I think all paid apps register with your device is IMEI Number so if you change your account it will not effect your old apps...

Wanted to buy a phone for my wife & just had this thought !! I use my GMAIL account just for the sake of operating play store , if the same GMAIL ID is incorporated on my wife's android (if i buy one for her) then will she be able to use all the apps purchased by me on that account ??
Whenever you purchase a paid app it registers with your Mobile IMEI so whenever you try to install it on any other device again it cross check the IMEI so it is not possible to use paid app simultaneously in two device!

Then , when i change my device (Galaxy S plus-->S II -->S3) even then the IMEI no changes & yet when i put in my GMAIL I get back all my paid apps !! It has nothing to do with IMEI NO. but with my GMAIL A/C !! .

Not true, SOME apps use there own IMEI checking however all paid apps are simply linked to your google account so you can access them across any device your logged into.
I know this because I have in the best had up to four devices with my account on all of which had the paid apps installed
EDIT
and to answer the OP yes any paid apps you purchase will be made available for download on any device that that accounts signed into
Hey guys,
For about 5 months now, I've been unable to purchase any apps in Google Play. In fact, I can't even see paid apps, only free ones.
I've tried clearing the data and cache for Google Play. I've restored the device to factory settings using the volume down and power button several times. None of that has worked.
I've emailed Google about it, but they have been useless. The only way for me to get paid apps on my tablet is to purchase them on my phone and then download them on my tablet. Which isn't ideal as some apps are incompatible on my phone. And I've noticed there are a lot of apps incompatible with the Transformer Prime.
I live in the UK and the device is set to UK. Please can someone help, it's driving me mad!

Not a solution but you can also purchase apps on the google play web and push them to your tab.
I can't, when I go through the website, my tablet is greyed out and won't let me purchase apps on to it.
I can't even see paid apps on the website! What the hell is going on??

What about the apps I've purchased with my current Google account, can I still use them?

Things currently installed shouldnt stop working I would think.
At any rate, it was really a suggestion to narrow the problem down to the account, not your device. Then take that info to google and tell them to freaking fix it.
I'm sure you want to get your gmail etc... so you would have to switch accounts everytime you bought something. Not practical.
You could though say "Hey google, I made this new account named X, logged in with my prime and was able to add apps.
Ah, yes, that's a good idea. I will try that over the weekend. Thanks for the suggestion.

Well, I tried making another account but it's still not showing any paid apps. I'll send an email to Google, see if they can come up with a solution.
If anyone can think of anything else, please let me know.

I'm from India and we do not have full playstore. As soon as I login even when using USA VPN, play store shows me only apps and not the full version. Although as soon as i logout i can again view full play store.
Till 2 days ago I was able to access full site after login.
What can be the reason?? Plz help
On same PC when I use my brother's id I can see full play store. Something wrong with my account..??? It seems like Google has blocked my account for these services. M not able to make any purchases other than from App section.

Hey so I have a rooted Verizon galaxy s4. I have an email account with a custom domain that goes through Google (@munyak.com). I can sign in on my phone and use the account as my Google account for things like the play store but I get sync and sign in errors. Any advice? I've looked everywhere and thanks in advance.
