Sure, buy an unlocked version. All carrier branded units will not be bootloader unlockable. I have read that 3 branded in the UK has the ability to unlock the bootloader but the safest bet is non-carrier branded.

I can confirm that in Norway at least Telenor is allowing unlocking of the bootloader. Word I have heard is that here, none of the carriers lock their bootloaders, or at least with the Z2 none of them are removing the ability to unlock.

Onmius does but won't work on an unlocked bootloader and won't allow you to unlock the bootloader after

I think there is a bootloader unlocker for Omnius sim-unlocked phones, but the easiest and safest way to sim-unlock your phone is to get an emma/imei unlock code from your provider (may cost you something, but most provider will provide it for free after your initial contract period)

Although the 3 handsets are branded ROMs, I don't think they are locked onto the 3 network.
Even if it is locked to three if you got it on a contract after 30 days you can request for an unlock which I did and now my phone is unlocked to all networks

I'm on att and thinking about wanting to upgrade to this although att now locks bootloaders so I'd like to pick up a t-mobile version if possible. Will this phone come to either carrier?

I'm 99.9% sure the hardware between the AT&T M8 and the GPE are identical.
They are all the same. If you plan on buying full retail just get the developer edition from HTC. It's bootloader is already unlock and rooting it won't void your warranty. You'll get LTE with almost every GSM carrier (T-Mobile, AT&T etc) but you can't use the phone on CDMA carriers
Converting the developer edition to a GPE would make it the same device.

The gpe edition has aws as an hspa band. Att locked it out cause so customers couldn't use it on tmobile. I'm in Canada I have an Att edition is it possible to unlock that band.

Wait, so if I converted my ATT device, it's warranty won't be voided?

No it will be voided because the bootloader isn't unlocked directly from the factory. if you unlock your bootloader on the AT&T M8 you would need to relock it if you send your device in for repairs.
If you buy the developer edition the bootloader is already unlocked and the factory won't void your warranty if you root your device. You can send it back to HTC with no problems.

SIM unlocked, yes. The bootloader should be locked when you purchase the phone.

Sony will allow bootloader unlock if bought from sony. carrier usually does not allow unlock bootloader .

SIM free but Vodafone Germany firmware (based on .55) has unlockable bootloader allowed: YES (probably bought contract free drom Vodafone Germany). Though I don't know about phone on contracts from Vodafone Germany (SIM locked) if they have allowed on not unlockable bootloaders.
