I'm using Excalibur ROM V7 , there is arabic support in all apps and keyboard too
MY BIG PROBLEM is the browser does not support arabic , it show arabic letters from left to right
I tried some solutions : change FRAMEWORK.jar and Lib files ( i face crash everytime in the browser )
- then i changed only Lib files ( the browser force close )
- then i changer only libwebcore.so ( the browser force close )
any solution please !!! :/

There is no tool. You would have to edit the source code for your device and translate everything from scratch
