It's there a way to let Google Now work without having to give them permission to track your location?
I'm one of those paranoid types who hate being tracked for no assistant reason.

Well I guess you'd miss out on a lot of the features but you'd still get voice searching and those things, but would this work?
Go into system settings and find Location Services, uncheck those boxes they're used to pinpoint your location (Google location service, GPS Satellites, Location and Google Search). Try that or maybe two of the three. Never tried it myself so dunno how it would work

I wish I could disable mine. I'm tired of bumping the search and it coming up.
I used titanium backup to freeze mine.

Titanium Backup has a "profiles" feature that is is described as allowing different user profiles for game progress. I've never tried it but it might work though I'm not sure how that would interact with the FB account on the phone.

Probably best to dl and use root explorer etc to see what updated date wise for specific folders, haven't tried yet but should be easy..

Android/Google maps/cache..
The files are not named anything that you would recognize but time and date confirms, also it looks as tho offline storage auto deletes itself in 30 days. There is an older version (Google Google Maps 6.8.1 ) which allows storage and real use of offline maps using other apps..rnmaps I think..

I'm having network location locator running from Google maps. It did the same thing last night. I haven't run maps. Would Google now have anything to do with this? Any thoughts?

Lot of apps use it, I just freeze Google maps, don't use it.

Yes. For Google Now to do its magic, it needs to periodically check your current location. It uses Maps for this. There's an option in the Maps settings where you can disable the updating of your location automatically if you desire, but then Now won't be able to alert you for traffic conditions, local weather, bus stop info, nearby sports info, etc. Although you can set most of those things manually.
Every so often I get a different on screen google message during phone calls; e.g. "you lost me at java" or, currently, "what a wonderful world."
Does anyone know what's behind these aphorisms or from where they are pulled?

That should not be any part of the rom. Sounds like you have a rouge app causing this.

Here is a cropped screenshot during a call with the contact info cut out. I realized that it only happens when I'm calling a contact whose gmail I have stored.
Might it possibly have something to do with gchat or the gapps package?

I would have thought it would be fairly obvious if you don't use it, freeze it (I prefer this to outright removal, just in case you get rid of the wrong app). Like Google Search/GMail/Talk/etc, they're not exactly critical system apps.
