The easiest way would simply be to root the Galaxy S2, try using the zerg rush exploit and when you get root, everything is quite easy to do.
The long method will be going back to an earlier version of ROM that is directly rootable. Head over to the Galaxy S2 forums, there are tons of info on how to do that.

@OP, this is the I9100 forum, you do not have an I9100 and any advice people give you here is likely to be for the wrong device, like above, and likely to make your situation much worse.

Wrong forum, AND it sounds like he bought a device that is locked due to the PIN being mis-entered too many times. Possibly a stolen or lost device that someone hocked on eBay to try to make money off a poor, unsuspecting soul. (The OP, in this case, unfortunately)
This is what I am suspecting.
I am filing paypal case tomorrow morning and I don't want to be wrong side of law.

Smart enough to Post this in the right section, but not smart enough to not flash a ROM for a different phone from a different section of the forum...
YDI?
Take this as a learning experience and learn to READ THE POSTS/FORUM SECTION BEFORE YOU FLASH ANYTHING that could potentially ruin your 500$+ smart phone?
I know they were working on a way to unbrick NA SGS 3's through the Toolkit, but i'm not sure how far they actually got with it.

lol, I don't blame the carriers and manufacturers now. I see so many people who hack there device. Mess it up and feel its right to commit FRAUD. You know not to say you were hacking it and ruined it because you know its not covered. Another person who feels even though it was there fault for ruining there device, they should not pay to replace it.

What is now the fastest most efficient way of rooting my friends Sprint Galaxy S2 (USA so I am assuming its i-777)?
Ultimately I simply want to root him first and install AOKP rom on his phone.

Yeah, is cheaper. Here they sell it for around 640 dollars.
It's too soon for that device, you might have to wait a couple of more weeks to get some intel regarding that matter.

It might potentially be useful to look at attempts to root the Galaxy Grand (e.g. at http://forum.xda-developers.com/showthread.php?t=2134216) - that's based on the same Broadcom SoC as the S2 Plus so the software is pretty similar. I think they're not identical enough to flash files designed for one onto the other, but the steps to root it should be the same.

Who here actually has an S2 plus? Can you tell me about your experience with the phone? Any issues or slowdowns?
Here is the situation my friend found what looks to be a AT&T Galaxy S2, but it had multiple locks on it. So i told him I could root it, do a factory wipe and it will be good as new. Easy right? Well it wasn't.
So I started by downloading the tar for the AT&T Galaxy S2 rooted it everything fine and did a factory wipe, but there still was a lock on the phone.
So I tried redoing the root and it bricked its self. But right before it bricked itself I saw GT-I9100. I decided then to just got to GalaxyS2Root.com and find the right .tar, then I rerooted it, did another factory wipe, and it worked. BUT WAIT only 4 buttons work.
Volume- works fine
Lock- works fine
Menu- works fine
Home- thinks it back
Back- doesn't work
Search- doesn't work
Recovery mode- Volume Up+Lock
Download mode- Volume Down+Lock
This layout is similar to the Galaxy S3.
So if you are lost let me sum it up. I have what looks like a AT&T Samsung Galaxy S II SGH-I777, that thinks it is Samsung Galaxy S II I9100 and has a button layout similar to the Galaxy S III.
P.S. I also need a free way to change the sim from at&t to t mobile

I normally don't answer this kind of question/challenge but since you're newbie which I was once, I said this
GT-I9100 is the S2, not S3 hence I could care less about the GSG3.
Now if you want to talk about the S2 and its variants then the difference is googling the 2 models, search for images, put them side by side and play the "find the 7-point difference" game.
You downloaded a tar file and flashed it for the i9100. Which is the international version of the galaxy s2. The phone you have is the i777 galaxy s 2. So at least you're in the right place . Look at the member creepyncrawly's profile he had links to everything you need.
How about I reword the question: how do I get my GT-I9100 to match an AT&T galaxy s2 interface
