Have you ever been able to send SMSs?
If not, then you probably need to get the Text Message Centre Number from your operatior's website. Phone->Services->Voice Mail and Text Message-> Text messages service centre:
Your ROM could do with updating. If you just want to stay with your operator's ROM, then go to their site and download it. Make sure you back up all your contacts and whatever, as they will be overwritten with the flashing of the ROM.
anyone?
...need to get the Text Message Centre Number .... yup that was done.
I was able to send SMS then after a while they stopped and just sat in the outbox, piling up, then after a couple of days or something, once they were all outdated, they'd all be sent.
This has been a known issue and there was a fix for ROM 1.48... then with the updating of the ROM they removed it and replaced with another fix. Looks like I'll have to update my ROM, yes? No other solutions?
tried installing the hotfix for sms from official htc website?

Hey guys,
I bought an European Razr, but i live in Brazil. Like another ones, i was having some kind of SMS trouble, i was unable to receive, but i could send sms normally. The rom was the EU stock retail rom for GB 2.3.6. So, trying to solve this, i updated to ICS 672.180.33.xt910.Retail.en.EU. The problem persists, but now, i got a new problem : I cant even send sms! Everytime i try to send an sms there's an error. I called the costume service of motorola here in my country (Brazil) , they said that i need to disable the "Cell Broadcasting" but i couldn't find this on settings. So, there's another way i can disable this?
Place : Brazil
Provider : Tim
Android 4.04 - 672.180.33.xt910.Retail.en.EU
(sorry for the bad english)Thanks!

I'm having the exactly same problem! My device is from Europe and I live in Brazil.
Developers, is there a way to disable Cell Broadcasting in ICS?
Many people are suffering with it.
Man, I have finally fixed this issue!
I am currently using ICS 4.0.4 (Vivo carrier). Claro carrier does not have this SMS issue, only Vivo and Tim (I have never tested with Oi carrier).
Just follow the steps below:
1. Open the message settings (default stock message).
2. Enable "Delivery Reports"
3. Disable "Auto-retrieve"
Boom! You're done!
Please tell me if that works!
Cheers!

Ive had my S3 awhile lately, and ive been noticing the UK/Germany, recieve update's first
i know it's a bit silly to change the firmware for this, but what i want to do is this.
i want to replace my original firmware, for the UK firmware, so i can recieve updates first, and not wait a week or two, till my country recieves them

You can flash any firmware but if you want official firmware flashing a UK rom does not mean the next updates go first to the UK .

CSC is not updates its the list of local area network settings .
No you may not receive updates . You need to present the correct codes to the update server and its possible flashing another rom may not get updates ..
There are only two routes
One wait for your official updates .
Or join XDA Developers forum and flash stock rom on day of release ..
Example
Your phone official JB update November
XDA stock JB available September .

Hi people.
After update on 4.0.4 I can not send SMS. I can receive but can not send messages. The message-center number is ok and also the 'packet data' funktion is enabled.
