Yes, if you have XAP files, you can deploy them to phone using "Application Deployment" from Windows Phone 7.5 SDK.
But you need to have developer unregistered phone (or Chevron unlocked). No unlock = only Marketplace.

I'm new to wp7.. I recently bought a lumia 800 and tried to unlock it by installing the certificate and then running the wp7unlocker on pc (with Zune running in the background).
An error pops up each time stating that i make sure that the phone is connected using usb and the zune software is running. I googled it many times and still haven't found a solution.
I have installed the latest 12070 update via Zune and haven't flashed the phone or done anything else.
Awaiting a prompt reply.
The free Chevron unlock never worked on the Lumia 800. You have either to use the official Chevron method (which is currently not availably) or unlock your phone via AppHub. If you are a Student you could try to get a free dreamspark unlock.

I used to have FW 12070 installed (059J3G0) on an Lumia 800 (RM-801) - according to all the interop forums, the unlock is possible on HW 2.3 & FW 11412 or 11414.
So after 3 hours of trying, I now have FW 11412 installed (059M062) and I do have HW 2.3 - I achieved this using NCS which according to the interop Q&A forum should replace the bootloader.
Now when I try to check what the desktop windows say about the connected device in the OSBL mode, it say "Nokia USB Connectivity". In non of the iterop unlock forums there is no explanation to what it means - they only refer to either "Disk mode" or "Nokia DLOAD".
Does anyone know?
It's Nokia DLoad... sorry, no way to change this, for now. No one found a firmware with Qualcomm BL, so playing around with fw from navifirm is useless...

I've been trying to update my Lumia 800 (RM-801, detects as RM-819, Qualcomm bootloader) using Nokia Care Suite. I've tried just about everything that I can think of and still I cannot get this useless bit of software to go past the "lost connection" screen. Just to ensure clarity, I am on Qualcomm's bootloader (NOT DLOAD) and have tried on both Win8 x64 and Win7 x86 with no luck anywhere. I don't care if I have to lose the QC bootloader to do this, I'm done with custom ROMs anyway. Can someone shed any light on why NCS stubbornly refuses to work on my phone?

You need to use QPST instead of NCS for Qualcomm-bootloader phones.
I want to make some use from my old lumia 800. Is there any possibities to unlock lumia 800 to develop apps? To debug application VS2010 says that I need to unlock phone with developer account. Firstly developer account it's not free, and seconconcly MS don't unlock WP 7. Is there any trick or hack to unlock it? If I could flash custom rom I would be able to debug application on custom roms?
