I would like a ROM that utilizes the full potential of the speakers for loud music playback. I found this feature only on stock ROMS for some reason but I don't really like stock ROMS over Vanilla ROMS. So if it be is there a ROM that is stable that also isn't stock and has loud speakers with loaders of custom settings like the PAC Man ROM and many others?

Maybe rephrase your title question so this thread doesn't get closed for "which is best rom" category. I forget but some roms have audio mods for sound boost (look for something like viper or aroma features which add sound boosters and settings) and or you can use a kernel with such options (usually with the use of a kernel settings app that allows you to control sound levels only supported for that kernel)
See my signature I use what's there and I've liked my audio options. Use that as a starting reference maybe.
As XDA is not a support site, members are expected to do their own, independent research and read was is offered in the development sections.
Try them all, all are good and stable.

Hey I got power amp with equalizer full and I must say, it rocks on GB, great bass and rich sound but I flash ics and the quality sucks bad. Could this b a kernel issue? With the ics or just the developd roms not good music sound wise? What's your take on this?

The ICS roms available for our phone are based on a leaked version. I expect the "official" release to be better in every way including audio. You should however install DSPManager and tweak your sounds a little bit and see if that helps or consider installing the Beats Audio mod.
I use PowerAmp myself and never worry about how the stock player sounds. Installing an Equalizer app or DSP manager will also do the trick to let you tweak the sound to your own liking no matter what version of Android you're on.
High frequencies are less aggressive and more profound.
Bass deeper and more powerful, with good effect no chatter and distortion tracks.
The sound of musical instruments will be more balanced and more natural.
Voice more natural.
In the engine ported audio technology - Xloud and Clear Audio from Sony, Beats Audio and DSP manager.

Yes Mod tested on the latest firmware.
But tested with the stock player.
I've realized that CM10.1 (and up) has much better sound quality on speaker than CM9/CM10.
For example if i set 250Hz to max in Poweramp on CM10.1, I get very deep and clear bass, but on CM9/CM10 I have almost no bass with same settings. So is there any way to get CM10.1 sound drivers on older roms?

Try installing a custom kernel on CM9/CM10 like Siyah kernel.

Maybe it is just a bug with the ROM or app. I don't think it is possible to backport sound drivers into a flashable zip that will work fine on CM9/10.

So when listening to music through the player and when an incoming call is connected speaker that creates a stereo effect. In theory this is compatible with Viper FX and other to sound i think that this patch must be suitable for CM13 and roms based on it )))
Installing
Downloading and install script via recovery, oh yeah do a backup or copy your mixer_paths to something which is located in /system/etc
Does it kill the speaker?
I think for many the question arises - it will not kill you this mod speaker ??? What can I say like this modes have in Nexus's threads and some of Sony's threads . When I enjoyed Nexus 5 my speaker was not killed and the reports of these cases I have not seen, you can do to look / ask around in different themes where there is such modes, but as always - Install this at your own risk because anything can happen

I know that this defies the purpose. However, I would like to check is ti possible to add default MIUI phone and music app to aosp rom (for instance mokee rom)?
I really like AOSP roms, expecially the option of direct reply from lockscreen to notifications (from nougat onwards, but I sorely miss the MIUI phone app which allows of recording phone calls with no additional apps needed, and music app which (in my humble opinion) has superior sound quality (and the interface is nice.)
Any opinions?
