off the top of my head, I'd venture that the locked boards are the ones that work only with a specific carrier, EG O2 and so on. I think you need an unlocked one.

I don't know what model you would be using in Cambodia, but, like the man says, the wrong radio will brick the phone if it's the wrong one for the model you use.
You still haven't told us the model number.
Even if you live in Cambodia: your phone is bricked, most probably no Software solution
In order of reality:
1st HW solution: Buy a new one
2nd HW solution: Replace motherboard (perhaps not definitive solution)
3rd HW solution: Grab an osciloscope, measure and test the device, find out which chips are done, replace them.
But to be honest: If you cannot send it to HTC or t-mobile for repairs, you have an expensive paperweight. sorry for that mate.
Please note: if you can send it for repairs: chance is this could cost major money: If they find out you HSPL-ed your device, all costs will fall back on you and you will be facing a big bill. If it absolutely does nothing at all, chance is they will replace it free of charge, but absolutely no guarantee this will happen as their diagnostic equipment can see more than you would like...

look here, it will set you back $329, still your phone is probably bricked beyond JTAG's capabilities.
As for your other question: it is a combination of a jig (hardware/box), connector(s) and software.
Also note that if you can access the phone using JTAG, it is still possible you will need other replacement parts to fix it
Problem there: obtain the parts, price of the parts.
I believe you are beter off buying a new one.
BTW: the question about the phone keeps playing up:
a t-mobile HD2 says nothing. t-mobile Europe is completely different from t-mobile US (TMOUS), therefore the repeated question about your phone type.
google "riff jtag" costs about 150 euro, and you will need to dismantle the phone to do it.
on the plus side, if done right it will work, plus once you have a jtag box you can make money fixing other peoples phones. (works with many kinds of phone.)

its a tmous, it was already established in another thread, plus only the tmous shows those symptoms when flashing non tmous radios.
Unless you are experienced in this kind of work i would SERIOUSLY recommend you send this away for repair. JTAG route means taking your device apart and soldering, not for the faint hearted!!
There is no software solution, if your device cannot enter bootloader, im afraid its properly bricked!
Use the web to locate nearest repair centre.

My LG L9 got water damage and the single circuit is fried and it is not even possible to replace only the circuit cause it is inside PCB, so I need a new working board.
As I figure, any board will do, P760, P765, P768, and P769 even cause the LCD connector is the same, I just need a place to buy a board. I have searched ebay with no luck, also chinese selling websites, I asked LG (like they ever gonna answer) and still no luck.
Please do not offer me to sell yours if you have broken unit with working board, cause it is against new selling/buying rules, but please do help if you know where to buy one. Thanks all in advance

Go to authorized LG service center. They will send requisition for fresh board and proper fixing will be done at reasonable cost. Others will screw it more.

well, that sounds fine. Im not going too need replacement as I already know what is with this board, and would repair the circuit myself, if it was not melted with the PCB (cant get it out). I opened more than 1000 phones, just need the board. Im really hoping there would be an option to buy a new one via dealer.
on that note, gotta tell you all that LG seems not to consider heating a problem. which is bad. this is my first LG mid-high end phone and heat spreading solution is really poor (there is none), just hopes that board components wont burn. Im now guessing that moisture had its way in, because of the poor inner assembly, and thats why it broke.

Have you tried looking at ebay or amazon? If you know the exact model you want/need it could be a cheap solution.
Procuring a new motherboard without paying a Samsung authorised service centre a lot of money for labour to replace your board is very very difficult. Samsung don't sell the boards to the public, and if they found out new boards were 'leaking' from authorised service centres, they'd chuck a fit
If you don't like the idea of paying a service centre to put a new board in, you're likely going to have to settle on a 2nd hand one from a 'donor'/broken phone.
Edit - And many boards pushed as 'new' on places like eBay are in fact 2nd hand boards that have been 'tidied up' a bit.

I am also looking to buy a Samsung galaxy s2 motherboard GT-I9100 - where is the best place to buy a good one in Europe that had not has much use?
I ****ed up with a custom rom and the screen is bricked (touchpad won't work at all no matter what rom I install).
I bought the phone during a trip to China, but I live in France right now and I would like to pay for a new motherboard.
On the Samsung France website, it says they don't accept phones bought outside Europe for warranty. I don't have a warranty so, I don't really care. I just want to pay for a new motherboard and get this damn phone fixed.
Is it possible in your opinion ? Thank you very much for your insight!

if it is not a chinese copied GS3, you have the chance of getting a new mother board. but if it is, just buy a genuine GS3.

It definitely isn't a fake GS3, double checked that before buying!
However they should do a paid for repair no problem if not then use another repair centre .

Why do u want to replace yr mobo when yr digitizer(touchscreen) is not working??? The touch screen comes together with the LCD and the frame as well its easy to change makes yr phone brand new again I changed mine. Don't try to just replace the glass although some has succeeded albeit a small percentage. Goodluck

Yeah well, I'll give it to Samsung and get it repaired so, I don't know too much about the details. If it's the screen then perfect!
very good I have an HTC HD2 uncle gave it to me. for the following problem:
not turn on and connect it via USB to the PC asks for a "Qualcomm" driver
I was told that the problem is solved only with JTAG
