I got a few requests for the PRL I'm using on my device, so I found a way to extract it.
If anyone else wants to post their PRLs up too, I'll link them in the OP.
Thanks to aenoch on Android Forums for the guide on extracting/changing the PRL (QPST wasn't working).

I don't know. It might not even work. It'll probably update itself back to the non-corporate PRL if you get it to work. But I have no way of knowing, as I'm on a corporate account.
Yes it does allow 3g roaming....

If you're on a corporate account, then of course it will give you 3G roaming. However, if you're NOT, will it? That's the REAL question . . . I guess someone will have to try it and figure it out.
I have a corporate account, but I don't seem to be getting 3g roaming..hell, today I can't even get a 3g connection going. Data keeps dropping, got me pretty angry.

P.S. The poor data speeds are why I'm still using my OG EVO - I'm tethering my LTE to it for data when I'm not at home.

Weird. Must be something wrong with XDA, since the file is attached here. I'll upload it to a mirror.
EDIT: Dev-Host mirror added to OP.
Yes indeed. I have also tried to make changes via the 4636 menu. I can get 1x to work (extremely slowly) but even when I show 3g connection, no data transfer occurs.
I've tested out a few PRL's after having incredibly slow Sprint 3g speeds (less than 100kbs)
My current PRL is 12119, it gives me full 3g speeds (1600kbs+) in my home area of Southern Utah. This past weekend I traveled to Salt Lake City, as soon as I hit Central Utah, speeds dropped to 1x, and never hit 3g again the whole weekend in Northern Utah/ Salt Lake City. As soon as I returned to Southern Utah, obviously had the full 3g speeds.
Other PRLs I tried were 00001, 00002 and 01136mod None gave me 3g speeds in my area.
Do a search for "sprint PRL" and you should find a thread in some samsung forum with about 10 different PRLs. Try them all until you find one that works.
Another note: While using this 12119 PRL, I can't get Sprint Visual Voicemail to download (is this a roaming problem?) and calls won't work if they are a +1 number IE: +1-555-555-555, but 1-555-555-555 works fine.

I've tried each one of those PRL's and none of them give me 3G while roaming. I've tried the 24004 PRL and it works with Sprint network but not while roaming. When I force roam with the 24004 I get no signal.
Edit: I'm using the 12123 prl and 3g roaming works.

Nope.
I have tried quite a few and 12121 gives me over 1MB p/sec, default 25004 and 24004 still give less than 300K p/sec.

Do you think trying a different radio would help? That's a whole reason why I flashed over to stock, because the previous radio leaks were giving me problems.
Looks like it's probably a Verizon network issue. I'm on stock radio FWIW.
I am in the same boat in my location. The 4g icon went off for a while, and all of a sudden its just a 1x icon. I restarted my phone, to no avail.
So far I can receive and place calls, so that's good.
Here's what I'm running. Does anyone see that the error could be on my part?

As most are aware both the LTE network and eHPRD are down (a special version of 3G for the Thunderbolt only). To get 3G data back you just need to change your settings back to the normal 3G network. Here are the steps:
Dial ##778# and hit send
A pop-up window named EPST will show up giving you 2 choices: View Mode and Edit Mode. Pick: Edit Mode.
Enter the Password: 000000
Go down to Modem Settings and pick “Rev A“
You’ll want to choose enable and click OK, hit the menu button and then press “Commit Modifications.”
I hope this helps anyone that is left in the dark by this outage.
edit 2 suggested by NDK: one more step guys, if you are on auto cdma/lte settings, you might have to go in to
*#*#4636#*#* and select EVDO only to get 3g.
My thunderbolt worked on auto cdma/lte but this may cause less conflict.

Here's something else thats weird. I updated my prl through system updates in the menu and it said it updated. but then I did *2 and it and it said that there was a new prl and updated again. I spent some time in Northwest Houston recently and my 3G connection acted awfully strange. If I opened settings, it would frequently say "disconnected" under mobile network and would not sync gmail, open web, etc. It would frequently try to connect and stay on for a short bit (very slow connection) but go away again quickly.
I updated profile, prl, rebooted multiple times, but finally just gave up while I was there. Most of the time this was happening, I had 4 or 5 bars of signal and could make phone calls without any issues whatsoever.
Is this a Sprint Network NW Houston issue or is this an EVO LTE issue?
I did switch the network to CDMA only hoping this would help and it made no difference.
from what ive been reading this is common for locations that are doing work on getting the LTE upgraded on that tower. Phone is not the issue. I have seen similar stuff around here in Boston. Could be a good sign i am thinking.

That's standard Houston as of late. It varies. The past few days have been better, but last week was awful. Couldn't hold a 3g connection at all. Probably related to the tower upgrades.

I have a terrible signal at work. Data is completely unusable on 3g (typical Houston). When I can connect to 4g, the signal is still weak, that part doesn't change, but data speeds are way up.

Is it common that when the roll out vision data speeds go to crap before they get better? It's funny as it only seems to be in this 2 mile range around my work. By my house, I'm getting 3G speeds above 1400kbps (which I've never got before). I've told Sprint that, told them that I've updated my profile, basically told them everything and that I just want them to tell an engineer despite what their system shows, that their is slow data in this address range... Still nothing.
Guess I'll just get my contract terminated for roaming...

I have read that speeds can be affected during the switch over. In my personal experience, it also depends on geographic location. I live in Lake Worth FL, I get 2mb down and almost 900kb up from my house on 3g. Now, I work in North Miami Beach, I'm lucky if I get 100kb down and 3 kb up down here, even on 5 bars. This is even before the LTE rollout. Just because you have a good signal, doesn't mean your data will be fast. I think some areas may be over subscribed, they just don't have the bandwidth available for all their devices in some areas. Hopefully this will get better as they rollout LTE in my area.
If they are upgrading to vision it would be more likely that your speeds would fluctuate rather then stay at a constant low. They may be repairing towers in that area and pushing the load onto remaining towers. That essentially cripples available bandwidth. Had to put up with a similar issue for almost 3 straight months. They should tell you if there are any repairs or improvements being done. Have you tried having your call escalated?

+1 on this. That was going to be my recommendation as well.
CR will probably credit you which looks like you are entitled with the crappy service. And yes, data gets worse during NV upgrades, especially when they are working on the backhaul to the towers. It gets worse before it gets better then you will know its almost time to light up LTE. in short, nothing much more you can do other than leave Sprint but I'm thinking it will be regretted in the end.

Uh, fix it. No one should have data this slow consistently. Every single second. I understand periods of slowness, but this is absurd.
And, it looks like they fixed it last night... Back to normal 400-600kbps.
I've had data that slow at home for close to 15 months, all I got was an Airave (sounds like a motto on a t-shirt).

lol there are places that have had data that slow for 2+ years now with no fixes from sprint.
Get an Airave!, I just moved to a remote area of Hawaii, no data and 1bar at best. Two days after calling for an airave I recieved it. Now 5bars and full 3g. Best part is its free!

Hey people I understand sprints network is unlimited etc.... but me and the other person on my line are rooted and we tether he used probably near 15-20gb i used probably about 5 and ever since the 30th of december my 4g connection has been unreliable to the point where i have to turn on 3g to use the internet or it will just hang at loading the website or the app i even did a speedtest with other people that have sprint in my area they easily get over 10mbps while i cant even get 1mbps unless i throw 3g on..... my question is can i do anything about this? we both have sprint note 3s stock rooted i checked the towers in my area all are good! I called sprint they made me do a network reset etc update profile and prl nothing changed! please help
Could be defective but I don't think you're being throttled. Try taking the battery out for a few minutes.

My wife and I are with Sprint as well and we both strongly believe that Sprint throttles 4g LTE at 5 gb download. Every month when I hit 5 gb I can't connect to 4g until the next billing cycle. We are going to see how Spark is this year and if it's as piss poor as the current 4g we are jumping over to AT&T.

Sprint has to be throttling I know my device is not defective it just so happens it's happening to both lines on my account we both used a decent amount of data I wonder if there is some sort of work around

Agreed. If you aren't in a roaming area, they shouldn't be throttling you. Make sure that you update your PRL and profile, reboot, then call them. There are a lot of factors, including times of day, towers from which you're pulling, &c. They know this info, so I suggest that have your facts before calling.

No throttling. 5gb isn't anything. I've used close to 100gb with no problems. For years I've easily gone over that 5gb mark. Someone here in another thread used almost 200gb. Just sounds like tower overload. New customers around Christmas time makes sense. Sprint should be able to see that.
Edit: For anyone that wants to see the unthrottled usage lol http://forum.xda-developers.com/showthread.php?t=2592679&page=4
I'm having a similar issue. Will have to keep a close eye on it. I thought it was just my phone or the towers acting funny

Ya if data is not fast enough to stream some video in an area with lte coverage I would call and see whats up. Or go take your phone to another of the same model and compare signal strength. You can go into testing settings and make sure both are on same tower and see actual signal dBm.

Yes that is sprint lte at its best I love this phone/service. I cant see me needing spark untill phones have 4k displays and 4k video out. Maybe for really congested/populated cities its needed. wimax never made it here and lte is pretty new for us too, spark is probably years away for me anyways.
