Am looking for an APN app to run on ICS 4.0.4 that I can set to change my signal from 3g to 2g at a set time and also connect and disconnect my data connection e.g I have an almost non-existent 3g signal in work so would like to change to 2g during my working hours.
Is there an app that can do this??? Any help is appreciated
I think direct switching via app is not possible due to android design.
But give 2g-3g widget a try! This shows (as a widget) which connection is currently established and leads directly to 2g/3g-settings when clicked.

I believe you can change it manually at Settings->wifi & network settings->Mobile networks->GSM-only (2G) right?

That is right, the widget just gives you one-click-access and shows current status of data connection.
I just mentioned the widget because kersey was searching for an app ...
after flash some rom my cell phone 3g speed very slow, just 20kb/s
but i change to old rom, the speed also very slow too,
is any boddy know what happen with that ?
your data connection has everything to do with your data provider, and nothing but connecting with your phone. Set your data connection to gsm only see if it improves.

APN settings or something
I know using my Amaze 4G (AT&T medianet APNs), I get only 9kbits/s up 1000 kbits/s down using the Speedtest.net app.... going through a browser and trying a download tester site, it goes around 1000kbit/s each way.... when I tether, Speedtest.net app on my tablet says 1000kbit/s each way
What does "wifi n force tweak" mean? Is there a toggle or what?

Standard WIFI speed is 54 Mbps for 802.11g standard, if you have WIFI N enabled router (2,4/5 GHz), you phone can connect with a bit higher speed of 65 Mbps or 72 Mbps .
But some operators in some country disable WIFI N support, so this tweak will force enable it back.
You can toggle it inside tweaks under "Misc" tab.

Simple, try to connect to any WIFI N modem
Also, you dont need to bother about it, 95% of users have no benefit from WIFI N, you dont have that fast internet, even if you do, phone cant process that much data...
battery drainage
Won't the battery drain faster because of the higher speed?
As we all know, set the Network connection to "2G only" safes a lot of battery. When we set to 2G/3G, the device decides eitch network is actually the best choise.
But what is if I set the cinnection at 3G only. Does it safes batter in compering to 2G/3G-Mode?

if you choose 2G then it will save battery but will you crappy internet speed. and if you use 3G only then it will give you high speed internet but less battery life.. so to balance out both.you should keep your mobile in 2G mode when you dont need high speed internet..and when you need internet you can switch it to 3G. i use that trick
so yes..its better to switch manually rather keeping 2g/3g automatic mode
