Hi, i wanna add root permissions, i saw the way with android kitchen, but it isn't work; is it possible to root before building rom ? how?

I put the files in their respective folders,
setup and data folders in the root of the rom ..
what is not to give permissions from the update-script ... is a big problem for me ...
if someone could help me integrate the necessary permissions to update-script, that I take them well, install the rom, would greatly appreciate it.

Is it possible to decompile and compile .apk, lets say Settings.apk and remove a unneeded setting, but still be able to retain OTA update for that apk with settings.apk.p official patch file? And how?

I need permission to host (OP) new port rom what I need to do and I need ask who for the permission?
I'm looking for a solution that I can add my app into a firmware(customize) system/app folder and it wont ask for a permission again as we see other custom rom having such application which does not ask for permissions. Just need you precious guidance guys solve my permission issue. I'm confuse what if I Modify and build custom ROM for my samsung Device and add my app into it. Will it ask for permission in that case too. or how do I bypass that and predefine permissions for it since I'm modifying it . Looking forward to your kind response.
