Settings-> Location & Input->Language is the way. Do u see arabic in there?

Maybe There is a "Value"..but You can't see that, coz the "TexT Color is White" in a "White Background"..

try changing your font
I change the font but doesn't work ...
I replace the font in cyanogen with stock one ... still nothing ...

Yep, I change fonts a lot. And face same issues when some font doesn't have "that alphabet"...
What I suggest is to any font changer from market. (I prefer paid one "Absolute System" but I have also tried this one) and change the font.
Beside all this can i do something different ?
Without installing any app ... edit CMParts maybe ? ...

You bought the chinese version. In china they only use TS-SCDMA and i think you aint be able to switch this.

I don't know if your device supports it, but on the Galaxy S4 you can find how to do it here:

Go to Settings -> Display Settings -> Notification panel.
Or search for something like Edit quick settings, or anything to do with notification panel in the Settings menu.
If you can't find anything like this, then it probably doesn't support it. I don't own that phone model so I can't say. Sorry.

Since Android 13 all words are underlined. I have completely disabled spell checking. Google support couldn't help me. does anyone know the problem?

I believe this is normal and just indicates the word you're editing/typing at the moment.
Keyboard language is, I believe, not same as device language.

Device language and keyboard language are both German/Germany
