dont mean to sound short, but the seller dropped the ball and this was going to be and currently is my only phone
My guess is it's a latam phone, what version does it say in phone info?
You could always get an unlock code if you really need it.
Was it new or used? If new would you mind if i know how much you paid for it?

I got one on eBay from the Claro network in Puerto Rico (new in box). Paid $420 shipped. It's awesome. It runs the LATAM version of Android.
Your first order of business (trust me on this) is to visit this thread and flash 4.0.4:

that's not a bad price, as for the unlock i can't help you. i got it on plemix and hoped it was really unlocked (alot of sellers from what i've read say unlocked when it isn't)
Claro is giving RAZRs for free here in Puerto Rico, and people are selling them to get a better phone.
I don't like the idea that after I payed for mine now a lot of people have it and they don't know everything about the phone.
They sell cheap in the classifieds here.

Not really. If gsmliberty doesn't sell this service better u can do is to ask ur razr seller for a code or directly contac original carrier for an unlock code.
Btw, check ur warranty status on motorola support website.

as a fail safe, you can use Sprint International with their rates if it's that important. I never used sprint outside the country. unlock, root, and swap SIM with VodoPhome and see. like $30.00 at most airports I have been.

There's an user here that has a Photon working with Telcel.
I msgd him a couple of times to ask how good it works and seems to work just fine. What he really couldn't tell me is what needs to be done after you insert the sim card, if the settings are picked up automatically or manually..
I'm going to try myself since I will be going on vacation in a couple of months or so.
I used my Photon in Mexico without any issues. I purchased a pre paid TelCel sim card, and it worked without having to do anything. If you want to use their data, you will need to manually add on TelCel's apns. I recommend downloading apn global from the marketplace for free. You just choose your country and provider, and it fills in all the needed info automatically.
Thanks for the heads up... i have downloaded the apn app and will check into telcel when i get there ... by any chance would you know how much i would be spending on a pre paid sim in Mexico?

My brother's friend that works at AT&T said the same thing. "too new". He even said it about the skyrocket.

might be too new regardless
Usually the carriers are happy to unlock the phone because they charge you a boat load to do it. If they are denying your money I'm not sure if any third party sites could get one from your IMEI or not either. Let us know if you find anything though. Here's hoping!

cellunlocker
Just came across another thread stating codes were purchased off cellunlocker.net for around 8 bucks, it's not free, but not much at all and worth it if it works.
All canadian carriers charge for unlocking. Usually $50+

I called at&t tech support 2 weeks ago, and tried again yesterday. Both times they said no unlock codes for Note due to it being "too new."
I'm really in no rush to unlock it, although I wish it was unlocked just for bragging rights.
I'll be more concerned about unlocking it within the next 3-6 months...either to sell it or for when I'm traveling abroad.

Carriers don't charge for unlock codes. They either refuse to give it or they give it freely.
There are other companies that do charge. They are not the carriers.

I had my s3 supplied by orange UK and thought that it would probably be locked to orange although there was no branding on the box or phone.

It certainly looks that way! I got mine on preorder and it came unlocked, whilst other O2 folks who waited till after release got a locked phone.
I asked O2 what benefits there were for preordering with them but they didn't mention it being unlocked! In fact, they didn't mention any benefits!
Vodafone contract handset "box only" means no contract just paid £475 for handset and it's unlocked.

Also i can't believe orange have removed the firmware update option with there bloatware

Unfortunately that USSD code doesn't seem to work on mine.

So I'm guessing its open to all networks?

You may not be subtle but you are correct. OP should have searched first. Most phones have to be unlocked this way. Thread should be locked before a spammer tries to leave his spamunlocker.com link here.
Ok. I seem to have enraged a few people.
Before I posted this question I searched for a similar question in the forum. The best result was how to unlock using the ATT code. I have already called AT&T and they're not willing to give me the unlock code. I've tried to get codes online. I've tried one and it didn't work. Now I am stuck with a phone that's just a PDA and not worth the money I put into it.
I was actually looking for answers from people who have gone through a similar experience. I thought this would be a commonly occurring issue. But I've tried what everyone of you have written here and it hasn't worked yet. So what should I do?

I bought the unlocked code from ebay around $4 and worked like charm and use the phone now on T-mobile network
If ATT won't give you the code, and they sometimes do even if you are not on ATT, then you have to buy your unlock code. Best bet is to purchase 1 from a vendor on ebay. You also need to be on the stock ATT ROM to do the unlocking. You cannot unlock the phone with a custom ROM on it.
I don't like giving reference to these 3rd party vendors but here is an informative video. If you go to youtube and read the directions with the video you should be fine.

Yes but you get the far bigger problem of illegal imei changing which can get you intr real deep trouble.
