Considering that the i545 bootloader has not yet been unlocked and that there are custom roms available, a safe answer would be no.

My friend just upgraded to me7 the night before I was going to root his phone so I was wondering if just flashing a stock tar would work. I have barely worked on Verizon phones only heard how terrible they sre on unlocking bootloaders

I bought my s4 on line with little info on it it was rooted but running stock rom how can I find out what bootloader it's using

You can't always depends on the baseband to match up with your bootloader.
To be sure of which one you have get the app phone info and scroll down a little it will tell you exactly which bootloader you have
