Just search the dev thread for a stock or stock like rom and flash it.
A non ICS rom won't boot.
You should use 4ext recovery with SmartFlash turned on or flash the boot.img manually in fastboot mode after flashing the rom.

Have you tried to get there via hboot? DO you have TWRP on your phone? if you don't have TWRP get "goo manager" from the play store, you can put twrp on your phone that way, if you do have twrp boot into bootloader and try to go to recovery from there. Any rom you flash will give you root, as long as it's a custom rom

When you go to bootloader, and then select recovery, what is it doing?
Red Triangle
Stock recovery, you need to reflash twrp. Go to Teamwin and download the update for twrp
go to my thread. follow every step. I guarantee this works even on the new hboot 2.09:

Need more info. What did you do and what didn't you do in terms of a normal root/s-off procedure?
boot into bootloader, put it into fastboot, flash custom recovery, preferably 4EXT with smartflash enabled
then boot into recovery and install a rom of your choice(that boots with s-on)
[i'm assuming you are unlocked and s-on right now?]
OR
run an RUU to get back to stock

[Q] Evo 3d GSM boot loop after ROM flashed

Hi, i've a evo gsm unlocked with s-on hboot version 1.49.0012. I had flash the stock ICS ROM, but after reboot it will boot loop. I've tryed to flash boot.img via fastboot but it get <wait for device>. I must to disable fastboot from the phone? But how? Now i can access only in recovery mode. Help me!
download 4ext recovery from here. extract it in the folder where you have adb/fastboot files on your pc. then flash it like you flashed your previous recovery.
now boot into 4ext recovery and turn on smartflash in options. now flash rom you wont need to flash boot.img manually
thanks for the reply. There is a way for flash the 4ext via SD card? Actually i have revolutionary CWM recovery
yes you can but you'll need a rooted rom for that which actually boots. you're currently stuck without a rom so you need to get a rom to boot.
you dont by any chance use windows 8? it has some issues with drivers and establishing adb connection to phone
ok i've install 4ext via fastboot, but nothing it start and appear black screen after htc splash screen. After it reboot. Why??
i've hboot 1.49.0012 and i'm s-on. I want come back original ROM, how i can do? I must have s-off?? Please help me

Enable smartflash in recovery and try again. Oh, and make sure you wipe everything except sd card before flashing

I'm guilty of just asking "are you s-off" too, but this isn't actually sufficient. Users need to be s-off AND either unlocked or using the engineered bootloader to be able to flash boot images through recovery. Some users might be s-off but have locked bootloaders and stock hboot if they ran an RUU at some point after going s-off. To the best of my knowledge, this tree summarizes what users can do in each state:
State of Phone: flashing capabilities
S-ON and Locked: none
S-ON and Unlocked: can flash recovery and boot images through fastboot only
S-OFF, Locked, and Stock HBOOT: can flash recovery and boot images through fastboot only (need to verify if this is even possible)
S-OFF, Locked, and Unlimited.io HBOOT: can flash recovery and boot images through either fastboot or recovery
S-OFF, Unlocked, and Stock HBOOT: can flash recovery and boot images through fastboot only (need to verify if flashing boot image through recovery is possible)
S-OFF, Unlocked, and Unlimited.io HBOOT: can flash recovery and boot images through either fastboot or recovery

I can confirm that stock hboot and s off flashes kernels fine for me, reason for me on stock hboot, most sense 5 ports end up killing my phone to a state where recovery is unreachable, this is my procedure if you wanna check:
I leave bootloader unlocked
Fastboot OEM rebootruu
Fastboot flash zip ruu.zip
Then fastboot reboot-bootloader
And finally fastboot flash recovery twrp.IMG
Then I restore nandroid
