Last OTA from Bell was a month behind the At&T one IIRC. So maybe in a few weeks at best?

No you don't.....
Do you mean unlock from carrier or the bootloader
When i had my previous evos and nexus i had to unlock the bootloader im order to gain full root nd flash roms

Can flash roms from bootstrap recovery. No need to unlock bootloader.

I was just wondering should I re lock my bootloader bcuz since the source dropped I kno it will b unlocked bootloader with working 4g. Should I wait til then?

I would just wait, unless you need 4g now. The fix maybe as simple as flashing a new kernel.
I was thinking bout that too I don't need it right now but its good to have the retain 4g method long as hell too

If we could find the original recovery image, the retain your 4G method would be short and simple. Still haven't found it anywhere.

What are the downsides of using this to root,other than warranty issues? Will anything prevent me from s off in the future? I've never used this method before.

If s-off is achieved, there will not be a problem for you. Just don't accept an OTA, and you'll be good.
So dev unlock keeps the s-on yet allows us to flash recovery and roms?

Nope. And there probably won't be unless moto makes the photon unlockable with their new utility.

I believe I read that relocking the bootloaded on a stock rom fixes 4g... Haven't done it myself since my area doesn't have nor will ever receive WiMax based 4g service. You do this throud RSD Lite, the files you need are available from Lokifish Marz, you can find his stuff in this thread http://forum.xda-developers.com/showthread.php?t=1611911
As far as I know you are right. You can unlock, flash a rom with a stock kernel, and re-lock to retain 4g.
