did you mean your IMEI is now 00000000 after flashing CM9?
Swyped from my Samsung Galaxy SII

Dorimanx kernel 5.76B
GT I9100
Next phone: Galaxy NOTE II
If the stock firmware you flashed was 4.0.4, this is a display issue on all 4.0.4 releases of Samsung stock firmware.
If it bothers you that much, flash back a 4.0.3 firmware, and your Serial Number will display properly.

SN, not IMEI.
_____________
OP: S/N eight zeros... it seems your efs partition is damaged. Have you got any copy of it?
And why your IMEI is blocked?

You didn't say your IMEI numbers didn't match until now. If you type *#06# into the dialer, does does the IMEI displayed on the screen match the IMEI on the label under your battery?
(do not post the actual IMEI number here; you do NOT want that information public)
If they match, and the carrier says it is blocked, then this is something you must discuss with the carrier. The block is on their side.
The Serial Number displaying as 00000000000 has no effect on the operation of your phone whatsoever. I have 4.0.4 installed, and my SN displays 00000000000, but the phone works perfectly fine.

If you're not rooted, and you still have warranty, then have Samsung do it. Every other way is risky, and won't always work.
EDIT: oops, I forgot - you said in post 1 you installed CM9. So you've already installed a custom ROM...
OK, so the option for warranty may not work for you, unless you're still within the warranty period, and you can flash back to stock and reset your binary counter. If not, then you can always try the GSII_Repair app by Helroz from the Play Store.

Changing the IMEI is illegal in many jurisdictions.
Looks like a repair shop for you, and you're right, it probably won't be free.

Then you'll need to contact Samsung, and you'll probably need to ship the phone to one of their service centers.

Did you try other SIMs? I know someone in Hong Kong had problem with the Galaxy S2, the problem is similar to this although there is no firmware upgrading performed before. Then it works again after changing the SIM from the network operator.
I'd probably notice that your radio is 'unknown'. Try this http://forum.xda-developers.com/showthread.php?t=1918601 , it helped me. My case was very similar to yours but I had 0000000000 as my serial number and not a random hex string such as yours.
As always check correct IMEI first .
Wrong IMEI see multiple posts on the subject or pay for a repair .###
Check you have mobile network APN settings correct .
Check you have a modem try a different modem .

I have updated my S3 with the 4.1.1 jelly bean version. After that the baseband stopped working, i am able to call emergency calls only. Unfortunately i don't know the region and the CSC number of the phone.
How can i fix the problem? Is it possible to find the original region / CSC number from the imei and the serial number? Or my phone is bricked?
All info i have: 4.0.4 version and I9300XXLF5

Hello,
I don't know the original csc number and region.
Is it possible to decode from the imei and serial number? Or it doesn't care which CSC/baseband/Firmware flashed to the phone?

Where do you live? Google your country CSC code, use link from earlier post and flash it. Get matching modem from here http://forum.xda-developers.com/showthread.php?p=28033515 and install it.
I have succesfully downgraded to 4.0.4, IMEI, baseband, csc is ok. But the phone is rejected from the network after a few seconds. What is the problem?
Thank You,

Hello,
I think the APN isn't tuched yet. The correct APN settign is needed for the correct working? Is the phone registered through data channel EDGE/HSDPA? Should i config the APN settigs related to the actual network provider?
Thanks,
