Read I can do this with s=on and relocked bootloader.

Hi there,
I have rooted my Legend last year with HBOOT 0.43. Yesterday I wanted HBOOT 1.02 for CM10, so I followed procedures on htcDev. Now I have HBOOT 1.02 but I'm stuck on boot and can't get to recovery (it always says error: device offline or something like that).
For what I found the solution is to downgrade and root again, but RUU_Legend_HTC_WWE_1.31.405.5_R_Radio_47.26.35.04_7.05.35.26L_release_126592_signed.exe gives me error 140.
Have u tried to unlock ur bootloader?

Since you have how done the hboot update to 1.20 have you followed the clockwork mod "s-off" recovery yet? You NEED to do this or you can not get into recovery. You will find it in the developers section.

You didn't read my question, my question was have you done the clockwork mod s-off recovery yet? You are h boot 1.20 so you need to do this or you can't get into recovery mode, look in the development section for clockwork mod recovery and follow the s-off instructions.

Did you actually finish the unlock procedure on Htcdev? Updating hboot is only the first part, after you have to unlock bootloader so when you go to fastboot it will say something like this
Unlocked
S-On
Hboot 1.20
Blah blah blah
It looks to me like you are still in lock mode.

Solved.
I had tried a CWM build and decided to go back to stock as there were issues with the keyboard.
I have RUU_Puccini_LTE_Rogers_WWE_1.26.631.4_Radio_1.05.550I.09v2_30.68.550I.12_release_219377_signed
I re-locked my device and when I run the RRU it fails "Partition Update Failed" error and it is the SBL1 partition

ERROR [152]: IMAGE ERROR
One of these error messages will appear when you use the incorrect RUU to update and the image file size is larger than the Flash ROM size. In this case, download the correct RUU version and try again.

Well I know you cannot flash a boot.img through fastboot unless your bootloader is unlocked or you are S-OFF, so that explains why that fails.
As for the RUU failing to run, try running it while in fastboot. Also, try re-downloading either of these Roger's RUUs:

Sometime ago I was able to install android 4.3 using the moonshine method. After sometime, I decided to go back to stock. I followed a tutorial on how to get back to stock RUU.
-Entered Boot loader, typed in cmd prompt "fastboot oem lock" received the word that lock was successful.
-Proceeded to run the RUU executable file 1.15 but received the "158 error"
Now my phone has been wiped of any OS since I relocked the phone, but it still says "moonshine s-off".
I tried to use TWRP recovery adb sideload the proper hboot file to match the RUU but get this message

There use to be a command you could enter to lock it. I would message phaded and ask him for the command sense the zip isn't working.

download that, and then boot into fastboot usb mode, and
fastboot oem rebootRUU
fastboot flash zip SENSE_5_RUU_ROM.zip
it is essentially an RUU but in zip form
WILL WIPE DEVICE (INCLUDING SDCARD)
if this doesnt work, do an @"my xda handle" and ill come back to this
also the only way to flash firmware is through fastboot, made that clear in my instructions, if you got the download from my thread, if you didnt well... now you know lol

I am not a dev but it looks like your bootloader is locked. your cid should be all 11111 or all 222222

I take it that it worked?
I used the RUU to revert completely to stock a couple of weeks ago which reverted my rumrunner unlock and S-OFF to re-locked and S-ON status. Today I tried to gain S-OFF and unlocked so I could flash one of the new sense 6 roms, but I cannot get it to work. I used rumrunner to do it but rumrunner only S-OFF my device. My HBOOT still says relocked. Fastboot is not allowing me to flash a new recovery so I can gain root and I get an error when I try to fastboot oem unlock.
When I flash recovery I get "FAILED <remote: not allowed>" error.
When I try to fastboot oem unlock I get "<bootloader> [ERR] Command error !!!"
If anyone has any solutions to this it would be greatly appreciated.

The solution to this problem can be found here, just install ROM Manager and flash CWR from there. Fastboot commands still don't work however.
Hey all!
I have an HTC One M9. I tried to run an RUU for my phone earlier, but the RUU gave me an error 155. I searched for the solution and found that I needed to lock my bootloader. I locked my bootloader and got the relocked status. I tried running the RUU again and it still gave me the same error 155.
Unfortunately, relocking the bootloader wiped the android system and the TWRP recovery too, so that when I try to go into recovery mode, it gives the error, "Failed to boot into recovery mode."
I tried flashing a zip file using fastboot oem rebootruu and then, "fastboot flash zip rom.zip", and it gives an error like
"target reported max download size of 800000000 bytes
Invalid sparse file format at header magi"
So, I'm totally stumped now
If anyone can present any solutions, I'll be extremely grateful.
