I have a HTC Evo 4G LTE, it is currently rooted and S-Off.
The HBOOT is 1.12.2222
The Radio is 1.12.11.0009
I am running JB 4.1.2
I have no problem with the ROM that I am using, but my phone calls get dropped all the time.
I am hoping that by upgrading the software, that this will stop.
My question what is the best combination of HBOOT & RADIO will run best with JB.
We recently got 4G in the area, and I am excited about upgrading my software,
the issue is to what.

Software is your ROM. You need to update your firmware (radios).
I would update your firmware to the latest version. You can always downgrade if it doesn't suit your needs. I also suggest updating your profile and PRL (this must be done on a Sense ROM).

I have been reading about these updates and I am curious about some things.
Sorry if I come off a bit noobish here. I am frustrated by the inability for the phone to pick up an lte signal on its own (without me changing from CDMA/evdo to CDMA/evdo/lte or turning on airplane mode.)
I am thinking from what I've read that the new baseband addresses this problem. Since I am on hboot 1.15, I would need to unroot to get this and then reroot again if I'm not mistaken. Or would flashing a stock ROM with the 2.13.651 give me that even though it does not show a change in my baseband?
I love the phone and the ROMs that are available on it, I just wish lte was easier to keep.

The radios are supposed to have improvements with picking up and holding an LTE signal. However, in my experiences new radios don't really ever help all that much.
Since you are on h-boot 1.15 you would have to unroot and either OTA or RUU to get them. Be aware that they may find an S-OFF for h-boot 1.15. Accepting the OTA or taking the RUU will bump you up to 1.19

No don't unroot. Just simply flash a stock rooted 2.13 Rom and flash New firmware through recovery. Don't think you can with 1.15hboot ill have to check.. but don't waste your time and effort. Simply dl and rooted stock/custom 2.13 Rom and you'll be fine

No he can't do that with hboot 1.15. If he wants radio or firmware he has to unroot. Thats why I told him that.
I personally don't think its worth doing so, but thats not my call to make. I gave him the facts and will let OP decide what he wants to do
OK. Next question, I prefer aosp ROMs to stock. I'm currently running PA.
Does this mean I will be using the airplane mode method for a while if I want to enjoy lte?

Did a quick search on this and came up empty. Background: I don't ever need to update radios on my evo 4g. I don't know if I should update the radios on my gf's 3d. She has had the phone for over a year and a half, I rooted the phone the second day she had it and I think ics was pushed out shortly after I rooted it (it was still running gingerbread from the store). I have flashed an ics rom and things seem to work okay but I was wondering if I should flash a different radio package and if so, which one should I flash? There are so many and I am not sure which one I should use. Right now the phone is running:

I also attached a copy of the hboot version for reference. Bottom line, carriers release radio updates for a reason. It can't hurt to flash them when they are released.

Stock os upgrade includes radio updates also. The safest way to update to latest radio is update to stock ics sense 3.6 and then carry on your custom ROMs.

I should say I have upgraded radios on the og EVO but it has stopped getting updates therefore, no new radios.

The latest radio with ics sense 3.5 has many fixes and calls for no need of further radio update. EVO's radio is well balanced.

We dont get new radios anymore either. If ur not on the latest, then flash the last RUU and restore her backup.

Never flashed a RUU before... Is that a stockROM? Will I lose root or s-off by doing this? Is there a guide you could recommend that I could read that could help me through the process? As for restoring a backup, do you refer to her data backup?
I also wanted to put the latest recovery on her phone. Which would that be? What recovery are most of the users using? Thanks folks!

Now I'm s-off with hboot 1.19 and all I did was update to the latest radios. I'm more inclined to believe that that's all I need to do. My friend on the other hand says I should take the OTA or run the latest RUU, get everything including the hboot, then unlock the phone again and continue as normal. His reasoning is because he claims that the phone works better with the latest everything rather than just the radios. Is there any validity to his argument or should I just ignore him.

I'm on hboot 1.12 s-off I just flash the updated firmware when it becomes available my phone works flawlessly. As long as you are running the DR hboot 1.19 you are good to go
I'm not an expert but what I do know is you NEVER want to take an ota if you're rooted. Also upgrading to the newest h-boot is only asking for trouble. Who knows what HTC has up their sleeve. You don't to end up getting burnt. I am on .19 and have the latest radios and firmware and all is working perfectly.

I am now venturing into custom ROMs, one thing I realized that I have not taken ANY OTAs in a at least a year and a half on my sprint EVO 3D. So, my System Info is as follows:
Android Version: 2.3.3
HTC Sense: 3.0
Software number: 1.13.651.7
HBoot 1.40
I was looking into Cool ICS Rom, but it says I need to have a newer firmware and HBoot 1.58
I am not sure how to upgrade my firmware?
Can someone please point me in the right direction?

Try installing the firmware only zip of the latest ruu that should work 1.40 hboot shouldn't stop you from installing a ROM in fact I don't think any hboot can don't quote me on that

Okay hboot versions can be incompatible with different roms. Here is a general rule of thumb for cdma (sprint) 3d's. Latest firmware seems to work with every rom. Older firmware will not work with htc's ics roms.
Hboot 1.58 - works on htc's ics roms
Hboots 1.04-1.50 - works with htc's gingerbread roms and source built roms gb, ics, jb.
Now some of the custom htc ics roms will work with any hboot.
Always read the OP and check for requirements. FYI of you are s-off than you can change Hboots without much hassle. I will do a write up on hboot flashing.
Also if a rom wont boot or bootloops after installation it is most likely wrong hboot or you are using old firmware.

My Evo 3D's been sitting in a drawer since I got my One X when it was new, (then a Note II, then a Note 3) I'd like to use it as kind of a 3D toy.
It's got the Virgin FW, but I don't remember if that's a bad thing or not. I'm just wondering what's the latest version of Android I can run (and keep the 3D functionality) and do I want to flash a different FW? (and if so, how?)
If you have the latest fw you should have the latest ICS version

Is the Virgin FW a detriment?
I have S-Off and HBoot 1.40, I'd like to try an ICS+Sense 4.x ROM, but it says 1.5x is recommended. How would I update to that without breaking root?
Updating won't break root. You can update hboot by It's self since you're s-off. But I think you should update your recovery first. 4ext has always worked for me. Also If I where you I would update firmware to sprints latest . But don't matter if phone has no service.
