I have ICS 4.0.2 and the image quality is crap. The pictures I take are all blurred and have a lot of noise.
Is there a way to reduce compression or otherwise improve quality?

u can try some third party camera app from stores and see
Camera Fx, Camera ICS+, Camera360(only still photo), U-cam etc.

Not sure, I've not recorded video before...
What looks to have improved? The actual quality or is it the resolution that has increased?
Camera pictures seem better (quality), I have noticed that.
The framerate seems to have improved and it's much more fluid.

Just recently tried 360 Camera app. Looks pretty cool, however I'm not certain it has full control of the camera.
Question:
The app has the ability to save photos as high quality, medium quality, ect... I see the saved image size is in fact larger, but the PQ doesn't appear to be any different. I'm wondering if this is due to NR or that the camera app isn't able to provide any advantage to the built in app. because it doesn't have real control over the image captured. Meaning the camera applies compression NR internally.
Does the camera app. have the ability to avoid or reduce picture compression?
I also noticed the camera app. doesn't provide macro photo capabilities and the EXIF data is lacking. Not the same level of detail captured by the default camera app.
Anyone know of a better app. or if the app truly has control of the camera?
Any input would be much appreciated.

I checked the link, and I decide to save my comments after I actually used it.
Nice links and I went ahead and tried some of these other options.
However, none of this answers my original question. Does the software have full control over the camera, to the point it can actually apply the Jpeg conversion to the RAW image?

Was reading a thread on why ICS. Some mentioned better photos and uncompressed jpg files.
When I first bought the phone, it was recommended to try 3rd party camera apps because they didn't compress the jpg. I gave those a try, and yes photos weren't compressed, but I saw little benefit.
Can someone with experience provide some insight? Are photos really better on ICS or is it similar to photo quality from 3rd party camera apps?
I'm wondering if Sony can defeat compression before the 3rd party camera apps.

Dont know that is it better then 3rd party camera app or not. but in ICS photo quality is better then GB. but in GB u can record video quality better then ICS in ICS Video Lag which is irritating for me...in GB install Camera 360 now u can capture pictures in good quality but for ics i dont know how to record lag free video in HD Resolutions

I think CM 7.2 also has better camera

I've been messing around with ICS for a while now, and to be quite honest, I haven't noticed a difference in photo quality apart from a slight improvement in macro images.
However, as previously mentioned, HD video is awful! It lags very frequently, but when it is smooth it's the same quality as in GB.
I prefer the GB camera app though, much more to mess around with settings wise, if someone finds a better replacement app then please link me it :')

I've got an xperia mini on ICS and, although it's not my main phone I still carry it around for it's pure small-factor-size. Just seems to fit anywhere.
The only thing I'm not impressed with is the video recording. It's S**T. Camera capture is pretty decent but the video recording is so blocky and jpegy it looks like its been compressed to play on a calculator. (and yes it is set to high quality in settings)
Now I don't believe this is the best the camera module can do. Is there no kind of app that can capture raw data from the camera and not compress it quite so much?
Am I asking too much?

And there has been many camera mods that modify the quality which one do you recommend?
Stock camera
Sony block out the controls on third party apps so in terms of quality using the manual controls on the stock camera is the best way to go.
Not if you unlock your bootloader, in which case I think most other camera apps work better than Son'y camera.
I've tested Google camera and Open camera, and both gave good results and better than stock, on unlocked bootloader of course.

On Aosp/Cm based roms when controlling iso results in lag which makes viewfinder unusable...and in stock roms i guess procapture/open camera are the best since they allow you to use scenes in full 20mpx mode.

In my opinion, the stock camera is the best.
Although it normally takes photos in 8MPx (you can change that in kitkat) it has the fastest focus.
However you may try the HTC's camera (available in themes&mod section here).
It takes 20MPx pictures by default, but you can't really want more from a pic that the hardware offers.
