1. Governors are dependent on kernels, not ROMs. Here is a short, but solid explanation about the most famous governors:

2. I'm using the interactiveX and smartass governors (I switch frequently).
As explained above, the best for performance has to be the performance governor. But it's also the lousiest for battery life (sometimes 50% or more decrease compared to other governors).

thank to you both...you got a thanks button sori that i didn't google it it's ondemand now...looks like a good governer...and smartass too...

This is difficult to say, as it depends on your hardware, apps, settings, region, carrier and usage ... and what is "best" for you (best performance or best battery life).
So, you may have to check out the available governors and schedulers yourself.
Here is a very good thread about io schedulers and governors => http://forum.xda-developers.com/showthread.php?t=1369817
If you don't read it already and want to know more.

I'm curious about these CPU governors: boosted, hybrid, wheatley, and darkside. I've been searching the forums for quite a while now with no avail. Can someone kindly explain to me how these work, or post a link to a thread with explanations of the said governors? Help will be very much appreciated.

thats for wheately ....
All the weird named governors are ["optimised"/"tweaked"/"smoothed"/"funky awesome marketing english words" ] governors based on Interactive/Ondemand/Conservative governors ....
So just think of them as pre tuned conservative/interactive/ondemand governors ...

Thanks, man. I guess I'll just try each of them. Darkside sounds like a performance-oriented governor based on Interactive, though.
