't bothered installing it because there seems to be some real negative feedback. Plus, I don't want it making weird connections and billing me for stuff I'm not aware of.
Does it work okay (and free) for just messaging? is it just the calls that cost? e.g. uk local rate for any skype call?

There's no app at the moment.
I found the Skype Lite app to be a big resource hog and really slowed the phone down.
Nimbuzz is a lot better for IM chat with Skype. Hopefully they (or Skype or Fring) will release an app soon that allows VOIP, but the world and his dog seems to be concentrating on iPhone for now so it may be slow coming.

i've been using google voice for a few years now but have never used it to make an international call. i have seen them publish their international rates, which can be viewed on the web site version of google voice. i googled the terms, "google voice international rates" and found them published - https://www.google.com/voice/b/0/rates
also in the google voice application you can set the application to route all international calls from the phone through google voice hence having the call charge your google voice account at the international rate google voice offers.

I have been using Voice since the beginning and have used it many times to call internationally. My girlfriend calls home to Russia with it sometimes since the rates are better than Yahoo and it is easy to use the phone with the Voice app set to make international calls via GV. It is true that you can call for free with Skype as long as you are calling to another Skype device, but this is the same for GTalk, Yahoo, etc.
A note about adding credits (it has been a while since I last did this, so they might have fixed it), when you add credits, it takes a while for them to display via the app and via a web browser. I think even when I tried to call they had not posted right away and it took a few hours which sucks. I ended up getting double the credits bc I thought it didn't work the first time and did it again. So my advice is if you plan to use it someday, add the credits now so you will have them if you need them.

very helpful advice. i know google has quite an advanced scheme to detect fraudulent transactions so their process can sometimes take a few hours to verify a legit transaction.
in addition to the comments on using skype/gtalk for free international chatting, if you're really into your google voice account and are at a computer, you should able to make phone calls out of your gmail account, using gchat which automatically routes through your google voice account.
i've only used this method to make and receive calls domestically, so i'm not sure how the international portion would work. maybe somebody has tried this method internationally and can post up their experience?
domestically, it has been very convenient if you're at your computer and sometimes calls your google voice number, it will ring in gtalk and you can answer directly there. makes it convenient to have one phone number ring everything.

Only Skype to Skype but yes.
Same for GTalk
If you try and call a regular LAN line or cell number via GTalk that is domestic, it is free (for now), but international calls still cost money and the rates vary. GTalk to GTalk voice is free. I don't think there is any way to call internationally totally free without the use of the same app on both ends or PCs being involved (correct me if I am wrong). I think if there was, it would rule the market. My girlfriend only uses it to call a cell phone or LAN line to tell them to get on Skype or one of the many other video chat apps they use. My dad has a MajicJack that he uses when he travels but even that is $20 a year (I think??).
Now that I've gotten a lot of my friends using whatsapp, my text messages have dropped significantly, it's gone from 8000 texts a month to 1500 texts. Now I use whatsapp as much as possible.
Who here is using whatsapp more and more?

I am currently using whatsapp and viber for text messaging and phone calls respectively... Much more efficient that using my monthly text and call allowance... Although I used to be a fanatic with whatsapp, I have started using Viber a bit more because it integrates both text and call capabilities...
i use a lot whatsapp, but unfortunately people i really care doesn't have it =(

Unfortunately I can't try it, for my phone is off and I can't get the verification code. Although from the screens I've seen, I don't like the ui and design. I use kik Works perfect, but yes; no need to have texting with apps such as whatsapp, kik etc.

Im using it to chat with my girlfriend so i save a lot of money from texts...but unfortunately people around me still dont have android phones and using old music nokia phone with capative display and thinking its awesome to hit it with a nail...and others are just iOS douches who using kakao and other ugly craps but itll be nice to have whatsapp as main android chat service since Gtalk is just regular looking app which refuse to work if you switching between 2g and 3g often (in Czech republic its common problem, only 10k+ population cities are covered with 3g signal)
Never used Whatsapp, I sometimes use Kik though, which from what I've seen of Whatsapp, is better in every way.

I'm using whatsapp intensively too. However their server sometimes delays and my messages cannot be received. Only in that case do I have to switch to sms

8000 texts a month? I find that hard to believe. Isn't "unlimited" texts on any contract limited to 3000 texts a month anyway???

I don't know about "Unlimited" contracts, but I get over 4000 texts a month just on my crappy £15 a month contract
I tried to convince my friends to use WhatsApp, but they denied it. Therefore I'm using it neither, because it would be senseless
So, here's the deal, my girlfriend and I will be in different countries for a while. I know that Skype is a VERY easy solution for talking to each other. The problem is that ISPs are TERRIBLE in her country. She rarely has a consistent enough connection to hold a quality Skype call. The cell providers are better and 10 times more consistent, however, she has a 3G BlackBerry, so no mobile Skype for her. She can actually call me at a cheap price, but it adds up. So, we want a FREE solution for VOICE communication. I think I might have figured it out:
Since I'm in the US, I'll get her Gmail credentials and sign her up on Google Voice with a Google Voice number. I keep reading that making calls through Google Voice is free when calling US and Canadian lines. If we both have a Google Voice number, then we should be able to call and text each other for free, right?
Also, I'll email her the Google Voice app for RIM, since she won't be able to access it from there.
Does anybody see any faults in this plan?

From my experience in general with multiple carriers and different phones, sending video via mms will always downgrade and distort the video quality due to limitations by the carrier (this is a common issue with all carriers and a google search will provide an explanation of why that occurs). Sometimes you might get an error that the video size is too large and can't be sent. When texting from iphone to iphone it's being sent over imessage not mms therefore your video quality won't be modified in any way. I personally use Google Allo when it comes to sending video files but any messenger app like fb or whatsapp will also do the trick.
Anything sent over MMS is limited to right around 1mb, carrier dependant. iPhones, as you're used to, uses iMessage, which is more of an internet based chat rather than a true SMS app. iMessage I believe limits you to 100mb.
Now, depending on what carrier you're on, Samsung uses RCS to send media, which kind of works like a combination of MMS and iMessage, and will allow you to send MUCH larger files. I know T-Mobile and Sprint have it active for Galaxy S7/8/9 users on the same carrier, and it should be going into wide spread release in the US in about a year.
If you're outside the US, I couldn't even begin to tell you about your carrier.

A friend with an S8+ on Android 9.0 can record calls in a proprietary app they get through their job. This app is used throughout the whole company. The company doesn't have any restrictions on what phone one uses.
The call recorders in the Play Store stopped working reliably since Android 9.0. Yet, somehow, this proprietary corporate app works just fine.
My friend mentioned the app sandboxes itself, which I think means using some kind of virtualization. Kind of takes over as the main call app for the phone with both incoming and outgoing calls going through it. It records incoming and outgoing calls both without problems.
So I'm wondering, how is this working and why aren't there other call apps doing this as well? Or maybe there are and I'm just not aware.
Looking for guidance on how to dig into this and get an answer. I need to upgrade my phone, but I also need to record calls.
According to me, Corporate phones use Enterprise Libraries, in your friends instance, the proprietary app might be using Samsung Knox, which gives enterprise apps extra powers to do restricted actions like Call recording, etc.
However, I do not think all Manufacturers have allowed call recording for enterprise apps. It might be one off case for Samsung devices.
thanks. The advice was helpful. I reached out and confirmed the app works for all phone. So not Samsung specific. I'm not familiar with Enterprise solutions, but it would make sense. I still wonder at if it's running things through virtualization, or there's workarounds that only big money can afford from professional app developers.
