First i wanna say thanks to Whosdaman for the steps to pull a prl from a device and how to push it. Also to my mom who let me unlock her device and made her loose all her **** and for not yelling at me.
People have been having data issues with PRL 21090 so i decided to make a guide to show you how to downgrade your PRL to 21089.
Content Needed
Installed 2.17 ROM (ICS ROM's might work as well/ Not sure)
Downgrade-PRL.zip
MSL number you can use MSL Reader to find it.
HTC DIAG 64bit Drivers The once in the folder do not work
1.) Extract Downgrade-PRL.zip and also.
There should be 4 files. Extract the 3 zip/rar files.
2.) Install "QPST_2.7_362" There will be a setup.exe file inside the folder.
3.) Connect your device and disable debugging on your device. Type the following codes on your phone.
HTC EVO 3D: ##3424#
Your computer should start updating drivers.
Make sure none fail. (HTC DIAG might fail as it did to me)
4.) You can skip this step if HTC DIAG was successfully installed.
Go to Control Panel.
Device Manager
Find the device that you are trying to install a driver for.
Right Click
Update Driver Software
Browse my computer for driver software
Browse to where you extracted the "HTC DIAG Drivers 32-bit" folder
Press Okay.
The driver will be installed.
Note- Installing instructions for 64 bit are located on the second post.
Click to collapse
5.)
Copied from Whosdaman Thread
Open QPST Configuration in the "QPST" folder under Programs
Disable debugging on your device
Type one of the following codes in you respected device's dialer and switch to "CP" or "Modem"
HTC EVO 3D: ##3424#
Plug in your device
Click on the “Ports” tab and “Add a new port”
Select the “COMXX – USB\QC Diagnostic” and click ok. If you don’t see a port, uncheck the box for "Show Serial and USB/QC Diagnostic ports only" and add all of the USB/Unknown ports. One of them should show an active phone.
Click “Start Clients” on the top of the program and open Service Programming
Select your device
Click "Read from Phone" and enter your MSL
Click the "Roam" tab
Click "Browse" and select the PRL you wish to use
Click "Write to Phone"
Phone should reboot with the PRL you specified
If everything was done correctly you should now be back on PRL 21089
any issues you have please let me know as i will try to help as much as i can.
Thanks clankfu

QPST works on ICS just fine. No need to have everyone downgrading unnecessarily. Besides, GB users can just use the extended EPST codes.

Although I can pair my galaxy S2 with windows (Win 7, x64), and have it show up under Bluetooth devices (and visa versa for my computer within my phone), I can't have MyPhoneExplorer/Kies recognise the Bluetooth connection. Kies throws up a complaint about a missing Bluetooth device driver which is shown in device manager as "Bluetooth Peripheral Device". All Google searches for this device driver have ended poorly. Has anyone else encountered this problem?
Thanks for your help.
For those interested, managed to correct this via starting up MyPhoneExplorer on the phone when initially pairing the phone with my computer. Although the device is still missing drivers within device manager, everything seems to work. Does anyone else have the phone identifying as missing drivers in Win 7 x64? There seems to be a 'solution' to this, mentioned on several forums (for example, here: http://forum.xda-developers.com/archive/index.php/t-430368.html) that involves installing a generic driver from the windows mobility device center - but surely doesn't seem right as it's a device driver for windows mobile, when I've seen the same advice put out for Blackberry's, iphones, etc. People seem to think it works but I can't help but think that there are some consequences here that are unconsidered.

I tried on my Win7 installation just now. Only consequences so far: works. Be sure to download Windows Mobility Center 64bit if you are on 64bit Windows.
I tried that today.
Works like a charm to enable two way file transfers between Windows 7 notebook and Samsung Galaxy S2.
However, the bluetooth stack on this phone is still missing so many features... It's a pity, really.
Thanks for your help.
Installing Windows Mobile Device Center is not necessary. The peripheral just needs a standard bluetooth COM port driver.
1. In the Bluetooth device window, right-click the phone icon and select 'Properties'
2. Click 'Hardware' tab then 'Properties'
3. Click 'Change settings'
4. Select the 'Driver' tab, then 'Update driver...'
5. Click the second option: "Browse my computer for driver software"
6. Click to choose the option "Let me pick from a list of device drivers on my computer"
7. From the list "Common hardware types", Select 'Ports (COM & LPT)'
8. Two droplists appear. Choose 'Microsoft' in the "Manufacturer" list, then 'Standard Serial over Bluetooth link' in the "Model" list
9. A warning window pops up. Ignore it by clicking 'Yes'
10. Presto, the device functions properly..
Ok I got to the update driver menu by selecting "change settings" of the general tab, not the driver tab. Then selecting driver tab I was able to "update driver...".
I followed the rest of your instructions precisely, and presto..... it almost worked. It tried a lot harder when I attempted to send an image phone -> pc, but still failed... Any extra help?
Right click on Bluetooth icon in notification area and click receive file. Then try sending file from phone
Update: Regarding drivers. I installed Atheros bluetooth Win7 x64 stack. It recognizes all blueooth drivers for SII but I couldn't use files transfer
My fix
I just went into the devices properties and under services, unchecked SMS and no more missing Bluetooth Peripheral Device driver! I don't know what functionality i have turned off (since i don't use that service) but it help to remove the needs troubleshooting icon.:good:
Sweet
 Worked like a charm thanks bro. File transfer work and all Sending video to my computer as I type this.

How to install adb windows 8
From what I've read a few members were having troubles installing adb on Windows 8 dev Preview-64bit
I have it installed and running and thought I'd share how I did it.
I take no responsibility if you screw up your phone. "IF YOU DON'T KNOW WHAT THIS GUIDE IS FOR OR HOW TO USE IT PLEASE DON'T".
Ive linked a zip file containg the adb drivers, the java.exe, the android-sdk and the easytether.exe
I take no credit whatsoever for the htc/android driver I downloaded them from here
http://forum.xda-developers.com/showthread.php?t=1514942
Thanks to xda member "1wayjonny" please hit the thread up and give thanks to him for all his hard work.
There are alot of other methods to get adb installed on windows8 this is just how I did it.
Laie1472 link
http://db.tt/z5avjkJS
Here we go
Download the zip attatched to the link.
#1-Extract the "laie1472.zip" to your desktop or folder of choice.
#2-Extract the "universal zip" into the same folder.
Now install the jdk-6u22-windows-i586.exe if your running an intel i5 if not then download the correct java version from here-
http://www.oracle.com/technetwork/java/javase/downloads/index.html
and let it run that's all for the java.
Second extract the android-sdk_r07-windows.zip to your c:\ drive.
Meaning right click on the android sdk and choose extract.
A window will appear. In the address bar of that window is were the files will currently be extracted to. Please delete everything in the address bar except the c:\ Then click "ok" and close the window.
Then go to your start menu and click on it. From there go to computer and click on it. Then you will see an icon that says (c That's your hard drive were you extracted the android sdk. Click/Double click on this icon. From there you should see a folder named Android-sdk something something, Right click on this folder and rename it to "AndroidSDK" without the quotes.
Please rename the folder exactly as I wrote it capitol letters and all.
Next make sure that you have usb debuggin enabled on your phone. If you can't find this, "PLEASE STOP UNTIL YOU DO"
Now run the easytether.exe "free app included in the zip" file and when it opens up it will give you an option of Easy tether core or Android USB drivers. Please choose the Android USB drivers. But "STOP" and click the little arrow next to ANDROID USB DRIVERS. A menu will appear. When it does please choose ENTIRE FEATURE WILL BE INSTALLED ON C:\ DRIVE. Check that option as well. Click install and let it finish.
Now please REBOOT your Laptop/Desktop.
When your pc/laptop is up and running, plug your phone into your pc while powered on and choose "charge Mode only".
Then select the windows key on the keyboard
Then select "control Panel"
Then select "more settings"
Then select "device Manger"
Once your there look for the ""ADB DRIVER" or while in device manger unplug your phone from your pc and then plug it back in and choose "charge only" and watch for the device driver that shows up.
Then "right click" and choose "update driver"
Then select
"browse MY Computer for driver software"
Then select
"let me pick from a list of device drivers on my computer"
Then a window will appear.
Then select
"Next" from the top of the window.
Then select
"Have DISK"
Now when that window opens select "browse"
Then another window will appear.
Now at the top of the window you will see an "address bar" with a "down arrow next to it".
Select the "down arrow" and then a drop down list will appear.
From here browse to your desktop or where ever you extracted the laie1472.zip to and find the universal folder.
Then select the driver
"android_winusb.inf" and select "open".
Another window will appear and then select "OK"
Windows will prompt you to install the driver, also it will warn you that the driver is not signed but press install anyway.
When that is done close out all windows and unplug your phone.
Now restart your laptop/pc. You can do this by holding the window key and press the letter "R"
Now type "cmd" and press enter.
Now a command window will appear, in that window type this or copy and paste it
shutdown /s
Then press enter. Another window will appear saying that windows will shutdown in 60 seconds press ok.
Then type
exit
Then press enter and wait.
When your pc/laptop is back up and running plug your phone into your laptop/pc and choose charge only.
Then hold the window key and press the letter "R"
Now type "cmd" amd press enter.
When that command window appears. Type this command or copy and paste it.
cd\
then hit enter
Now type cd\AndroidSDK\tools\
Then hit enter
Now type
adb devices
You "should" see a bunch of numbers
Those numbers. Represent your phone.
Now type
adb shell
Then hit enter on your keyboard.
You should see the # sign. That means you have adb installed. To test it just type reboot recovery and it should reboot your phone into your current recovery. From there you got it.
I hope this helps anyone who was having a hard time getting adb to work on windows 8 Developers Preview64-bit. I have not tested this on the latest windows release or the 32bit verison but your welcome to and leave feedback if your successful to help the community.
This is For the HTC EVO 3d-CDMA, it may or may not work for the GSM version or the evo4g CDMA,GSM.
PLease take into mind that this guide may or may not work for you. Some will have no problems with this guide while others may or may not experince difficulties.
This Guide is in no way 100% guaranteed to work for all. Please refarin from posting negative feedback if it does'nt, how ever I would encourage postive feedback.
I will attempt to maintain this thread and help out any members who decide to use this guide.
Edit if you need help installing adb on ubuntu see my thread here

If you need help installing adb on windows 7-32,64bit,Vista-32,64bit or Xp-32,64bit see my thread here
http://forum.xda-developers.com/showthread.php?t=858118
Also the sdk I included is the older version, I haven't tried with the latest one. If you do please post if your successful to benefit the community. Also the path to the tools folder will change with the latest sdk, the command should be
c:\AndroidSDK\platform-tools\
This is not for development only for adb. You have to download the development platforms via adb tools.exe to do development.
Hope this helps.

i got abd installed although easy tether didnt work, you should add to your guide to disable driver signature enforcement then it installs with out issue and without easy tether
Well you never posted what error you received so I'm taking it as user error or its your setup. I've used that easytether exe more than enough times to know it works. I've used it on all of my 64bit os's including Vista, and 7-64bit. Also I've had that exact same exe posted on my other guide for adb on 7 and I've never had anyone post that the drivers wouldn't install. Also I've received numerous of pm's saying thanks for the guide and no one but you have posted that the easytether drivers didn't install. So if you want to figure out why they wouldn't install I'm cool with that pm me or post here but I won't change the guide because imo its one of easiest methods of installing adb and it works if done correctly.

Make sure that windows mobile device centre is installed and PC and don't forget to remove SIM card & sdcard (specially the SD card).
For those who updated Windows 10 Anniversary Edition and facing issues with MTP mode (Media transfer protocol).
Just uninstall the driver and update manually from the .inf i uploaded
Don't forget to click on thanks button.
not working for W10 anniversary edition enterprise x64
maybe it works only for x32 edition ?
this is what I did without luck with your shared file "wpdmtp.inf" :
1) removed old drivers traces with USBDeview
2) rebooted
3) downloaded your driver wpdmtp.inf file from Microsoft 10.0.14393.0 (21-06-06)
4) installed your .inf file following those steps:
> Windows 10 device manager
> Add legacy hardware
> Install the hardware that I manually select from a list (Advanced)
> Show All Devices
(retrieving list)
> Have Disk
> MTP USB Driver
> picked "wpdmtp.inf" file
Note: maybe you should tell us when to plug or not the smartphone device in the computer USB port because it's probably important!
just install MiPCSuite, the driver will be auto installed...
Need that for 64 bit........... If anyone have then share please.

I did it manually and it worked. First uninstall already existing MTP from device manager then, go to windows/inf/ right click on "wpdmtp.inf" and choose "install".

It's already part of Windows 10 64 bit. no need to download a separate file. just follow the path on the screenshot

In case you didn't know, inf files are driver files, so that's exactly what you need.
This is the solution

This is it! Takes care of many other posts regarding USB connectivity of xiaomi and other phones. If you cannot find the .in under windows/inf/ right click on "wpdmtp.inf", just add it by unpacking the above attached .zip File. Thank you!
