Paid the app but never downloaded it. - Android Q&A, Help & Troubleshooting

So i bought an application from the Market but it said that there is a problem with the payment and it cannot be done.
In my google wallet it says:
Your VISA card ending in **** was declined.
Retry your credit card or add a new one to complete your pending order(s).
The thing is that the money were taken from my credit card and but the application never recieved.
Any suggestions??

Contact your bank and google support. IMHO money is in pending status and they will be back soon.

Yeah i did it. From my bank they said that after 15 dayts the money will be returned... But no reply from google or the app developer.. :/

Complain to google or the developer. They might give u the refund or give u the app.

how to app from google play. i never done it before so. i dont have credit card and paypal deosn't work in my country.so any other way..
Some carriers have an arrangement with Google that allow you to pay for apps via your phone bill. Check with your carrier/Google if this is the case. If not, you're out of luck given you say you can't use the other methods of payment.

[Q] Questions Regarding Developer Account on Google Play

Guys, I just made some apps and I want to publish them on Google Play, some paid and some free. I successfully paid the $25 fee for Google Play Developer Account.
Now, to publish paid apps, a merchant account on Google Checkout is needed. This requires us to have a credit card.
My questions are:
Can't a debit card work here?
If yes, does it need to be from a 'big' bank, I mean the one that operates globally?
Won't just a debit card from ANY bank work?
All in all, I mean is there any restriction on which bank the card is from?
And now, if debit card won't be allowed, I have same questions for a credit card.
Please somebody respond to me guys, I am very upset at this. I did all that I wanted to but just can't publish because of this annoying thing.
Also, I want to mention, when I was asked to pay the $25 fee, they didn't accept the payment from a debit card. When I later used a credit card (of a friend) it was accepted.
The problem is I don't earn, I am a student so I can't avail a credit card (In India I can't, unaware of other countries). Now if my debit card (which I will get in a month ) doesn't work here, I will have to get a credit card (most probably in my dad's name) which will again take a long time to reach my hands. I can't waste my time. Please somebody help me.
Currently I don't own any of the card - neither debit nor credit, I used my friend's. I have applied for a debit card today and it'll take a month to be created, as I said above. So I am under doubt will this merchant account accept that?
I might have confused you a lot, because even I am upset and out of control. :crying:

I know, things are really frustrating. You need a credit card. I'm pretty sure. A friend of mine registered for SAT, and he had to get a credit card for that. I know programming. I have made some applications. But I cant publish it because I can't spend 25 dollars. In India, 25 dollars are a considerable amount of money. I have to wait till I finish my studies to publish my app. You will need a credit card, but let me tell you something, credit cards can easily ruin a man.

When you get a credit card, you are tightening a noose around your neck. My sister got a credit card in India, the bank kept calling her up every month and asking her to deposit some money to the credit card. We're broke and it's really hard paying top of 1000 Rupees every month. In the end, we had to cancel the credit card and so ended her dreams of studying in America.
Hey bro. Don't worry. You could opt for virtual credit card. If you or any of your family members have an Sbi account. You can apply for it. It's just simple. If you want $20, you could apply for a virtual credit card that amount, then the bank will provide you a card number which will be valid for single use. I often use it to recharge my Google wallet to buy apps and for online shopping and also to ddeposit my PayPal.

I have already read that buddy. I know that they have mentioned a debit card also there but as I said it was rejected when I was paying the 25$ for Developer Account. So, I am worried if it also doesn't get accepted for a Merchant Account.

Thank you for letting me know about this service offered by SBI. But mine is a different issue I need a card to receive payments from Google.

[Q] SD card batch install of apk's

Hi all,
I wish to make an SD card with some free and some paid apps and send to a friend so she can just plug the SD card on the phone, maybe just execute some sort of file and all the apps in one go get installed on the phone.
I assume I will at least need to know the gmail account of the device to buy the apps on the account.
How difficult is to do such a thing?
Talking about copying apks is forbidden in xda

You want to send paid for apps to a second party .
But this user will buy them from Play store ??? but you will purchase them and pay for them ??? . Or are you going to purchase them using this persons credit card .
All this is rather complicated and what is their to stop this user from downloading and purchasing apps from the Play store .

No gap as it would lend itself to theft and your card would have to be tied to their Google account .
Simple solution is to send a Google Play store gift card .

Not bad idea. However, then you just give a gift card and not a specific app as a gift.
Also it seems that this gift card is a physical product not sold online.
I am out of US so I don't think I can get hold of it easily...

[Advice] Google Play Store Payment

Hey,
Just looking for a bit of assistance and please excuse if this is the incorrect place. I'm currently getting a Nexus 5 from the play store in Australia and was wondering about payment methods, the reason behind this is because:
a) I'm not in a supported County of the play store
b) I own a debit card
While I know play store accepts debit cards this doesn't help much. So iv managed to get hold of a friend in Australia who will get the device for me when it comes available again and I'll sort out my own private shipping from him to me. Anyways my main question was:
What would be the best method to get my funds to him? Iv got plenty options like PayPal the funds to his account which he can then use his own debit card to pay for it or would a Google wallet transfer be a better option? Last one is it possible to purchase from the play store using his (the Australian friends) Google wallet?
I'm trying to make the process as smooth as possible since he is really helping me out, I don't want to back door Google and go via a VPN when I can try resolve this easy with a simple question.

Western Union charges. Paypal is instant and doesn't cost anything under a certain amount if I'm not mistaken. I've used PayPal to xfer money to friends and it works great. They don't even need a PayPal account. Once you send a payment to an email, they will get an email to open up an account to collect the money. Also the android app works really well for personal payments, not to mention that you can get a debit card from them that costs nothing and gives cash back on purchases.

Fraud Warning: MObilefun

Not sure where to put this, so I'm putting it here. I attempted to buy G-Watch from in.mobilefun.com (mobilefun.co.uk's india website). A day later they informed me that due to shipping issue they are unable to make the item available in India at all, they have since removed it from their indian website. The money was credited back to me.
HOWEVER, they have since re-debited my account for said money, under the same transaction (reversal of above credit). CAlling up mobilefun's UK phone numbers usually does not connect me to anyone and when it does I get a rather unhelpful set of people telling me they have no idea about the re-debit, the last they see is that my account was credited BACK for the amount.
PLEASE no one buy from this site, they are swearing they didn't take my money, not shipping or having any promise of ever shipping the item to me or this country at large, and have taken my money and refusing to give it. Since Visa's dispute policy is 10-15 days post-purchase I have to basically wait a month before even thinking about getting my money back.
I kinda doubt that mobilefun.co.uk is a fraud. Im not from the UK, but they have a trustworthy rating. Maybe your bank has made a mistake. Have you tried contacting your bank and asking them about it? That's what I would do.
Mobilefun isn't a fraud, but they do tend to have dubious practices concerning stock levels. They will claim an items in stock when its not so that you order with them and they hope you will wait rather than cancel..
Ask your bank about it. They should reclaim the money.
Even though you may see a reversal sometimes they can stay pending for several days. Same with any pre-authorized amount when you first purchased the item. Sometimes these will drop off the account before it is fully posted. I'd call the bank though they should be able to tell if it was a hold or pending debit or credit to your account.
They are using your money to buy more stock of items then by the time you fight it they have sold enough to cover it. It's called a float. Terrible practice.

My bank says it was originally a hold that was reversed as the order was cancelled, but the "reversal was reversed" in essence, mobilefun basically claimed their money back from my bank after reversing it

3949286 is the order ID#. I have called many times about this and am assured that you have *not* made any debits further to the credit on your side. The bank says that the second debit and the first are in fact done under ONE single authorisation code (not sure what that means). All in all, my whole experience is soured, It could be the bank being wierd, I don't know, but the result is the same.

This does sound very strange and my apologies for this. Would it be possible to send over the full details of the individual transactions(including times, dates and auth codes) to [email protected] and I will investigate further with our payment service provider. Like you said it may just be the bank being weird and hopefully it will be cleared up in the next 24hrs.
My apologies again for the inconvenience caused and I assure you that this is the first case of this we have dealt with in the numerous refunds we have ever processed.
