After update newest android 4.0.2.A.0.62 can not root,i try with all possible root tollkits but with no positive result.

Look for thread under xperia. There are few rooting solution for .62 firmware.

Hey guys, so my neighbor wants to try ics unofficial and cm7 on his xperia mini but bad luck was on his side when we found out that his phone was over 11w29.... so he asked me if i can ask you guys your best suggestions for NOT-Unlocked BL for xperia mini... as well as an ics theme as well.. thanks in advance and i will inform him your suggestions i have a W8 also a not unlocked Bl phone, but still got the cm7 gingerDX update. but my main phone is samsung galaxy SL

Does he have an Xperia Mini, or an Xperia X10 Mini?.
If it's the X10Mini (E10, robyn) then Gingerbread and ICS are out of the question on a locked bootloader.
If it's an Xperia Mini (2011 device, forgot the model-number) then you're in the wrong forum

There is no official update other than 2.1 eclair.

best way to get ics on your device is go to xperia x8 section choose the rom and download nAa ics 04 kernel after that you will get taste of real ics. the w8 and x8 are the same so you will be able to install it.

What do you mean by updating it? What are the procedures you talk about?
Use Sony Update Service if you want to update from 2.1 to Gingerbread but back up your data first.
You can also use Sony PC Companion to update your software

@huddlestone2013. It depends on what exactly u want to do...?? If you just want to update your x10i just go with the sony pc suite and update it .
Insted it you want to put some custom roms, then first you need to root your phone/unlock your bootloader, then select any of the awesome roms provided in the development thread.
