Yes, i717 is i717 regardless of carrier. Might use different radio or APN but you can use either for either

They will most likely use the same rooting methods.
Possible the same ROMs
And it's possible they may require a different kernel.
It's really hard to say though. Your best answer is to look at previous Rogers / AT&T phone development on Samsung phones. I really hope they share the same ROMs.
They NEVER use the same ROM but it is not to say you can't interchange ROMs. Sometimes, there is some very small hardware differences as well. They have different product code as well. By all means, they are not the same phone.
I have owned several rogers phones that are also on at&t i can confirm that so far thy have been identical only major difference is one has at&t crap and one has rogers crap. As far as Roms they are usually the same.

Are the Bell and Telus versions also interchangeable with the at&t version? With regards to both development and general network use (voice, UMTS, LTE...)
Reason I'm asking is because those 2 carriers don't brand their phones unlike Rogers and at&t. The Streak and international phones have spoiled me in that way.
That i can't say forsure but my guess would be they are all the same. If anything the kernels may been to be changed depending on your network

THe Robellus ones will have 1700 AWS LTE whil the AT&T one does not include these frequencies, or so is the norm on most devices according to what i have heard

I think this will be the forum for it as well, in the Captivate section we support Rogers Captivates, and the only difference really should be differences in the Rogers ROM and ATT ROM, all the underlying hardware is the same so in the end they should wind up being compatible.
Yeah all the bell, telus and Rogers as well as at&t are the same phone.

Just the fact that the Canadian models have a toggle for LTE/HSPA+, have the NFC activated, less bloatware, stock Samsung box and accessories etc.
Not a big deal, but definitely a differently packaged product for the same model phone. And in the case of the Bell Model, no carrier branding.

Sprint will have sim cards for LTE. Still, this isn't likely. Even if it did work, a you would have is data. Your note cannot use Sprint's voice network.

FYI; The recently released Chinese version [Samsung SCH-i889 Galaxy Note] is CDMA, band compatible with Sprint/Verizon, as well as GSM.

Neither the i717 or N7000 models are CDMA band capable.
Note; Even if for some hypothetical reason they were LTE compatible and Sprint had a SIM, you would never get Voice/text.

but i am on atat lte

Are you talking about if yur in the right forum? If so then yep this covers all of the i717 models. Just have to double check each roms dev thread to make sure itll work with your model

So im looking at getting the MetroPCS branded Samsung Galaxy S3 but I really dont like touchwiz. I have looked around for ROMs for it but all I can find are the flashed phones from Sprint. So are there ROMs in the works or should I use the ROMs for the Sprint Branded GS3?
You can download a 3rd party launcher.
That way you don't need to use touchwiz.
