is your phone rooted and do you have androidsdk and drivers installed?
if you do just go to start menu and type cmd, in this window type cd c:/androidsdk/tools/ hit enter
then type
adb shell hit enter
And....don't forget to download android sdk.... heh heh

help... how do i run codes in fastboot??
You need to be in fastboot mode. Two ways to get there.
Get into boot then select fastboot
Or
While booted in android connect to PC then enter "adb reboot bootloader" (assuming you know adb a little)
Once in fastboot you need to enter the commands in a cmd terminal on your PC just like adb

Try plugging the tablet in to the PC than enter fastboot.

Tablet needs to be plugged in before entering fastboot.....

I installed Ubuntu touch on my nexus 7 and want to enable ssh-server. I cannot get adb to see the device on both windows and ubuntu

Using Ubuntu, open Terminal and enter the following:
sudo adb kill-server
Then enter:
sudo adb start-server
This worked for me and I could then flash my Nexus 4 with no issues.
I have tried that. And this is after I have already flashed the device.
Try booting into recovery and using ADB from there to set it up.

try a different USB cable, some cable are power only, that was what happened to me.
I am having the same issue, however I can communicate over ADB in recovery, so my cable is fine, and the stop/start server doesn't work. I'm trying to get SSH set up but can't because I can't get into it with adb. On a previous build I was able to, did they remove ADB in the RTM?

Yes - Interestingly enough after rebooting the tablet it started working in Ubuntu, but still doesn't work inside of Windows. I just get "error: device not found".

I was wondering if it would help if I just factory reset my phone and started from the very beginning. I can't help but feel I am missing something crucial along the way. I followed all the directions to the T, dotted the I's, but now every time I do the adb device command, it does not recognize my phone. It says instead "adb is not a recognizable command". What would you lovely braniacs recommend?
It sounds like you're not in the right directory to issue ADB commands.
For future reference, you should put these type of threads in Q&A, not in General.

Try to right click on the folder with adb in it and select open command prompt here. Then try your adb commands...
Also, you can't issue ADB commands from the bootloader when connected via Fastboot USB. You have to use fastboot commands.
I know you have it setup already, but there is an easy setup guide in the link in my sig. I had problems getting ADB setup on my laptop until I used the guide I mentioned, then everything was fine.

My Home button is no longer working - is there any way of booting into Download mode without it??
If you have root,
1) download Terminal Emulator
2) enter "su"
3) enter "reboot bootloader"
or...
from adb: "reboot bootloader" (don't really know if it does work on adb... from Terminal Emulator)
and don't ask anymore questions in this section please, it's against the rules
Easiest way will be through and, just adb reboot bootloader.
Or you can use an extended power menu if you are on a custom rom you might need to check developer options if your on aosp.
