This is a small guide to help the users of the above carriers or users who dont have a T.Mobile amaze
The below steps has been proven to work without any BRICKS so far..but remember this voids your warranty...please read the entire post then read again before you start and dont be afraid to ask questions..
Things you need
- Shielded Copper wire
- usb cable
- computer
- adb knowledge
please make a backup of your APN list and your SD card contents and ensure your battery has atleast 50% charge
STEP
1: Unlock your bootloader..go to http://htcdev.com/ and unlock your bootloader....Altho this may not be necessary but I've heard that some people are unable to unlock thier bootloader after ICS update. This May not be true but do it to be safe
2: Go to http://unlimited.io/ and donate they deserve it...then S-OFF your device.. This step is a MUST because it allows you to SUPER-CID your device
3: Reboot into FASTBOOT
4: (( HOLD SHIFT AND RIGHT CLICK ON THE FOLDER THAT CONTAINS ADB AND OPEN COMMAND PROMPT HERE ))..enter the following commands using ADB..
(a) fastboot oem writecid 11111111
(b) fastboot reboot-bootloader
(c) fastboot getvar cid [it should confirm your CID is 11111111]
(d) fastboot reboot
5: Download the attached file ((rename it to PH85IMG do not extract it)) put it on the root of your external SD card and reboot into HBOOT mode and flash it.
Your HBOOT should read LOCKED at the top...
6: Reboot normal and rename the PH85IMG to PH85IMGone
7: Download the ICS ROM from the links provided below and rename it PH85IMG

8: Reboot into HBOOT mode and allow it to flash...this may take some time so please do not power off the phone
9: After Installation reboot normal...YOU HAVE ICS...yaaayyy to u
Delete the PH85IMG
THE FOLLOWING STEPS ARE NOT BUT ITS UP TO YOU
10: Rename the PH85IMGone to PH85IMG and boot into HBOOT mode and let it flash then reboot into ICS
11: Delete the PH85IMG and flash a recovery...I reccomend 4EXT..[http://goo.gl/Ta5sT] thanks to MadMaxx82 and glacierguy
12: Reboot into recovery and flash the SUPERUSER.zip found here [http://goo.gl/ialuz] (this may have to be done twice)
13: Install busybox installer found on google playstore[http://goo.gl/4r6iX]

What's the difference between your hboot and the Juopunutbear's hboot? Just wondering because I said yes to install Juopunutbear's hboot during the S-Off process
ControlBear cannot obtain root if you use stock Wind firmware with Perm root, you will need to flash custom recovery, wipe ALL (system, data, cache) and flash Android Revolution HD ROM
Once that is done, then boot normally, make sure debugging is enabled then proceed with juopunutbear's controlbear
its not my H-BOOT its ENG-HBOOT
It seems like my phone won't recognize the ph85img.zip file... On the sd card, internal storage... Nothing's happening when I boot into the HBoot... It scans for files but doesn't see anything... Any ideas?

You forgot to relock your bootloader
It was relocked when I did S-Off but nothing was working so I unlocked it to see if it did a difference... Does it have to be relock???

How did you "re-lock" the phone ?
remember the IMG file MUST...MUST be "PH85IMG" and has to be a zip file so DO NOT extract it just rename it
I can confirm that on my rooted, S-Off (JuoPunutBear), bootloader unlocked Mobilicity Amaze 4G, when you flash the first ZIP, it quickly goes through and flashes a few items and then reboots.
At that point, the bootloader is relocked.

Yes, if you could attach the ROM file to this thread (or upload to another file share) that would be great. I've tried numerous times throughout the day to download from FileFactory, but all the free slots were full, and now I can't download from the site without upgrading to premium.

my amaze is from windmobile , i had it unlocked & S-off but when i do super cid 11111111 i get a white screen hang with green htc on it so i tried and reverted the cid to globa001 and it boots my hboot is 1.90.2005 and currently i have energy rom on it

Make sure the contacts on the microSD card are clean. I think I had dust or sand on it from another microSD I swapped earlier and the phone didn't recognize the microSD.
Other than that make sure its not named.zip.zip. just one .zip is good.

I'm with Fido and my Amaze is currently S-OFF / ENG HBOOT (locked) / SuperCID / network/SIM unlocked / 4EXT Recovery Touch / Xboarder56's Sense 3.5 ROM / Superuser (Unused) / SuperSU. I downloaded the ROM from the OP but would just like to verify prior to proceeding as I don't currently have a computer due to a house fire.
Flash ICS ROM via HBOOT.
Boot into ICS.
Install a file manager and copy the ENG HBOOT to my card's root for re-flashing.
Flash ENG HBOOT via HBOOT.
Boot into ICS.
Install 4EXT and reflash the 4EXT recovery.
Install SuperSU via recovery.
Boot into ICS.
Install Busybox.
Given the current state of my device, doing the above, I'd end up with it the same as-is now (i.e. 4EXT Recovery Touch, ENG HBOOT, network/SIM unlocked, rooted, S-OFF, SuperCID) except running ICS. Correct? Am I missing anything?

I tried to flash the 4ext recovery without super user and busybox and it failed altho I have heard some people who had success but its worth a try..I used a computer
you wont be super cid also u need to flash the modified HBOOT and Super cid again...I will provide links and proper instructions this weekend....
In no way am an expert in android but I understand...so my advise it to ask question and if you're not sure ask again...no one wants to brick their phone
if i have the answer I will provide it...and please to the other people reading if you can answer please do it...If someone is asking a question and you think they are a noob and they should know it...just IGNORE it and don't lash out at them

what I did>
I unlocked thourgh HTC dev account and flashed clockworkmod recovery and accessed super user with s-on the phone was fine working for some months. but I got some lagging so I just downloaded cm-9-20120819-NIGHTLY-shooteru and installed from recovery install zip file,
after that I got stuck on HTC death white screen.
I relocked and unlocked again and flashed clockworkmod recovery and installed LeeDrOiD_3D_V5.3.0 via zip file also before that I super wiped by this Super_Wipe_EVO3D every thing went well but still I could not pass the HTC death Logo.
PS. I didn't got any backup. so I want to just make the phone back alive.
any suggestion would be really appreciated. what to do next?

Have you tried flashing kernel using fastboot? S-on users need to flash the kernel seperately or the device wont boot.
you need to extract the boot.img from the rom zip file and flash it via adb/fastboot

yes bro I did flashed the kernel using fastboot and the img inside this file LeeDrOiD_3D_V5.3.0 named "boot.img" but still it stucks on HTC death Logo, the computer also detects when I type the command on PC like "adb reboot recovery" or "adb reboot fastboot" it just goes there.
Now trying to RUU if I get success will post the result, because till now I did but alas my battery less than 30%
I just want to make the phone working again else my wife will kill me lolz
anybody knows I powered off my phone and charge it but for 1second the red light comes up and then turns off, does it charge my battery in power off. when I turned on it is only white death HTC screen I don't see the red light help plz

First of all, this is not my work. This is just a compilation of all the information i have obtained from various threads and the members of XDA. I claim no credit but just wanted to write this for all who wishes to get back to stock ROM (like myself) either for Backup purposes or Warranty cases. Using the HTC method to unlock the bootloader has given me hell such as Wifi error and stuffs. So here it is
Special thanks to Monx for showing me the idea on how to do this.
1. Create a Goldcard (use a spare Micro SD in the phone after formatting with FAT 32) and follow the instructions below

App to copy the Reverse CID to clipboard
2. RELOCK your Bootloader (STEP 14) if its unlocked using HTC method below

10. Once its done...you got your STOCK ROM back. However your bootloader will still show "RELOCKED"

I'm not GSM so I'll leave the rom/kernel question to them (I've heard coolexe has a good one). I will say that you may have better luck with 4ext as your recovery than ClockworkMod.
I also use the 4EXT recovery. Its touch based so you wont need to use your power and volume buttons.

As you are s-off its pretty easy to install a custom rom. just place the rom zip file on your sd card, boot into recovery, intall from sd card, choose zip and it will flash the rom. Easy
which rom to install, is a very subjective question. What do you prefer? sense,AOSP or MIUI?
SENSE 4.0:
I personally find these two sense 4 roms really impressive. But ofcourse you will have to sacrifice 3D camera for it.

one question more bro I have update the firmware to latest from about-frimware update. now the hboot is 1.53.0xx but still it is s-off and relocked I can do unlock by htcdev i have the unlock token.can you tell me now should step by step or 1 by 1 what do next. flash my recovery with touch or flash kernel??

The fact that you are s-off means you don't have to unlock again or flash the kernel separately. I would flash 4ext first, then use it to flash whichever custom Rom you want.

Thanks in advance for any help. I know there are a ton of posts about issues like this, but it seems the more I read the more confused I get. Anyway, if someone can help clarify my situation that would be great.
I just got a Rezound after about 18 months with a Thunderbolt and the steps to root and s-off are obviously different. I rooted using the "Scottys noob friendly guide" and that went well. Next, I attempted to get S-off using Control Bear and the wire trick. After several attempts I got the wire trick timing correct, was no longer sober! Then here is where I think things got screwed up. The Control Bear program did not ask if I wanted to install a custom hboot it just sort of started running on its own. I let it do its thing, the phone rebooted into Hboot and it now reads:

Long story short I do not believe that Control Bear successfully installed the custom hboot. I can no longer fastboot boot or flashboot flash a revovery image (recovery-ra-vigor-3.15-gnm). I am able to boot into the stock ROM, I am still rooted, I am S-off, but without being able to flash/install a revovery image I cannot flash anything. I feel like I am stuck. I thought going S-off and rooted would give me total freedom with the phone.
When I run the command "fastboot boot recovery-ra-vigor-3.15-gnm.img" here is what I get:

Before I went through these steps I did not read anywhere that going S-off would relock hboot/bootloader to a point that I would not be able to flash anything.
Where did I go wrong? What did I miss?
One solution seems to point towards manually installing the custom JB hboot, but at this point I do not want to haphazardly make any more changes that could potentially leave me with a brick.
Here are my questions:
How do I install a recovery now that I am LOCKED, S-OFF, & ROOTED?
Will flashing the custom JB hboot at this point fix my problem or leave me with a brick?
I own the the phone, it is never going in for a warranty issue, so the TAMPERED flag does not bother me. I would just like to be ale to install AR recovery and go on my happy crack-flashing way. Any help or advice would be appreciated.

You will have to unlock the bootloader to flash a recovery still.
Or you can flash a custom hboot that will allow you to use fastboot commands while locked. That's what the jbear hboot does. Just make sure you flash the jbear hboot version that matches your current hboot version.

I am S-off and locked and with stock hboot, I can flash anything with out unlocking the hboot

Yeah I know, I had the same problem after s off, I still had to unlock the hboot to get the recovery to flash.
You could always install the recovery via PH98IMG.zip

There is a link in this thread with an hboot flashable zip of amon ra. You didn't do anything wrong. The juopunutbear method has a locked hboot, so fastboot flashing is a no go. You can use a hex edited 2.27 hboot by vinyl freak so you can regain fastboot flashing, but it's pretty unnecessary once you s-off.

Hey Thanks everybody for responding so quickly!
OK, just so I understand things correctly:
1) I can put the latest amon ra PH98IMG.zip on the root of my sd card, boot into bootloader, let it do its thing, then I will then have a working recovery that I can use to flash, backup, etc?
2) I do not need to update a custom hboot, but I can if I want and should cause no ill effects to my phone? For example follow the direction on the Unlimited.IO website for flashing thier custom hboot?
3) My radios are outdated? That stinks. Assurion just sent me this Rezound brand new and in the box a few days ago to replace a replacement Tbolt that went bad. It was running ICS, but you say the radios are old. Hmm, could you suggest an RUU that I should run and do I simply rename the RUU PH98IMG.zip, but it on the root of my SD card, bootloader and let it update? Seems straight forward enough. The way i understand it flashing an RUU will not remove S-off, but will it remove root and will I then have to unlock again through HTCdev?

yes, the ones with zip in the title can been put on the SD card as "PH98IMG.zip" and it will update everything. The ones listed on that website as "EXE" are run through windows while your computer is tethered to phone.

My current hboot version is HBOOT-2.25.000 and my firmware version is 3.14.605.12 71ORD. Does this mean I would need to to install JB ICS 3.14.605.5 HBOOT - 2.25.2525?

1. Yes. However, I would recommend TWRP recovery. Amon Ra is also great though, so if you have any doubts about using a different recovery, stay with AR for now.
2. Here are some hboots based on the latest release. The only difference between them and stock is that they say different things at the top instead of Locked. After you flash the RUU, flash the one you choose as PH98IMG.zip through bootloader, just like you flashed the RUU.
3. Here is the latest RUU. The method you described for flashing it is correct, but to be safe, you can do it twice. The RUU will replace your hboot and your recovery, and thereby remove root. It will also wipe your internal memory, so back it up if you keep anything there. You will not need to unlock with HTCDev - you will never need to do that once you're S-Off. After you flash the RUU, you will only need to flash the unlocked hboot to re-unlock your bootloader (step 2), and then flash the recovery (step 1). Then, from recovery, you can flash ROMs, kernels, mods, etc.

Yes that is the right JuopunutBear HBOOT if you want to install it. But you dont really need it.
And after a second look of your radio and firmware, you do have the latest over the air release, only thing newer is the Global RUU...PH98IMG_ICS_4.03.605.2.zip
If I was you, I would just flash the recovery, to get root

You're absolutely right. The radios that he has are from the ICS ota. That was my fault. The newest radios are from the unofficial global leak.

Yeah, All is good. Recovery installed and a newly flashed CM9! Had been waiting forever for ICS to come to my old Tbolt and now that I have the Rezound this is sweet sweet butter... I am really looking forward to learning what this phone is all about and flashing all of these ROMS, that may be old news for a lot of you all, but are brand new to me!

So looks like people using CDMA i.e. Verizon and running the pre-alpha version of MIUI are having trouble accessing Verizon network. Then, even after reflashing a nandroid they are having trouble. If you are in this situation, then fear not! I have a foolproof solution.
Step 1. Install the stock RUU. This can be found here thanks to andybones!
To perform an RUU flash, do the following. You must have the appropriate HTC drivers installed for Windows. On Linux, you are good to go.
First of all, you MUST relock your bootloader before going through this process. To do so, type:

Enable adb on your phone.
Type the following to boot your phone in fastboot mode:

adb reboot bootloader
Then, after placing the RUU zip file in the folder with fastboot executable, type:

fastboot erase cache
fastboot oem rebootRUU
fastboot flash zip <name_of_RUU_zip_file>
where replace <name_of_RUU_zip_file> with the actual name of the zip file. Here, I named it RUU.zip.
Note: If you get the following after you run RUU: "FAILED (remote: 90 hboot pre-update! please flush image again immediately)" then you need to rerun the "fastboot flash zip RUU.zip" command (i.e. 3rd command in the above set of commands) again. Press the up arrow and enter.
After you have verified that RUU completed successfully type the following cmd:

Step 2. Boot the phone after running the RUU. You will still be unable to access the Verizon Wireless network. Don't panic. Go through the setup process and then go to "Settings>Storage>Factory Data Reset". Then, choose to do a factory reset. Let it finish the process and reboot your phone.
Once rebooted, your phone should now be able to access the Verizon Wireless network and you should be back to normal. Breathe a sigh of relief and go back to being a guinea pig and messing with the phone installing unstable ROMs! :cyclops: Go ahead and flash your favorite recovery, restore a nandroid and enjoy!
Optional Step 3: Now, you may not have to do this. However, I had to do it the first time I went through this process. Somehow, despite the fact that I had recently S-OFFed my phone, after the above process my Bootloader was relocked and I was unable to flash a custom recovery. If this is the case with you, then simply follow the FakeCID procedure to attain HTCDev unlock again. Then you can easily flash your recovery and restore a nandroid!

im trying to use the supercid, bc my bootloader is locked like you said. looking at the commands, the process to revert cid requires superuser. theres no super user on stock ruu obviously. but my cid is 1111111111. how can i change it back to vzw__001?

S-OFF and unlock are independent, you can have S-OFF and locked bootloader. I was under the impression that with S-OFF you can simply unlock the bootloader with

Follow the fakecid manual process, but when you get to the point where it says change cid to 11111111, instead change it to VZW__001

Yes, you can't perform a bootloader unlock by typing fastboot oem unlock which is strange. I believe if you are already in cid 11111111, then you can simply proceed with the unlocking process. The whole point of the fakecid process is to make your cid 11111111 so that you can use htcdev unlock. I believe you can simply proceed to unlock from the htcdev website..
Anyway, since you have finished step 1 and 2, can you confirm that you have restored network connectivity Linch?

You can keep it either way. I don't see any harm. If you are really interested, you can revert to the original VZW__001 CID.

Not to blow up the s-off thread I'm going to post here I'm having issues attempting to flash my ruu using the s-off directions and yours from above but I get nothing no errors no prompts it (cmd) just sits and eventually crashes or locks up. I've never flashed an ruu before please help I'm certain this is important to owning a inc4g

Sounds like a driver issue. Instead of fastboot flash zip ... follow these instructions:
1) Rename ruu.zip to PJ53IMG.zip (make sure you don't get PJ53IMG.zip.zip in windows..).
2) Place the zip file on the root (not in any folders) of your SD card. (not internal storage).
3) Boot to Hboot by holding Volume-Down and Power. (to do this you need to make sure Fast boot is unchecked in Settings > Power)
4) The bootloader will see the image and ask you to to install it

This is possibly a better option. If you can still boot that is.
If your phone is not bootable, then push the RUU.zip onto your SD card using
"adb push PJ53IMG.zip /sdcard/" by renaming it to PJ53IMG.zip first on your computer. Cheers! Hope this works.

Sorry to drag this up again, but I think the reason you had to unlock your bootloader is that you never flashed the custom DirtyRacun HBOOT after achieving S-OFF you ran RUU after S-OFF, which overwrites the engineering HBOOT. With the correct HBOOT, HTCDev unlock is not necessary. It can be found on the right side of the page at unlimited.io/fireball.htm.

You should have the custom hboot installed as part of the DirtyRacun process. Check the hboot version. After DirtyRacun, it should be 1.15.1111, not the stock 1.15.0000.
After DirtyRacun, you should not need to Dev unlock.

So I'm a real noob to rooting, so please be patient. My wife dropped her phone in the washing machine without noticing, and it went through a whole cycle. Long story story, her HTC EVO 3d is dead, and had to buy used one off ebay. Just got it yesterday, it's been rooted with stock 2.3.4 rom. She was never a fan of this, so I looked into getting her a custom ICS rom. Already installed was the Revolutionary CWM recovery from the previous owner. How this differs from regular CWM, I'm not sure. I went ahead and download ROM manager and assumed I flashed the recovery to regular CWM. I then proceeded to reboot with the power and vol down buttons, and was searching the recovery menus again, and I noticed Revolutionary CWM was still on the phone. Then I somehow accidentally installed a custom rom I downloaded on the sd card, into the recovery menu. Well now the phone doesn't go past the HTC logo and I'm at a loss. Any help or am I doomed?
First thing you need to do is pull out the battery, put it back in and hold power+vol down button.
should get you into bootloader. Tell us what it says there. like s-on/off hboot version etc. you probably should be able to access recovery from there as well
How to fix recovery
Im not such an expert on android, rooting etc but that knowlegde I have ill share
As far as I know, I may be wrong, the HBoot version you have wont make a difference,
Try -
- take battery out
- replace battery and hold volume up rfirst and then press and hold power (boots in hboot after +/- 3 seconds)
- now use power, and volume buttons, boot into fafstboot(should just be power button)
- plug usb cable in computer and connect phone
- if you have fastboot, navigate to the exe (fastboot.exe) else just google fastboot download
- google your choice of recovery, 4 ext (i prefer) or cwm,etc its a zip file(extract the recovery.img file) or just a plain recovery.img file
- place this recovery.img file in the exact diractory as fastboot
- now make sure your phone says FASTBOOT USB, ,if it doesnt, check that ur phone is connected, try different usb ports or other cables
- press windows key and 'r' @ the same time, then run cmd
- navigate to fastboot directory
- type " fastboot devices" to check if cmd picks up ur phone , result should be a serial num- mine eg would look like (HN225NM5698)
- then if it did pick up device...
- type " fastboot flash recovery recovery.img " flashes ur custoom recovery u downloaded to ur phone
- now to boot into recovery type " fastboot boot recovery.img " OR to reboot type " fastboot reboot " phone reboots
IF ABOVE INSTRUCTIONS DID NOT SOLVE PROBLEM
try, if possilbe, booting into OS, download ROM manager and flash CWM recovery through that, if that doesnt work
try running a RUU, (remember to change ur CID to match RUU) and lock ur bootloader
if all else fails, follow my post @ ask team derp ur q pg.550, that might help:good:

If you want a completely up to date phone just use the latest RUU. It will update everything to the latest.
Then if root is not important leave it. And if you want root then just flash a recovery and then superuser zip.

Yes, I'm able to get into both bootloader and Revolutionary CWM Recovery. Bootloader states:

the wire-trick requires stock rom although some people have managed to get it to work with custom roms. you'll probably need to run the RUU to get back to stock so its best if you follow all the steps.

Ok, so because it's my wife's phone, and she could care less if it's rooted or not, what is my best option here? All she'd like is stock ICS, like on her last non-rooted stock Evo 3D. Would it be best to flash ICS ruu and call it done? Is this the easiet way to get it back to basic ICS as OTA updates won't work?

Yes sir! OTAs will work after clean RUU flash. And if you ever want to s-off or just unlock through htcdev, you can always do that later.

yes but once you use ICS, you cannot use gingerbread again unless you are s-off.....you can flash same version of gingerbread or an updated version of gingerbread or ICS but you cannot flash old version once you update...in short , you cannot downgrade.

Perfect. Makes sense.
So I tried flashing ruu but cannot because pc cannot recognize phone, as I can't get it to go past htc logo as it just hangs there. It's basically sitting in a Charge Only mode. I'm only able to access bootloader screen. Sooooo, next option would be to place RUU on sd card and install from there, correct? Does ruu need to be zip file in order to flash in recovery screen? Or can I still use the exe file that's sitting on my desktop?
Boot into boot loader and select fastboot and connect phone to pc ...phone should show fastboot usb.then run the RUU and let it complete the process . It's not necessary to boot into android if you are in fastboot mode.
EDIT : oh sorry I forgot, that you will have to relock the boot loader before using RUU using "fastboot oem lock" command

So, here's my issue, I can see FASTBOOT USB show up no problem in bootloader, but my problem is, my pc won't recognize my phone through usb cable. My phone doesn't show up in windows explorer. Before, I could just change the USB from "charge only" to "Disk Drive" and my pc would list my sd card at Drive E. That's my issue, if pc can't see phone, I can't relock bootloader and can't run ruu. Am I missing a step here?

If you have htc sync on your pc uninstall it and install htc drivers (google it) and restart your pc
Also if you have antivirus disabled it too

I don't have HTC sync and I installed the htc drivers. No bueno.
Only way I can get my pc to recognize phone is if I go into recovery and "Mount USB Storage" - this is the only way File Exporer pops up my sd card.
Having spend a couple of days getting KitKat to work, as Mrs Toast was getting "OK Google" envy, I thought I'd persuade her to let me open her Otterbox and root her HTC EVO 3D which was identical to mine.
So, using the things I'd learnt before and written up here (https://gist.github.com/digitaltoast/11364569) I ran the HTCDEV unlock tool. That worked fine.
For S-OFF I ran the JuopunutBear controlbear, which also worked.
At this point, hboot is now called JuopunutBear 1.53.7777
Downgraded hboot to 1.49.007 to run revolutionary to flash recovery.
So far, so good. All as per my previous experience.
But the mistake I made this time was to downgrade radio to 11.77.3504.00P_11.25.3504.06_M from 11.77.3504.00U_11.25.3504.06_M via http://www.androidfilehost.com/?fid=23329332407576138.
I hadn't done this last time, but I was getting oddness with calls - had to turn on speaker and off again to hear a caller.
As that was the only part of the CM11 instructions I hadn't followed, this time I did it.
But after this point, something had locked the bootloader again.
The display now says:

The README is unclear, but says: "For this exploit to work, you must have booted recovery at least once after your last factory reset" - trouble is, I don't HAVE recovery.

It also say use 4ext recovery, but they dont say you MUST have the latest release.
Revolutionary requirements is for s-off, not for there recovery....
Official stock ics EU/GSM 11.77.3504.00P_11.25.3504.06_M or 11.77.3504.00U_11.25.3504.06_M firmware/Radio works on UK phones, get it from Cools or mwakious ICS roms, better still, is to install one of these roms, so you get a rooted rom installed, plus to install 4ext update app, to get the latest 4ext touch version installed.
Why 4ext.. it install the roms kernel, while installing the rom.

with s=off you dont need to go down that road again, just a simple adb/fastboot command will do that ...

And once I am back to stock, default (bootloader?) how should I proceed differently to getting KitKat on here?

This is how I would do it
1.Just run the ruu.exe file on the windows pc
Follow instructions.
If the install works, you should have a default ICS with s-off.
2.installing 4ext recovery.
Download this image from here.. http://db.tt/1QYlMnp5
adb Command "......... fastboot flash recovery recovery.img"
Must be in fastboot mode ...
OR even better for flashing stuff, use android flasher from here http://forum.xda-developers.com/showthread.php?t=794638, be careful........
Once you have 4ext recovery, install via recovery, a root or a rooted rom
download 4EXT Recovery Updater app from http://4ext.net/
install via sdcard or adb command "......... install 4EXTRecoveryUpdater.apk"
run app and tap on update, it will find you model etc ... select the latest .. install
Backup in recovery (just in case)

ruu.exe is the full rom, including everything, this will wipe you phone clean, its made by HTC !!!!
