Download HTC Sync (assuming you are connecting from Windows). It has the drivers.

If you're in windows 8, I can give you the drivers you need to have adb enable without having to install HTC sync.

EDIT: I've uploaded through "My Android files" below the win8 drivers. You need to extract them to your desktop and install them through device manager in computer properties when phone is connected in fastboot mode. Enjoy them!

No it's not. Did you install HTC Sync? If you did, uninstall it again and see if it work. The drivers will stay there and otherwise HTC Sync might interfere with ADB.

You need to be in fastboot mode to unlock your bootloader... Then connect your phone to your pc, open fastboot program and type : fastboot oem flash Unlocktoken.bin

Try downloading flashtool
Then browse into the driver folder inside flashtool folder
There an exe inside open it
Just check all the boxes.
Its the easiest way to install sony fastboot driver

what do u mean what app am i using?
Have you installed the sync program for your phone? If so ensure it is NOT running and try then as it will grab the USB ports before you try using adb and fastboot.

i dont have the sync program of sony. and its still doesnt work.
You may be as well to uninstall all drivers for phone, reboot your system and install drivers afresh, even connect phone and in your systems device manager remove the phone device from your system.
Sometimes drivers can get cross references when installing multiple times

i try to remov all the driver but its still doesnt work.
i dont know what eles to do.
Another option is if you have access to Windows XP 32bit as I have heard of problems with 64bit etc

I know ADB doesnt recognize it in the fastboot menu, just the beginning menu so that's what I'm doing. How can i get ADB to recognize my device like fastboot does.

having the same issue. I can issue commands through fastboot and ADB commands when I'm in recovery but not when my phone is fully booted.
Try going into slept dev. settings turning adb debugging off then back on

Not sure what "slept dev. settings" is (typo maybe??). I have on/off'd dev settings and check/unchecked usb debugging a alot of times to no success.
Here's the cure all....I'm assuming you have the lastest SDK and have yor ADB folder set to something simple like C:\ADB and I'm also assuming you are running Windows
I had the same issue ....initially I had no issue in ADB and I was able to do the CIG change and unlock on HTC Dev..but later on I installed HTC sync drivers and from then on no matter what I did only fastboot commands worked in recovery...ADB did not in recovery or when my phone was running normal.
So...uninstall all htc SYnc and driverin programs/features on oyur laptop...reboot your laptop. on the laptop download and instal PDANet 3.50 (its free). it will prompt you to connect your phone and will install a proper driver (and also throw the pda net 3.50 program on your phone). Once you have successfully installed it, ADB should work perfectly for you.

This didn't work for me... PDANet gave me error 103 when i connected my phone. I have uploaded the image.

yeah, whatever Windows or other HTC driver you have that install for thephone is still on the laptop and that will conflict when installing.
You get PDANet to install successfully your ADB will come back.
In your programs and features make sure HTC SYnc AND HTC Drivers are unisntalled.
No idea if Windows 8 is more of a pain..I'm still on 7
before anything else, make sure your sdk is updated to an ics or later level
i just update the sdk whenever google pushes an update

With your phone not attached..
Control Panel- Programs Features...when I had HTC Sync installed I had to uninstall that AND the program entry for HTC Drivers as well.
You can then also use USBDeview..sort/toggle by Last Plug/Unplug and uninstall any Android drivers you see which could be conflicting.
Reboot, Install PDA Net and attach the phone when prompted. Also accept the driver even though you get the warning that it isn;t digitally signed from JuneFabrics.
This didn't work I'm still getting error 103 Android Device not found
Update:
I got Pdanet installed via putting the phone into fastboot mode and installing Pdanet on the computer.
I did notice that when im in fastboot my Android adb interface (in device manager) popped up but when I left fastboot mode and went to the bootloader my Android adb interface went away, this may be my issue with adb devices not working i think...

i am currently having this same issue. i did as you did and went to usbfastboot loader and tried installing pda net. i also saw the same adb device pop up but my install is stuck at installing pdanet phone and not moving. did you leave it in fastboot mode or did you reboot back?
I received my replacement DNA last night and I am unable to get my Windows 8 laptop to recognize my phone in adb mode. I had no trouble with my original. Here is what I have done to try to fix it. I have downloaded and re installed htc sync, updated the drivers and uninstalled htc sync. I also re downloaded the platform tools and set it up on my c drive again. Any ideas?
It has to be a usb 3.0 port. Switch to another port on your computer. It needs to be usb 2.0

Yeah I tried that too. Its weird when its booted normally it can see it and be rebooted to fastboot. But after that it cant see it anymore. I feel like I'm forgetting to do something simple lol!
Booted normally adb devices should recognize it
Booted in bootloader adb devices won't recognize it
Booted in fastboot, fastboot devices should recognize it not adb devices
Where are you having issues. I guess I'm confused.

I got it. Bootloader unlock great success! I was simply having a brain fart. Thanks for the help.

Remove and reinstall htc synce manager (and HTC drivers) and try again with htc sync manager closed
still having the problem
Try a different USB port, unistall drivers, reboot and then install (if it still doesn't work try an older version)....... The older ones should work (im using older drivers as I also had this problem) if still not then use a card reader

I don't know why you did this "google usb drive installed". I don't see anybody and myself said you need to install google USB driver. You need HTC USB driver

I asked and told you before ... check Device Manager, do you have My HTC under Android USB devices but you never answer that
Also check whether you laptop USB is USB3.0 or USB2.0; fastboot has problem on USB3.0
The vertical bar on the side is indicating that it is flashing something. How did you get fastboot usb now? Did you try my guide?

If you don't have those fastboot will not work, try a usb 2.0 port and let the driver install before you falsh something (the HTC driver not the google driver)
Then can I just flash the hboot 1.20 ruu for cid_044 to automatically restore stock recovery?

I have a sprint CDMA evo 3d. Somehow I bricked my evo 3d. I had an older version of viperRom and tried to install the newest version and its bricked , just locks up at the HTC start screen. Tried to revert back to the older version and still bricked. At this point I'm just trying to unroot and go back to stock in hopes of that working.
I think its an issue with the drivers and my PC.
I'm on hboot 1.5 and its unlocked. I have windows 8 (but also tried this on my win 7 pc) ..I downloaded HTC sync and uninstalled. I have SDK tools with all the updates.
I go into fastboot on the phone, it shows fastboot USB and then my PC recognizes the phone but tells me there's a problem with the driver. I manually select an android ADB driver I have (I have win 8 in the mode that does accept unsigned drivers), it says everything is ok. But then a few seconds later the phone 'disconnects' and doesnt show 'fastboot usb' any more and says there was a problem.
Anyone have a driver I should try or any other suggestions?
Update Windows to 8.1 and the problem should be fixed. There were some problems with Windows 8 USB drivers.

I have windows 8.1 , but also tried this on my windows 7 computer. I had installed the rom a long time ago, if i recall correctly I had to change a setting on the phone to enable adb to recognize the phone... But obviously that is not possible. Any suggestions?

I can get into bootloader / fastboot / recovery. But something is messed up. I've tried flashing new ROMs...the flash is successful but it wont boot...still gets stuck on the HTC boot screen
You need to make sure dumlok is on or flash boot.IMG through fastboot
Just read you cant connect to PC
....try uninstalling HTC sync and updating drivers, reboot....hopefully that helps

I've seen it work successfully for many Windows 8 users. I'd imagine it will work on 8.1 as well.
You must make advanced reboot from settings and disable the signature check on drivers. Open settings from right corner of the screen and choose the last options, I think you will find it easilly. I' m not near a computer to tell you exactly the steps, the f7 key is what needed on advanced boot. After it will get the driver installed. That worked for me om gsm model.
