You can use 7zip to extract the 2 apks from the zip. Phone.apk and HtcDialer.apk. I don't know much about non rooted devices, but I assume you can push the apks to system/app without root(?)

No. And doesn't this use the patch? Anyways, this will NOT work on root your phone. Just root. It's fun
