The Moto E LTE offered by BoostMobile and U.S. Cellular, is also GSM unlocked?
Or this condition (GSM unlocked) is just for the MOTO E from Verizon?

Idk about us cellular, but Boost Mobile is CDMA. And it is unlockable via Motorola website. Hope this helps you partly
Since Boost is CDMA, will a Verizon SIM work on their Moto E, since the Verizon Moto E cannot be unlocked?

Does anyone know if the atrix can be unlocked for use on other carriers such as t-mobile or verizon? You know those weird kids who use cdma. Really wanting to trade my atrix for the droid 3 and the limiting factor would be if its possible for verizon users to be able to use my phone on their network.

Yes , Atrix can be unlocked (I unlocked it and using on T-mobile)
But it CAN NOT be used on Verizon due to different band of network (Atrix run on GSM, but Verizon use CDMA network).
And Droid 3 can be use on any network ( It supports both CDMA and GSM )

Verizon 4G cards seem to be SIM cards so i was wondering if an unlocked 4G phone made for AT&T could possibly work on Verizon?

Verizon's network uses CDMA and AT&T's network use GSM, so an ATT LGOG won't work on Verizon. I believe that a Sprint version (LS970 IIRC) will work.
Hey, so the moto e is only around 48 dollars for Verizon prepaid. I was wondering if there was any way to go around that and unlock the device for AT&T? I still have to purchase the phone, just want to make sure I can unlock it.
It's already unlocked...I use mine on T-Mobile, but I'm sure there are Blue users here.

Verizon's Moto E2 works with AT&T out of the box, just be sure to chuck the VZW Prepaid SIM before you turn it on.
The Verizon Moto E2 has the necessary 2G/EDGE and 3G/HSPA+ bands for AT&T, and has LTE Bands 2, 4, 5, but is missing AT&T's main LTE Band 17.
Does Verizon Moto E Prepaid Smartphone (XT1528) work on T-Mobile, Sprint, and/or Walmart Family Mobile? Because I read that Verizon's Prepaid phone that are 4gLTE are unlocked but I am not sure if they work on GSM.

My sister just moved back to the states, and has a Moto G8 Power that's unlocked, but only allows international GSMs. If I root it and install a custom ROM, can she use a USA SIM card?

You can use T-mobile and AT&T with a international gsm phone but not cdma networks like verizon, boost, US Celluar. i am not sure if you can use cdma networks on a international gsm phone but like i said you can use gsm carriers without rooting/flashing.
