I have searched and read and searched some more, so I joined here to see if anyone has a form of an answer.
I have a i717 Note rooted, unlocked and flashed to CM10. I have full bars and it says H+ and when I go open my browser it hangs. I used Speedtest and it gives me .5 Mbs/s . I have reflased to stock 4.04 and have downloaded every radio possible and I get same results. I have seen great results when it says H or H+ with low bars. Any help would be nice. If I cant find a soultion I'll sell it and go back to the mini S 4g lol

Does it hang only with the stock browser? Have you tried FF, Chrome or Dolpin? Try to d/l 7/26 GApps through Goo and see if that moves along well.

I have installed Gapps, I will try FF or dolphin. Its the data in general just downloading FF right now took a few min (full bars H+)

Looks like the same setup I have. UVLG3 and CM10. Only difference is the kernel. mine is 3.0.43 Cyanogen.
Also maybe try the latest nightly?

I reflashed to stock, then re-rotted and just flashed icsblaze..seems better I have 3 bars of 4g and it tested at 1Mb/s its getting there ...Im still on the fence though
well that didnt work. Put back to factory ...going to sell ...anyone interested let me know. I do have it already posted in craigslist in the socal orange section. thanks everyone for the help
Well some success...I did one for the road. Reflashed to Saurom 7.0/7.1(Ginger Bread) and used the tmobile blaze and it actually works..here at work at my parents it hit 11Mb/s ! at my house though it cant get out of it own way. So 10 flashes and over 10 hours of fiddling...here ya go

I just flashed liquid Rom with T-Mobile ICS blaze modem. gotta say the speed was kinda inconsistent. but after a day or 2 speed was decent. I got 13 down and 2 up last Friday.

You can use any ics/jb rom you like and use ics blaze modem.The tricky part is how to get consistent speed which I think I found it.After flash the rom and modem You need to reset your network,I used fresh network app from market(must be not in the same area/walk around)after that test the speed using speedtest app,when you acquire very fast speed stop there do not reset the network again or turn off your phone again.If you do that your phone will be slow again and you have to repeat the step again.I tried many rom(ICS/JB)the best modem I think is icsblaze modem,also trying all that #combination thing.The best solution for me is to walk around to get the best network first.I got about 7-10 mbps down and 1-1.7 up using that method

I picked up my S2 earlier today, my AT&T store only got 4 in stock and I was the firs to get one.
GPS works great, everything is smooth, LED is awesome, however no 4G in my area yet so I can't test 4G speeds.
Speeds while sitting in my house:
Down: 1035 kbps
Up: 512 kbps
I can answer other things if you guys need information, however I do ask how I can move all my app data from my Captivate to the S2. I don't want to have to replay angry birds and all my other games over again.
Can you tell me the APN settings? PM if possible.

Just curious...when you run your speed tests are you using the Speedtest app or doing it from the web source?
Web source. I hate and despise the speed test app. Download a 3rd party browser and set the user agent to desktop. Then you can use the actual site.

I know some Verizon phones have this, but does anyone know how to disable LTE and force hspa on our note? Just would be a serious boost for battery life when LTE isn't needed.

Saurom ROM has that capability. You'll need to root and flash a ROM to get this afaik. I'm on Saurom 7.0 and it's functional.

Personally, I don't ever turn off LTE considering that the way it's supposed to work is that while in a non LTE market, it defaults to HSPA+ anyway. And I've read that the lack of LTE doesn't interfere with battery life. Maybe I'll try for a day and see.

Yeah mine does drop to hspa inside some buildings but LTE blankets my entire county and surrounding ones. Basically I was just curious if forcing it to use hspa would conserve battery (in theory, it should). I'm surprised there aren't more threads addressing this.

I'd like to figure this out too. I was using my Note with my old S2 sim card for a couple months (bought the Note used), and didn't know there was an upgraded SIM card for LTE users. Since upgrading to the LTE Sim chip, my signal bars are around 50% signal strength and I think it is the culprit to draining my battery so quickly. When I used the HSPA+ chip I always had full signal strength.
Are there any mods anyone knows of or ways to update any custom rom? I'm currently trying out the BlackStar ICS Rom.

Canadian ROMs have the Network Mode menu in settings. I don't believe it comes from the Radio so it must come from the settings.apk. Here is the settings.apk from the Rogers ICS ROM and it is already deodexed. Do a nand backup. Then copy this file to your system/app folder overwriting the one included in the ROM. Fix permissions and reboot your phone. You should then have the Network Mode menu in your settings. Let me know if it works.

Please do. I suspected this would work for some time now. When I installed the KOB4LT mod awhile back it installed the settings.apk from the GSII and it worked fine except there was no settings for the s-pen. Should work on any of the ICS NOTE stock deodexed ROMs. And if your stock ROM is not deodexed just delete or rename both the settings.apk and the settings.odex too
This would be interesting. Definitely helpful since so many reviews said LTE kills battery faster than 3G.
This is why I went with the Rogers stock ROM instead of the ATT version. Network Mode, HotSpot allowed, and no carrier ID on notification bar.

Ok rogers modem and settings.apk onboard.
No toggle (crap)
No sounds (startup, system, notifications, music player, browser)
Any adjustment to a system setting freezes phone for 15 seconds
Laggy
Good modem (signal strength, fast wifi)

So this modem gives the band selection option (you already know that). But I haven't seen that menu in months!

i came across this thread as im looking for a desktop widget to turn lte off on my att note 3.
theres a few reasons for this. I hadnt thought about battery life until i read this but it cant help but increase battery life. this is because lte and hsm are two different radios. the gsm will always be on to controll the phone and sms functions and i believe the mms functions.
but simply here in the bay are most areas hspap seems to be faster.
lte upload is always faster and it penetrates buildings better. but i switch back and forth and do tests all the time.
this is a very urban area and hspap seems to have 5 bars a lot more than lte.

ill do a random test for you from where im typing this.
hspap 7.13 down 1.10 up. 5 bars. lte 4.12 down 3.76 up. 3 bars.
and as soon as i get to two bars lte seems to throttle below 1 down and stays at 3 up.
whereas hspap never goes below 6 down until its lost reception.
so anyhow i switch between the two without a rom by doing this
*#*#4636#*#*
device then i change the radio from lte/gsm auto to gsm auto.
that works immediately
now all that im lacking is a simpler one click way to change the setting.

my need to change the band is so that i can get out of the perpetual "H" or "H+" mode that eats my battery like no tomorrow.

If you are using the ATT network, then I'm afraid you are stuck with the automatic band selection you are seeing now.
ATT networks are RAT restricted for this generation of device, and manual band changes cannot be made, regardless of the ROM you are using.
How nice it would be to drop back to an edge 2g connection at work and enjoy the battery life, like I could only 1 year ago using my inspire 4g, But the note will not allow it on this network.
Several other networks are able to change at will.......(C'mon ATT !! Seriously ??)........sorry......g
The Collective Room has a 4g(I think modem)on it works good but I like Rootbox better not 4g do http://d-h.st/TYO or look around cheers!!!!!!!!

Its screen time/ brightness that eats battery. Why would H to H+ affect the battery? That change is an indicator of signal strength/distance to tower not what your modem is doing.

That's what I was thinking. Kind of noob around here and with this whole rooted and rom thing but I'm liking it. Haven't had alot of time to search around but is there a way to change the screen time? i know the brightness yes but wasn't sure about screen time. Sorry if a stupid question

Change screen time by using screen less.
Less brightness is easy using the slider on the status bar.

While i agree that screen time has a lot to do with this, i am talking about battery being eaten away without the screen being on - like 6%-12% drain per hour range. This is probably network related. For example, in my tests, keeping the radio on an LTE band would induce such battery drains. For comparative purposes, on the blackstar xi rom i was on before, battery drain was ~1.5% per hour range when screen off.
Just in case someone is wondering, these numbers are based on fresh installs (after full wipes x2) of several of the latest 4.2.2 roms (the latest (3/13, i think) collective rom included). the brightness is set around the 10% range. and the percentages are taken after the rom has had a chance to "settle down" (i.e. maybe 5-6 hours into it).
Also, in case someone was wondering, i have tried resetting the battery stats when installing a couple of roms (although this should be a non-issue) without any effect on the battery life.
Furthermore, there is a preponderance of evidence to support the 3g/H/H+ battery saving method (for quick summary, google *#301279#)

Edit: Another thought is CPU usage - and ive tried underclocking, trying diff kernels and governors just to get marginal benefits.

What baseband are you using? Try installing a Canadian ICS baseband/modem and see if that allows you to change your bands. They are not locked like ATT modems.

Any modem that was released with at&t ROMs will be restricted. Canadian released modems or the Singapore ROM modem should allow band switching.

The ROM has the menu selectable band "Use 2G network only", so I think its a modem thing. I used an older Bell modem last year, and it had the service menu unrestricted.

Sorry if this has been talked about in the past but trying to find a true fix... if available. My wifi has gone haywire over the past week. I have flashed a few different roms and the same thru and thru.. My 4g is way more reliable than my wifi. I thought maybe it was my router so I reset that and modem at home.. no change. I am currently running Trents Alliance Rom with stock kernel which btw is an amazing rom... thanks devs. Its 4.1.2. Hoping someone has an answer. Thanks in advance.

Alliance Rom wifi has always worked flawlessly for me. Here's what I would try:
1.Download a wifi scanner from the market place and do a channel search and see how many other routers are using the same channels. Also, are you using any other wifi devices in close proximity of your router? I.e. 2.4 ghz wireless keyboard or mouse?
2. Routers do produce heat...if they are in cool well conditioned areas they usually last a long time. If they are kept in highly elevated areas in not so cool conditions, the life span will decrease considerably.

Ty. No wireless mice or keyboards close at all. This is everywhere I go and use wireless including optimum wifi hotspots or friends routers etc. Signal is strong but just very slow. Was downloading from market last night full signal wifi and took 5 minutes for a 8mb app. Flipped off wifi to 4g and bang instant.... my router isnt in a hot area whatsoever. I read online there were some known issues with wifi on note 4.1.2 but cant find a solid answer besides flashing a 4.1.1 gt7100 file but saw many had bigger issues after that. So kinda at a loss. Thanks for the input. Ill try ur 1st idea this evening and go from there.

Are you using the latest firmware for your router?
Edit: I just saw the "it happens on other networks routers too...I'm really stumped on this one. The only other thing it could be is the phone...or, what case are you using? Have you tried to connect ect with no case or nothing surrounding the phone?

Its funny u mentioned the router firmware. . I came home and updated it. We will see what happens. I googled it and again it seems that many are having an issue. I never experienced the issues in the past. Idk what it could be.

Same problem - Very slow downloading/uploading using wifi
I see you posted your question back in October 2013. I've had the galaxy note 2 on Verizon for over a year and since the last Samsung update my phone on Wifi is extremely slow opening most applications, downloading pictures/videos from any application and uploading pics and videos also. Not sure why because on my phone states my wifi download speed is 65mbps. I've cleared all cache, even the cache partition, and turned off power saving mode with no luck at fixing this problem. Has anyone, considering how old this thread is, figured out how to actually correct this problem?
I'm running the 2/3 build of CM nightlies and, ever since the 2/2 build, my network seems to constantly be on Digital Roaming even when I know I'm in an area with service. I also have roaming off and set to "Home only" in my settings. Anyone know how to fix this problem?

In the same boat as OP. Already tried updating the PRL and profile, disabling roaming data, changing to Home Only, disabling LTE, setting the PRL to LTE/CDMA auto, and forcing it onto the PCS 1900MHz band, but it's staying on roaming.
The odd thing is, it's only roaming on data and not voice/SMS service, according to the info in the Testing menu, and it's only roaming on CM11 (it was fine when I restored my backup of stock to update the PRL and profile). Haven't been able to come up with a solution, anyone find something that works? I'm hesitant to call Sprint considering it's fine on stock.
I'm having the same issue. I saw this on an alpha build of Pacrom. After an extensive night of testing and testing, the conclusion is the phone SAYS it's roaming but in actuality it is not. You are on Sprint's network. You can test the same way I did. Open your sprint data summary and record your used data. Now download an app, say maybe 5 mb on the "roaming." Wait half an hour and then refresh your data summary page. You will see am increase in used data, not in roaming data. So there's simply something wrong with the phone which is causing it to believe it roams when it is not.

My service is notably different though: less reliable, slower, occasionally giving false positives about data connectivity, unable to tether. I've confirmed this by flashing a Sense-based backup, it's definitely the ROM, not my service or phone. The 2/5 build hasn't fixed it, either. I'm going to try and flash it back to the 2/1 build, but is there any reason why this could be?
This came to mind when I saw this thread.. Apparently it's known and only cosmetic.

Service(data) has always been shaky/rocky on non-sense based roms... Battery life as well....

Sure, I've been doing the custom ROM thing for a couple years, jumped off Sense as soon as I got this phone on release, I'm well aware of differences in service. But there's a difference between "shaky/rocky service" and "basically non-existent service", even compared to the CM11 nightly a couple days ago. I have to wait a couple minutes to just load google.com in the browser, it's ridiculous.
I see.. that one is a problem. I hope you get it resolved.

I am in a known roaming area right now and I am showing 3g now. So maybe things are just switched up idk......
