Anyone?

Onmius does but won't work on an unlocked bootloader and won't allow you to unlock the bootloader after

I think there is a bootloader unlocker for Omnius sim-unlocked phones, but the easiest and safest way to sim-unlock your phone is to get an emma/imei unlock code from your provider (may cost you something, but most provider will provide it for free after your initial contract period)

There was a post on here the other day about someone saying something about "a site is unlocking phones for free because they are celebrating their 6th birthday".
The site was called omnius or omnium.

T-Mobile HTC One Unlcok

If I have a HTC one unlocked and rooted with s-off can I change my carrier without buying a unlock code.

I'm not sure I'm understanding your question. If you mean unlocked meaning the boatloader then not necessarily. If you bought it, or it was originally purchased, from a carrier you will most likely need a sim unlock code but if it's not carrier branded then you should be okay.

Sure, buy an unlocked version. All carrier branded units will not be bootloader unlockable. I have read that 3 branded in the UK has the ability to unlock the bootloader but the safest bet is non-carrier branded.

I can confirm that in Norway at least Telenor is allowing unlocking of the bootloader. Word I have heard is that here, none of the carriers lock their bootloaders, or at least with the Z2 none of them are removing the ability to unlock.
