FIX HAS BEEN FOUND: Delete all APNs, add a new one, only input "name" and "APN" fields, and reboot.
Help, I have this annoying problem. Mobile data is not working on any ROM which is based on Android 4.4.4.
It works fine on ROMs using 4.4.2, and it works fine on Stock (which was 4.1.2 or something?).
I have tried several 4.4.4 roms: Official Cyanogenmod. Ehndroix V. NeatROM. SpiritROM. SlimSaber.
I checked and reset APN settings and everything looked normal. Googling the problem there are some others with the same problem, but I have not found any solution.
Currently running Resurrection Remix which is 4.4.2, but it seems like all 4.4.2 ROMs are unstable on my I9100 phone so I would really like a 4.4.4 ROM, which worked perfectly except for this issue.
This is caused by the incompatibility between the modem and the ril(that's included by the rom). Flash a new modem and see if this fixes your problems.
Thanks, that makes sense I guess.... But uuh, it looks very complicated, with tons of different modems available... Do you have any recommendations? I am in Denmark if that makes any difference.
Update: I have now tried almost all of the recommended modems in this thread, plus a few others. No luck... Anyone have any good ideas?

That's weird. I don't know any workarounds. I guess you could stick with the last working version of android then, (probably 4.4.4 android code broke compatibility with your apn).
Okay, I tried with a few more radios... Then I tried installing the app GetRIL which is supposed to automatically find and install the best radio available.... Didn't work, my baseband disappeared and then I installed a SII fixer app, but it all got ****ed up.... And now I flashed a 4.4.2 ROM back and everything works again.
I wonder why, but I'll just stick to that.
Until a Android 5 ROM is ready.
Case closed.

Well you did a common noob mistake regarding to rils. NEVER use getril as it falsely reports mismatching rils and installs the wrong ril anyway. We got a few months to go until an official release

I'd wish you didn't say I did a "noob" mistake as I did everything I could before trying getrils, including properly and manually changing modems.
Anyways now I have tried with two Android 5 ROMS (Cyanogenmod 12 and Resurrection Remix), and it's the exact same story... So for fun I tried to see if there was any 4.4.3 ROMS in existence, which there is. I found one called Techfusion+, where data also works. So it is something in 4.4.4 that messes my phone up.
Update:
I have now upgraded to a Galaxy S3 (I9300), and guess what, it's got the same problem, except this time 4.4.4 ROMS works fine, but still no mobile data on Lollipop.
Maybe it's my sim card??

I had similar problems on my I9100 - also in Denmark - and found that the problem disappears when I remove *all* access point configurations, and then add a single access point, with only "name" and "APN"/"Adgangspunkt" changed from default. Name=tdc and Adgangspunkt=internet. Then suddenly mobile data connects.
I hope this also works for you.
Best regards

YES!!! That did it!! Deleted all APNs, added a new one and only input the name and apn fields. Rebooted, and it connected! Thank you! Jeg elsker dig! Hold da kæft, if I ever meet you I'll buy you a beer!
... now, does anyone know of a lollipop ROM where they removed the stupid "swipe to unlock" bull****?

I've had no luck with wifi ever since I started trying out ICS builds.
So far I've restricted myself to leaked official builds. The phone just can't hold onto a damn wifi signal even when kept right next to the bloody access point.
Every few minutes it disconnects. Sucks when you're trying to download a huge update for a game.
I don't know if there's an official build out for India, I'm using DDLP8 which was marked as for Nepal. It's definitely stable, but wifi connectivity is totally useless .
I use Wifi Analyzer, and it shows up signal strength as pretty good, using automatic channels, and usually it latches onto channel 11 or 13. My other devices at home have never faced any such problem so it's definitely not a router problem.
Is there anything else to check for?
Edit: I'm using XXLPQ, not DDLP8 (which is the baseband version). My bad.
not familiar of ddlp8 as cant find it as sammobile / intratech
why dont you skip the leaked firmwares and just use the official ones.
also complete wipe your phone flash a GB stock and dont do anything else ...., no root no restores and see if it hold wifi.

It appears DDLP8 is a modem/baseband version. Not the build version. That's why you couldn't find it. But I'm just guessing. OP will have to confirm or deny that.

Yes, you're right. I am using XXLPQ for Nepal, after reading that the official Nepal build works fine on the Indian version of the S2. Sammobile still does not show any official build for India. Does this make a difference?
I saw the problem moments after I had flashed the ROM and rebooted, i.e. with a clean phone set to factory defaults (and rooted) - so I doubt it's due to any other program interfering.

Only for getting "official" updates through Kies. If you don't care about getting updates through Kies, then no, it won't matter.

Wifi drivers are in the kernel, I believe. What method did you use to root? Did you flash a kernel to achieve root? Try flashing a new kernel, or flashing a stock ICS kernel and see if your Wifi still drops after that.
Well, you can also give a try by flashing your baseband/modem itself and see it will be any better. You have few ones in this topic, all flashable via CMW :

I'm fairly certain modem/baseband has NOTHING to do with wifi, so I'll have to disagree with you on the possibility of it fixing his problem.

Ok, thanks for your links mate, at least i ve learned something. So, he can also give a try by testing different kernels then.
still having issues, you have to do some work..... flashing kernels is not the solution! it should work as is!
1: using cwm format system, cache, data, dalvik
2: flash one of the newer GB Stock Roms get one from intratech, using odin.
3: dont root just see if it works without doing anything, keep it stock. no restores nothing
if it works, it will work on ICS too now.

Well, if you re-read some of the posts above, he said he rooted, but didn't say HOW he rooted. If he rooted by flashing a kernel, then that could be what is screwing with his wifi, depending on WHICH kernel he used. So flashing a different kernel MAY actually solve his problem.
To my experience this problem is most likely related to the kernel you are using. The latest siyah kernel supposingly rectifies this issue. Why dont you give it a try?
I did and saw a big difference...

Sorry for the late reply - this time I replaced the stock ROM with DragonROM and Siyah 3.1 Rc1, and now the problem is..less frequent.
Hi, I have the same problem. My wifi keeps connecting and disconnecting multiple times even in a minute. I am on stock India ICS4.0.3. ddlp4.
Hello. I have a Samsung Vibrant and I just flashed RemICS rom and it looks great. The only problem is that I cannot seem to get my internet settings back in. I go to mobile networks, select add new apn, put in the apn settings, then click save. Then it returns me to a blank apn list. I reboot and go back to see if it is in the list and it's not. I've tried this three times and for some reason it won't save my apn settings. Anyone know how I can fix this?
Thanks.
The issue might be due to the fact that Remics currently has an issue with baseband and I believe imei as well. They are working on a new base for their ROM. Try a different jb rim and see if it works. * if you flash hellybean use 0817 build not 0820.

Just to be clear, did you flash the ICS version, or the JB version?
As samsgun mentioned, the JB rom currently has some issues that will be resolved soon enough, but for now leaves you without any data connection. If, however, you flashed the ICS version (Which I am currently running, and love) we can try and get down solving your problem. But before we figure out what to fix, we have to know what we are working with ^^

I flashed the JB version. I didn't see the ICS version. I also flashed HellyBean the 820 version and same issue. Someone above said the 817 version might work. I really love the rom but I need data because I'm out and about a lot and need to get my work emails while Im out. I'm going to donate cause the rom is great and such hard work went into it. I think ill try the ICS version until the data is working for the JB version.
Thanks for the heads up. I'll report in after I falsh the ICS version.

Hey guys,
I've been struggling with the same problem for weeks now. It doesn't matter what I do, the APNs settings won't save unless I flash back to an older ROM. Below I've listed some of the stuff I tried:
- Reboot the device multiple times
- Disable/enable flight mode and reboot
- Switch to "3G" only and back
- Add APN and wait a few minutes before saving
- Add APN and use back button instead of menu option to save
- Fix permissions under CWM
- Reinstall the ROM
- Flash other custom ROMs
- Flash other kernels
- Flash other modems
- Flash new ROM over working ROM without doing wipe/factory reset to keep settings
- Flash ROM without SIM and SD card
- Manually populating preferred-apn.xml
- Deleting telephony.db
- Confirm that telephony.db gets populated correctly
- Confirm that my sp settings are in apns-conf.xml
- Copied apns-conf.xml from known working ROM
- Use "APN Backup & Restore"
I even checked the logs while trying to add APN settings and found the following error: "Failed setting numeric 'null' to the current operator". It comes from a file called "TelephonyProvider.java", but I haven't made any progress with it.
I'm going to kick myself if the solution ends up being something as simple as fiddling with the user agent settings. But I'm not quite sure how this affects the system APN settings, do you perhaps know?
FYI, I actually have a Galaxy S2 and already posted in the S2 forums, but no luck yet. So I'm trying every possible solution that I can find. I also have a replacement SIM on its way, but it will take about 3 days to arrive.
I actually got the network in remics working but I had to flash a different kernel I told (patrick)or who ever is it that maintain that rom here, I couldnt get sound or camera but as of the network and apns it was running good...
Hi guys,
I'm having a very weird issue with the latest omni rom nightly (http://dl.omnirom.org/i9100/omni-4.4.3-20140618-i9100-NIGHTLY.zip).
I'm loosing signal every couple of seconds (see attached screenshots).
Before using this 4.4.3 Omni rom build I was using a 4.4.2 Omni rom build (released in May 2014).
Before installing this 4.4.3 Omni rom I have done a full wipe (cache/dalvic/data/system).
Because of this connectivity issue, I'm experiencing a battery drain that consumes my battery in 5 hours (even using Greenify).
I'm fully rooted using SuperSu v2.
I would like to use a 4.4.3 rom without this issue (if possible).
Ps: I've been using Omni for a very long time and I like it a lot. I've heard CM11 for SG2 is not that stable yet and there some battery drain issues and also an issue with the camera. Nos sure if I should give it a try.
Thanks in advance,
Roberto.

Your idea help me to find something very strange on my phone.
Please check the attached scheenshots. Compare than and you will see what is going on when I lose signal.
Also, it's strange that this rom cannot recognize my number from the SIM card.
I have another smartphone for testing (Moto X) and I can load my SIM card in there and see my IMEI and all the information that is stored in the SIM card.
Thanks once again for your time and help!

Well, I think this is the issue I'm facing: http://forum.xda-developers.com/galaxy-s2/help/signal-dropping-constantly-t1776211/page4
I'm happy I'm not the only one!
Not sure if changing the modem would help. I have check APN, changing from auto select network operator to manually selected, selecting only 2G network, nothing has worked so far.
I have also posted that link as I was facing the same issue few days back. in my case, it was waterlogged mainboard which I had to get replaced.
Anyways, you can try flashing different modems, not sure whether it will help or not but there is nothing much we can do in this case.
Maybe at the hardware side, your antenna module is not functioning properly. Get that checked too if nothing else works.

Funny thing was that I flashed an old Omni 4.4.2 build (February 2014) and after a couple of reboots it seems to be working fine...
I can't tell if it was the modem or something else... now I'm using exactly the same modem version (I9100XXLS8) as before but on this old build it just works perfect...
I've seen the Omni guys are about to introduce 4.4.4 on the next build. I will wait a few weeks before giving it a try...

You should have seen my happy face when I saw my phone working again!
I have replied on the omnirom 4.4.X thread for SG2 as I would like to know if somebody else has experienced this with the latest builds.
I investigated a bit and it seems modems do not come with builds. However, there might be something in that 4.4.3 build that the modem didn't like.
I'm wondering if I would experience the same once 4.4.4 is released by Omni.
Time will tell...
Anyone ever seen this? Ever since I installed 4.3, have had issues with wifi. Now my wifi shows as connected, but apps say there is no connection, network error, etc.
Any ideas?
Full wipe and reflash, test before installing anything and reset your router.
I got this working, not sure how exactly. I installed 4.1.2 (which exhibited same problem) then installed 4.3 again, and after that it now works.
What was the solution?

Ok so I have Paranoid Android 4.4.4 and I had upgraded to the most recent (I believe 5.1) and no matter what I did or straight talk did, I couldn't find a solution to get the data to work. Try flashing a LP modem/radio via recovery. Maybe PA doesn't include a radio so the phone is using the older KK radio and it might be causing incompatibility issues.

Just confirming - as far as I know, AOSP/CM-based ROMs NEVER include a radio/modem.
